On the captivity of the will: Sympathy, caring, and a moral sense of the human

We are concerned in this paper with the question of what more there is to human nature than cognition, with what it is to be a person (or animal) in the sense of something that would justify our sympathy. We examine pain, emotion, and the abrogation of values as sources of our sympathy for one another. We further argue that our sympathy over each of these unfortunate events is connected with our sense that they are beyond a person' s (or an animal' s) will. Computers, we suggest, ought not to engage our sympathy not because of their limited cognitive capacity, and not because they lack intent, but because their wills are too free.     

Case Finding and Screening for Social Work in Acute General Hospitals

Summary Since the first appointment of a ‘Lady Almoner’social workers in hospitals have complained about the problemof obtaining referrals appropriate to their skills and knowledge,and sufficiently early in the patient's stay to allow for effectiveintervention. Often, due to shortage of staff, workers haveto rely on referrals from other staff, patients and carers.But where social workers find their own cases, a wider rangeof problems and patients are selected. In the United Statesduring the past twenty years there has been a rapid spread ofscreening at the point of admission or pre-admission, to identifyhigh risk patients for social work assessment. The evidencefor the effectiveness of this approach to case finding is examined.     

TRADE,GEOGRAPHY AND THE SKILL PREMIUM IN U.S. MANUFACTURING

A number of studies have suggested that countries (or regions) with access to larger markets have higher wages. In this paper, we examine whether access to larger markets affects skilled and unskilled workers differently. We develop a model relating two key measures of market size, market and supplier access, to industry value added prices. We then estimate the effects of growth in these measures on factor returns in U.S. manufacturing industries between 1984 and 1996. We find that growth in these measures can explain around 5% of the rise in the skill premium over the sample period. (JEL F12, F16, L60)

THE POLITICAL ECONOMY OF NEW DEAL FISCAL FEDERALISM

While the introduction of federal matching grants to finance the New Deal relief programs is usually viewed as a mechanism to insure federal control over state relief spending, a careful study of the New Deal reveals that the reverse was the case: matching grants allowed the states to escape close federal control. The standard economic model of inter-governmental grants reveals that the federal government will, if allowed, prefer to use discretionary rather than matching grants. With discretion, however, came power; power that neither the states nor Congress wished to see concentrated in the Executive branch.     

Portfolios of mobility: the movement of expertise in transnational corporations in two sectors — aerospace and extractive industries

This article is about how UK‐based transnational corporations source expertise and move highly skilled people among their sites. TNCs rely heavily on their internal labour markets for skills. We examine patterns and trends in the ways that TNCs in two sectors, aerospace and extractives, dynamically orchestrate and deploy their networks of expertise internationally to address the demands of different markets. We chart the types of mobility that exist, identify how and why they are used, and explore some of the institutional, industrial, organizational and technological factors that influence these trends. We show that different types of mobility play distinct roles in organizations. Companies respond to mobility calls from diverse stimuli by linking together mobility options into portfolios of moves that represent negotiated responses to industrial and individual requirements.     

Linguistic Capital and Academic Achievement of Canadian- and Foreign-Born University Students

Au Canada, plusieurs universités prennent des mesures pour recruter des immigrants ou leurs enfants et satisfaire leurs besoins—et parmi eux plusieurs ont l'anglais comme langue seconde. Il n'y a pas de recherches au Canada qui comparent la progression potentielle du capital linguistique des étudiants ayant l'anglais comme langue seconde et celui des autres étudiants au fil de leur parcours universitaire, avec les relations entre les progressions du capital linguistique et de l'acquisition des connaissances. L'auteur montre dans cette étude que, contrairement aux étudiants canadiens et ceux nés à l'étranger pour lesquels l'anglais est la première langue, le capital linguistique des étudiants nés à l'étranger dont l'anglais est une langue seconde s'accroît au cours des quatre années d'études universitaires. Cependant, cette augmentation du capital linguistique ne correspond pas à une augmentation de l'acquisition des connaissances.
In Canada, many universities are taking steps to recruit and meet the needs of immigrants and/or their sons and daughters, many of whom have English as a second language (ESL). There is, however, no research in Canada comparing potential increases in the linguistic capital of ESL and other students over the course of their university careers and the connection between increases in linguistic capital and academic achievement. In this study, it is shown that in contrast to Canadian- and foreign-born students for whom English is a first language, and Canadian-born ESL students, the linguistic capital of foreign-born ESL students increases over 4 years of university study; however, this increase in linguistic capital is not paralleled by an increase in academic achievement.     

Satanist abuse and alien abduction: A comparative analysis theorizing temporal lobe activity as a possible connection between anomalous memories

There are striking parallels betweenthe two phenomena, which are explored in some detail. Whilstthe comparison may be unexpected, and will no doubt provokescepticism in some readers, the similarities are difficult toignore; and I suggest that they give rise to unavoidable questionsabout the nature of both kinds of experience. The paper thereforeconcludes with a sketch of some neurophysiological and psychologicalresearch which may help to account for them.
