V. Conclusion The latest edition of Miller’s Appraisal provides an updated glimpse into the inner workings of the NLRB. Miller’s observations are knowledgeable and understandable, and his book is an important contribution for academics, the labor bar, and the Board itself. We hope it spurs further study of the Board’s administration of the Act and exploration of ways to improve it. Miller’s pessimism about potential reforms, short of his proposed abolition of the five-member Board in favor of a new labor and employment division of the federal district courts, goes too far. We have suggested a few changes that would make the Board more efficient without affecting the Board’s substantive mission. Hopefully, with further efforts like Miller’s in the future, the Board will effect a consistent improvement upon its somewhat spotty record of efficiency and will keep the NLRA vibrant well into this new century. We especially thank former NLRB Regional Director Daniel Silverman for his invaluable contributions to this article.     

Interventions for Internationally Adopted Children and Families: A Review of the Literature

Internationally adopted (IA) children are at increased risk for health-related, developmental, and behavioral difficulties. This article reviews the literature on various interventions currently used with IA populations; including health-related interventions provided by medical specialists, preparation programs provided by adoption agencies and other social service organizations, treatments for attachment and behavioral disorders, psychoeducational services, programs designed to improve children’s care prior to adoption, and parent-based initiatives. Surprisingly, very little systematic information exists regarding the effectiveness of interventions designed to prevent and remediate these difficulties in IA children. Recommendations for future research activity and for best practice approaches to intervention are discussed.     

The Triple P‐Positive Parenting Programme: a universal population‐level approach to the prevention of child abuse

The Triple P‐Positive Parenting Programme is described as an example of an evidence‐based universal parenting initiative that provides a tiered continuum of interventions of increasing strength but narrowing reach in an effort to make parenting programmes more accessible to parents. Interventions within the system range from the use of the media and brief messages to intensive family interventions for parents where parenting problems are complicated by multiple additional sources of family adversity. Several issues concerning the role of training and organizational factors that influence the successful uptake and implementation of the programme are discussed. Somewhere Between: Social Embeddedness and the Spectrum of Wild Edible Huckleberry Harvest and Use

Abstract This case study is centered in northeast Washington State and northern Idaho and focuses on the social ecology of the wild edible huckleberry. The theoretical notion of social embeddedness is the lens through which the harvest and use of this much‐prized resource is viewed and analyzed. Using grounded theory as an over‐arching method, qualitative data were collected over two harvesting seasons regarding who harvests huckleberries in the study area and why. Four categories of use/users were identified. The results suggest a rich tapestry of social relations surrounding this resource that belies the simplistic notion of “commercial” vs. “recreational” use. These relations include temporal, geographic, economic, and cultural dimensions. Policy implications include the need to move beyond the commercial/recreational dichotomy in regulating the harvest of berries as well as the need to link the notions of community forestry and subsistence to the harvest of non‐timber forest products more generally.     

Bayesian accrual modeling and prediction in multicenter clinical trials with varying center activation times

Investigators who manage multicenter clinical trials need to pay careful attention to patterns of subject accrual, and the prediction of activation time for pending centers is potentially crucial for subject accrual prediction. We propose a Bayesian hierarchical model to predict subject accrual for multicenter clinical trials in which center activation times vary. We define center activation time as the time at which a center can begin enrolling patients in the trial. The difference in activation times between centers is assumed to follow an exponential distribution, and the model of subject accrual integrates prior information for the study with actual enrollment progress. We apply our proposed Bayesian multicenter accrual model to two multicenter clinical studies. The first is the PAIN‐CONTRoLS study, a multicenter clinical trial with a goal of activating 40 centers and enrolling 400 patients within 104 weeks. The second is the HOBIT trial, a multicenter clinical trial with a goal of activating 14 centers and enrolling 200 subjects within 36 months. In summary, the Bayesian multicenter accrual model provides a prediction of subject accrual while accounting for both center‐ and individual patient‐level variation.
