Public procurement is seen as a powerful instrument for innovation policy, but meaningful barriers seem to hinder its deployment. This study reviews literature on complexity, time consumption, and risk representing important hindrances for the procurement of innovation from public buyers' perspective. Findings provide evidence on the existence of hindrances for public procurement of innovation across European Union member states through the analysis of data from a large-scale survey. Further, differences in terms of the perception of barriers become evident depending on the availability of monitoring systems for innovation performance.  相似文献

We present a comprehensive framework for Bayesian estimation of structural nonlinear dynamic economic models on sparse grids to overcome the curse of dimensionality for approximations. We apply sparse grids to a global polynomial approximation of the model solution, to the quadrature of integrals arising as rational expectations, and to three new nonlinear state space filters which speed up the sequential importance resampling particle filter. The posterior of the structural parameters is estimated by a new Metropolis–Hastings algorithm with mixing parallel sequences. The parallel extension improves the global maximization property of the algorithm, simplifies the parameterization for an appropriate acceptance ratio, and allows a simple implementation of the estimation on parallel computers. Finally, we provide all algorithms in the open source software JBendge for the solution and estimation of a general class of models.  相似文献

This paper analyzes the relationship between macroeconomic factors and the income distribution using data on equivalized disposable household income from the United Kingdom for 1961–99. We argue in favour of fitting a parametric functional form to the income distribution for each year, and then modeling the time series of model parameters in terms of the macroeconomic factors, as this better allows us to take into account non-stationarity in the time series. Estimates from models that relate income distribution parameters to cyclical variables in first differences (to account for non-stationarity) suggest that neither inflation nor unemployment have significant effects on income inequality. Compared to the commonly-used method of modelling the income shares directly, our approach indicates that there was no clear cut relationship between macroeconomic factors and the UK income distribution during the last third of the twentieth century.  相似文献

Although fundraising organizations in the third sector have gone through a progressive professionalization process, it remains unclear whether this development has led to any financial benefits. This article focuses on the question of whether or not it pays off for fundraising organizations to invest in professionalization. The data for this study come from 165 organizations representing 45 percent of the Swiss fundraising market. We first propose the term “organizational fundraising capability” as a new construct for measuring the degree of professionalization and rationalization in fundraising management. We then analyze its relationship to overall net revenue from donations as well as the growth of net revenue from donations. Our analysis indicates that, in addition to organizational size measured by total revenue, revenue share from donations, and expansion strategy, fundraising capability makes an important contribution to explaining both an institution's net revenue from fundraising and the level of increase in net donations. The consequences for the development of professionalization and rationalization in fundraising are discussed.  相似文献

Taking the West Bank and Gaza Strip as a reference point, this paper looks at social protection in developing economies, which are beset by economic stagnation, widespread poverty and unemployment. If the main breadwinner dies, is unable to work or is an older person, these factors are prime causes of absolute poverty. This is hardly surprising, since private and public systems of social security are totally inadequate in this area in particular. Current thinking on social security suggests that what is needed is the rapid introduction of a comprehensive system of retirement provision, comprising a mandatory capital-funded insurance component, with defined contributions, administered on a decentralized basis; and a state-administered pay-as-you-go basic insurance component with lump-sum transfers to safeguard the poorest. A system of this kind works to prevent poverty in old age by redistributing funds from some individuals to others and ensuring an income for life, and it represents a compromise between a fair return on what people have contributed and a fair distribution over society as a whole. It is thus a major force for stability in society.  相似文献

The current study investigated the relationship between mother–child interaction quality and infants' ability to interpret actions as goal‐directed at 7 months in a sample of 37 dyads. Interaction quality was assessed in a free play interaction using two distinct methods: one assessed the overall affective quality (emotional availability), and one focused on the mother's proclivity to treat her infant as an intentional agent (mind‐mindedness). Furthermore, infants' ability to interpret human actions as goal‐directed was assessed. Analyses revealed that only maternal emotional availability, and not maternal mind‐mindedness, was related to infants' goal‐encoding ability. This link remained stable even when controlling for child temperament, working memory, and maternal education. These findings provide first evidence that emotionally available caregiving promotes social‐cognitive development in preverbal infants.  相似文献

The paper investigates long-term trends in the association between educational attainment and class destinations in Germany. Most recent evidence for several European countries reveals a downward effect of education on social class. To test changes in the association in Germany I use the 1976–2007 waves of the German Microcensus (GMC), which is a nationally representative, repeated cross-sectional survey. For Germany, log-linear models indicate that the relationship between education and class destinations remains rather constant for both sexes. I also find that returns to higher education in access to service class positions do not consistently decline either. Only university graduates’ relative access chances slightly decreased in comparison to Abitur-holders from the 1980s to the 1990s. In order to consider compositional changes in the service class in more detail, I further disaggregate the service class into three types of employment: administrative/managerial positions, professional experts and professional positions in the social services. In fact, I find that access to administrative and managerial positions is less dependent on education than access to the professions. While professional positions in the social services become less stratified by education over time, it is compensated by a reverse development for professional experts. As substantially more employees work in administrative and managerial jobs since the 1970s, the slight reduction in university returns can indeed be attributed to a compositional effect. In spite of these qualitative and quantitative changes, the strong impact of education on access to the service class does not become blurred. The paper concludes that the persistent institutional framework in Germany does not lead to a decline in the overall association between educational attainment and class destinations.  相似文献

During the recent financial and economic crisis, trade unions and employers’ associations have increasingly concluded collective agreements on so-called “collegial temporary work” that enables flexible deployment of employees, especially for small and medium sized enterprises. Empirical results show large differences in the application of those collective agreements: While the possibilities of the agreements were sometimes actively used in some regions, companies in other regions avoided implementation – despite their potential to cope with important challenges of economic crises and skill shortages. The paper selects a structuration theory perspective to analyze the reasons for the differences in the practice of this human resource management strategy by comparing two German regions (Braunschweig and the Ruhr area). The differences in the practices can be traced back to regional cultural patterns, interests of key actors, and the degree of involvement during the implementation period.  相似文献
