Influenza pandemic is a serious disaster that can pose significant disruptions to the workforce and associated economic sectors. This article examines the impact of influenza pandemic on workforce availability within an interdependent set of economic sectors. We introduce a simulation model based on the dynamic input‐output model to capture the propagation of pandemic consequences through the National Capital Region (NCR). The analysis conducted in this article is based on the 2009 H1N1 pandemic data. Two metrics were used to assess the impacts of the influenza pandemic on the economic sectors: (i) inoperability, which measures the percentage gap between the as‐planned output and the actual output of a sector, and (ii) economic loss, which quantifies the associated monetary value of the degraded output. The inoperability and economic loss metrics generate two different rankings of the critical economic sectors. Results show that most of the critical sectors in terms of inoperability are sectors that are related to hospitals and health‐care providers. On the other hand, most of the sectors that are critically ranked in terms of economic loss are sectors with significant total production outputs in the NCR such as federal government agencies. Therefore, policy recommendations relating to potential mitigation and recovery strategies should take into account the balance between the inoperability and economic loss metrics.  相似文献

The inoperability input-output model (IIM) has been used for analyzing disruptions due to man-made or natural disasters that can adversely affect the operation of economic systems or critical infrastructures. Taking economic perturbation for each sector as inputs, the IIM provides the degree of economic production impacts on all industry sectors as the outputs for the model. The current version of the IIM does not provide a separate analysis for the international trade component of the inoperability. If an important port of entry (e.g., Port of Los Angeles) is disrupted, then international trade inoperability becomes a highly relevant subject for analysis. To complement the current IIM, this article develops the International Trade-IIM (IT-IIM). The IT-IIM investigates the resulting international trade inoperability for all industry sectors resulting from disruptions to a major port of entry. Similar to traditional IIM analysis, the inoperability metrics that the IT-IIM provides can be used to prioritize economic sectors based on the losses they could potentially incur. The IT-IIM is used to analyze two types of direct perturbations: (1) the reduced capacity of ports of entry, including harbors and airports (e.g., a shutdown of any port of entry); and (2) restrictions on commercial goods that foreign countries trade with the base nation (e.g., embargo).  相似文献

The analysis of risk-return tradeoffs and their practical applications to portfolio analysis paved the way for Modern Portfolio Theory (MPT), which won Harry Markowitz a 1992 Nobel Prize in Economics. A typical approach in measuring a portfolio's expected return is based on the historical returns of the assets included in a portfolio. On the other hand, portfolio risk is usually measured using volatility, which is derived from the historical variance-covariance relationships among the portfolio assets. This article focuses on assessing portfolio risk, with emphasis on extreme risks. To date, volatility is a major measure of risk owing to its simplicity and validity for relatively small asset price fluctuations. Volatility is a justified measure for stable market performance, but it is weak in addressing portfolio risk under aberrant market fluctuations. Extreme market crashes such as that on October 19, 1987 ("Black Monday") and catastrophic events such as the terrorist attack of September 11, 2001 that led to a four-day suspension of trading on the New York Stock Exchange (NYSE) are a few examples where measuring risk via volatility can lead to inaccurate predictions. Thus, there is a need for a more robust metric of risk. By invoking the principles of the extreme-risk-analysis method through the partitioned multiobjective risk method (PMRM), this article contributes to the modeling of extreme risks in portfolio performance. A measure of an extreme portfolio risk, denoted by f(4), is defined as the conditional expectation for a lower-tail region of the distribution of the possible portfolio returns. This article presents a multiobjective problem formulation consisting of optimizing expected return and f(4), whose solution is determined using Evolver-a software that implements a genetic algorithm. Under business-as-usual market scenarios, the results of the proposed PMRM portfolio selection model are found to be compatible with those of the volatility-based model. However, under extremely unfavorable market conditions, results indicate that f(4) can be a more valid measure of risk than volatility.  相似文献

We propose using latent class analysis as an alternative to log-linear analysis for the multiple imputation of incomplete categorical data. Similar to log-linear models, latent class models can be used to describe complex association structures between the variables used in the imputation model. However, unlike log-linear models, latent class models can be used to build large imputation models containing more than a few categorical variables. To obtain imputations reflecting uncertainty about the unknown model parameters, we use a nonparametric bootstrap procedure as an alternative to the more common full Bayesian approach. The proposed multiple imputation method, which is implemented in Latent GOLD software for latent class analysis, is illustrated with two examples. In a simulated data example, we compare the new method to well-established methods such as maximum likelihood estimation with incomplete data and multiple imputation using a saturated log-linear model. This example shows that the proposed method yields unbiased parameter estimates and standard errors. The second example concerns an application using a typical social sciences data set. It contains 79 variables that are all included in the imputation model. The proposed method is especially useful for such large data sets because standard methods for dealing with missing data in categorical variables break down when the number of variables is so large.  相似文献

This study is aimed at the effects of making apologies in a crisis situation and attributed crisis responsibility on corporate- and spokesperson reputation. In a 2 × 2 scenario experiment (spokesperson making apologies versus no apologies; and accidental versus preventable crisis), 84 respondents judged corporate and spokesperson reputation. We found that the crisis has more impact on corporate reputation than on the spokesperson's reputation. This indicates that the crisis is seen as a collective responsibility of the organization, rather than the personal responsibility of the spokesperson.  相似文献

Seeds are both the means and product of agricultural production. The corporate appropriation of seeds affects farmers’ autonomy and has been contested and resisted by farmers worldwide through practices of repossession. This article investigates different practices of the repossession of seeds emphasising the micro-structure and recent developments in agricultural practices that lead to a commonisation of seeds. Various practices of seed repossession present in India are analysed and compared with open-source initiatives to present examples of the diversity of singular initiatives aimed at the commonisation of seeds in the Global South. The article shows that each initiative applies a multitude of concrete practices to counter what we will refer to as metabolic rift, but without a single generic strategy, each seeking in its own way to repossess seeds and (re)locate them in a social space of commons.  相似文献

Complex engineering systems are usually designed to last for many years. Such systems will face many uncertainties in the future. Hence the design and deployment of these systems should not be based on a single scenario, but should incorporate flexibility. Flexibility can be incorporated in system architectures in the form of options that can be exercised in the future when new information is available. Incorporating flexibility comes, however, at a cost. To evaluate if this cost is worth the investment a real options analysis can be carried out. This approach is demonstrated through analysis of a case study of a previously developed static system-of-systems for maritime domain protection in the Straits of Malacca. This article presents a framework for dynamic strategic planning of engineering systems using real options analysis and demonstrates that flexibility adds considerable value over a static design. In addition to this it is shown that Monte Carlo analysis and genetic algorithms can be successfully combined to find solutions in a case with a very large number of possible futures and system designs.  相似文献

It is critical for complex systems to effectively recover, adapt, and reorganize after system disruptions. Common approaches for evaluating system resilience typically study single measures of performance at one time, such as with a single resilience curve. However, multiple measures of performance are needed for complex systems that involve many components, functions, and noncommensurate valuations of performance. Hence, this article presents a framework for: (1) modeling resilience for complex systems with competing measures of performance, and (2) modeling decision making for investing in these systems using multiple stakeholder perspectives and multicriteria decision analysis. This resilience framework, which is described and demonstrated in this article via a real‐world case study, will be of interest to managers of complex systems, such as supply chains and large‐scale infrastructure networks.  相似文献

Economies of scale and increased mobility have led to the closure of many village facilities. Most residents do not rely on locally available facilities anymore for their primary function. However, facilities are also meeting places. A decline in facilities may therefore negatively influence residents' social place attachment. This article examines which facilities impact residents' social place attachment. It also explores whether different facilities impact the social place attachment of different groups of residents differently. In our analyses, we make a distinction between rural areas near and away from urban areas. Based on structural equation modeling, we conclude that in rural areas, both near and away from cities, cafés and supermarkets may well matter for residents' social attachment. In contrast to common expectations, community centers, primary schools, and sports facilities were not shown to enhance social place attachment. Considering the increasing self‐reliance of local communities, these findings raise doubts about the use of public services to revitalize local communities.  相似文献
