This article draws upon a subsample of adoptive placements of adolescents (mean age 13.9 years in 1988) derived from a larger survey of older-child adoptions in 13 countries of northern and central California. The articles offers a mine of information to enrich the field's as-yet sparse research of a part of the work in adoption that is growing in attention as the number of adolescents in foster care increases.  相似文献

The development community has been rather reluctant in the past to integrate migration as a parameter for development policies, as often advocated by politicians and the migration community. The following analysis demonstrates that the position of development institutions on this matter has evolved, e.g., in the direction of increased interest among development practitioners to look at remittances as a tool for development. The article discusses the importance of brain drain and possibilities for using return migration as a brain gain. It introduces the concept "migration band" as an aggregate expression of Martin's "migration hump" for individual countries. Furthermore, it suggests policy options for a foreign input policy mix to developing countries composed of foreign direct investment, trade liberalizations, aid, remittances, return migration, and improved governance.  相似文献

This article argues that an ethic applying the technology assessment (TA)-method is only feasible as a risk ethic, since the consequences of technical action are ambivalent and uncertain. It first distinguishes possible strategies of justification for a risk ethic, that is (a) deontological, (b) teleological and (c) procedural approaches. On the basis of the critique of both (a) and (b), a central problem for the integration of discourse ethics in the TA-method is highlighted by reverting to a game theory modeling: As it turns out, mechanisms of self-selection undermine the representativity of discourses and thus its legitimation. In view of this dilemma, the article pledges for a complementary approach selectively integrating (a)–(c) into a “provisional moral”.  相似文献

Individuals’ perception of their own road-traffic and overall mortality risks are examined in this paper. Perceived risk is compared with the objective risk of the respondents’ peers, i.e. their own gender and age group, and the results suggest that individuals’ risk perception of their own risk is biased. For road-traffic risk we obtain similar results to what have been found previously in the literature, overassessment and underassessment among low- and high-risk groups, respectively. For overall risk we find that all risk groups underestimate their risk. The results also indicate that men's risk bias is larger than women’s.

Abstract

Mental health providers at university counseling and health centers should be alert to the possibility that college students with previously unrecognized attention deficit hyperactivity disorder (ADHD) may present for initial evaluation at their centers. This study was a systematic chart review of 42 students at an Upper Midwest university who were diagnosed with ADHD during calendar year 1993. Diagnoses were made by the treating psychiatrist, who reviewed records for presenting problems; recent associated problems; previous evaluations as a child, adolescent, or adult; and associated problems in childhood. Presenting problems included ADHD symptoms, mood symptoms, nonspecific learning disability, and academic underachievement. Associated problems were depressive disorders, anxiety disorders, drug and alcohol abuse or both, dependency, legal problems, learning disabilities, and eating disorders. Thirty-three percent had been evaluated for academic or behavior problems as children, and 36% had sought previous psychological care for non-ADHD symptoms as adults. Thirty-one percent were presenting at the university health center for their first evaluation. Childhood histories showed educational underachievement, learning disabilities, and behavior problems.  相似文献

This study examined how the gender and gender stereotype characteristics of an evaluator influenced a hypothetical hiring decision, and the effects of automatically activating gender stereotypes prior to a hiring decision. One hundred and twenty-nine undergraduates (80 female) completed a priming manipulation that activated gender stereotype-congruent or stereotype-incongruent associations, followed by an evaluation of a male or female job applicant. Results indicated that the gender and masculinity of an evaluator were related to the evaluations. After stereotype-congruent priming, men rated male applicants higher than female applicants and men’s masculinity was associated with less favorable ratings. After stereotype-incongruent priming, male participants extended a more positive evaluation toward female applicants than when stereotype-congruent gender ideas were primed. Female participants were less affected by the priming and showed more egalitarian evaluations. Findings underscore the importance of having gender-balanced search committees and interventions that address implicit gender biases in hiring decisions.  相似文献

Many of the concerns about recent changes in child welfare services practice in Australia have also been raised in the USA. Although it certainly may be the case that mandatory reporting is causing a broadening of child welfare services in Australia, close data-informed scrutiny suggests that this is not the case in the USA. Further, there are positive alternatives to overly intrusive child welfare service interventions that are arising in the USA. There is reasonable evidence to suggest that too little protection rather than too much intrusion remains the more significant problem in the USA; this may also be true elsewhere. The quality and range of services certainly determines whether intrusion is helpful to children and families. In some cases, for example life-threatening health problems that parents will not or cannot treat, engaging the assistance of child welfare services should not be ruled out for ideological reasons.  相似文献

Child welfare services have multiple goals, including child protection, family continuity, and achievement of legal permanency so children can end their involvement with child welfare services and have a lifetime family. These goals are not all achievable to the same extent in all cases. American child welfare policy has, in the last few years, become more definitive about the priority of child protection above family preservation. Now, situations which involve safety risks that are too great do not require any efforts at reunifying children to their biological homes. Less clear in American child welfare policy and practice is the value to be placed on other factors – particularly when a child cannot return home and will need an alternative adoptive family. Practitioners often emphasize family continuity – that is, the opportunity to maintain contact with the biological parent and extended family members – as a key decision making consideration. Yet, family continuity does not necessarily predict a successful transition to adulthood that is healthy for children or provides social benefits to the community. This paper explores the rationale for expanding child welfare decision making criteria by adding longer-term outcomes and the likelihood that children will eventually generate social benefits.  相似文献

The child welfare systems in Sweden and the United States were dramatically reformed beginning in the early 1980s. After 10 years, the different results of these reforms are quite striking. These child welfare systems have different methods for preserving families in crisis; different assumptions about the roles of birth parents, foster parents, and adoptive parents; and different goals for children who will not go home. Each of these areas is explored and recommendations made for re-examining child welfare services in both countries.  相似文献
