Abstract This research compares the likelihood of exiting TANF with and without employment and the effects of important state TANF rules on welfare exits in more disadvantaged (large Rustbelt cities and poor southern nonmetro) and less disadvantaged (other metro and other nonmetro) areas during the 1996–2003 post‐welfare reform period. Hierarchical competing risk models using individual‐level data from the 1996–99 and 2001–03 Panels of the Survey of Income and Program Participation merged with state‐level data from various sources show that female TANF participants in poor southern nonmetro areas are the least likely to exit TANF with work, and participants in large Rustbelt cities are less likely to exit TANF with work than those in other metro areas. Non‐work TANF exits are more likely to occur in other nonmetro areas than in other metro areas. Importantly, the effects of state welfare rules on TANF exits differ across places of residence. For example, stringent time limit policies promote work exits in large Rustbelt cities but promote non‐work exits in poor southern nonmetro areas. More lenient earned income disregards are significantly related to remaining on TANF in poor southern nonmetro areas but promote work exits in all other places. Findings from this paper imply that states should not take a “one‐size‐fits‐all approach” to reduce welfare caseloads.  相似文献

It is generally accepted that Governments, with a neo-conservative or more properly a Victorian neo-liberal bent will, through various means and mechanisms, try to dismantle aspects of the Welfare State. While these mechanisms usually take the form of privatization, reductions in expenditures, de-indexing and the like, a much more subtle process currently is underway in Canada. Two broad initiatives — Constitutional Change and Free Trade — of the Mulroney government seriously threaten the future of the Canadian Welfare State. The Welfare State is not the direct target in either of these initiatives but the implications, in the view of the authors, are profound. This article examines the question of constitutional reform and the consequences for Canadian social policy.  相似文献

Knowing when to compete and when to cooperate to maximize opportunities for equal access to activities and materials in groups is critical to children's social and cognitive development. The present study examined the individual (gender, social competence) and contextual factors (gender context) that may determine why some children are more successful than others. One hundred and fifty‐six children (M age=6.5 years) were divided into 39 groups of four and videotaped while engaged in a task that required them to cooperate in order to view cartoons. Children within all groups were unfamiliar to one another. Groups varied in gender composition (all girls, all boys, or mixed‐sex) and social competence (high vs. low). Group composition by gender interaction effects were found. Girls were most successful at gaining viewing time in same‐sex groups, and least successful in mixed‐sex groups. Conversely, boys were least successful in same‐sex groups and most successful in mixed‐sex groups. Similar results were also found at the group level of analysis; however, the way in which the resources were distributed differed as a function of group type. Same‐sex girl groups were inequitable but efficient whereas same‐sex boy groups were more equitable than mixed groups but inefficient compared to same‐sex girl groups. Social competence did not influence children's behavior. The findings from the present study highlight the effect of gender context on cooperation and competition and the relevance of adopting an unfamiliar peer paradigm when investigating children's social behavior.  相似文献

We study variants of classical stable matching problems in which there is an additional requirement for a stable matching, namely that there should not be two participants who would prefer to exchange partners. The problem is motivated by the experience of real-world medical matching schemes that use stable matchings, where cases have arisen in which two participants discovered that each of them would prefer the other’s allocation, a situation that is seen as unfair. Our main result is that the problem of deciding whether an instance of the classical stable marriage problem admits a stable matching, with the additional property that no two men would prefer to exchange partners, is NP-complete. This implies a similar result for more general problems, such as the hospitals/residents problem, the many-to-one extension of stable marriage. Unlike previous NP-hardness results for variants of stable marriage, the proof exploits the powerful algebraic structure underlying the set of all stable matchings. In practical matching schemes, however, applicants’ preference lists are typically of short fixed length, and we describe a linear time algorithm for the problem in the special case where all of the men’s preference lists are of length ≤3.  相似文献

The problem of inaccurate, misapplied or fraudulent scientific data could be addressed by government regulations, or by self‐regulation from within science itself. To many, self‐regulation implies the grounding of research activities in some “neutral”; standard of “ethics”; acceptable in a “pluralistic”; society. Yet, there is no such thing as a “neutral ethics”; and many “contemporary”; theories contain such serious theoretical deficiencies and contradictions that they are practically inapplicable. As a viable alternative to these theoretical and practical problems, an objectively based realistic framework of ethics is considered, and used to ground both the individual scientific and the collective public policy decision making processes. This is an ethics of properly integrated relationships. It is then applied to an analysis of many of the causes of incorrect scientific data, as well as of many of the internal and external pressures and abuses often experienced by scientists today. This approach respects the integrity of each decision maker as a human being and a moral agent—which in turn better insures the integrity of the protocol, the data, and the public policy decisions which follow—and ultimately, the integrity of the scientific enterprise itself.
