Using individual-level survey data that were collected in Russia in 1993, we analyze the fertility-employment relationship for a sample of urban women who bore children during the Soviet era. Although some Russian policy makers advocate policies that reduce female employment to stimulate fertility, we find little empirical support to ensure success of these policies. Specifically, we find no connection between employment and fertility for our sample of Russian females, perhaps because of their historic, mandated commitment to the labor market. Instead, we find that demographics and attitudes influence fertility decision making. These results, in combination with the findings that our sample of Russian women hold more traditional attitudes toward family and egalitarian attitudes toward work than similar American women, suggest that policies to stimulate fertility by reducing employment may not be effective for women raised during the Soviet era unless a dramatic shift in attitudes away from a strong work commitment also occurs.  相似文献

The Children, Young Persons, and Their Families Act 1989 put in place new objects, principles, and procedures for youth justice in New Zealand. Both the philosophy underpinning this system and the use of family group conferences exemplify a restorative justice approach that has now been adopted in many other countries. This article describes these changes and presents some of the results of recently published research that examines the extent to which young offenders have been diverted from courts and custody, held accountable for their actions, and had their wellbeing enhanced. It suggests that the New Zealand youth justice system has achieved many but not all of its goals, and that there are still aspects where improvement is possible.  相似文献

Deterrence theory has been repeatedly used to explain individuals'choices to commit vs. not commit crimes. Its utilitarian premise is that individuals will choose to commit or not commit crimes based on the certainty, swiftness, and severity of punishments. This study examines the perceived certainty of sanctions among offenders mandated into intensive probation and the effects of varying levels of perceived sanction certainty in deterring offenders from violating probation requirements. Data from an Intensive Supervision Probation program in New Jersey are used. Results support the salience of offenders'perceptions of sanction certainty on their intensive probation outcomes, and implications for policy are discussed.  相似文献

In this paper, we use a maximal invariant likelihood (MIL) to construct two likelihood ratio (LR) tests in the context of a semi-linear regression model. The first involves testing for the inclusion of a non-linear regressor and the second involves testing a linear regressor against the alternative of a non-linear regressor. We report the results of a Monte Carlo experiment that compares the size and power properties of the traditional LR tests with those of our proposed MIL based LR tests. Our simulation results show that in both cases, the MIL based tests have more accurate asymptotic critical values and better behaved (i.e., better centred) power curves than their classical counterparts.  相似文献

Poverty levels among all children in the United States have tended to fluctuate in the past 30 years. However, among the children of immigrants, child poverty increased steadily and rapidly from about 12% in 1970 to 33% in the late 1990s before declining to about 21% in 2000. Using 1970, 1980, 1990, and 2000 Public Use Microdata Samples data, we identified key factors that underlie the fluctuations in immigrant child poverty from 1969 to 1999 and the divergence from children of natives. We found that roughly half the absolute increase in immigrant child poverty can be linked to changing conditions in the U.S. economy that make it more difficult to lift a family out of poverty than 30 years ago. These changes occurred disproportionately among children of parents with lower levels of education, employment, and U.S. experience but not among racial/ethnic minorities. Poverty risks among various racial and ethnic groups converged over time. The relative increase in poverty for immigrant versus native children owes largely to the divergence between immigrant and native families in racial/ethnic composition, parental education, and employment.  相似文献

Health care has been a contentious issue in American politics for decades, and scholars are beginning to understand the reasons behind public support for, and opposition to, healthcare reform. Using national survey data, we measure the impact of various racial attitudes, including Racial Resentment and Ethnocentrism, on white support for healthcare reform. We measure participants’ attitudes across a range of important dimensions of healthcare reform and examine a randomized experiment with a control group that frames legislation as “recent” healthcare reform and a treatment condition that frames legislation as “President Obama’s” healthcare reform. The findings demonstrate that racial attitudes and Ethnocentrism continue to play a role in both support and opposition to healthcare reform.  相似文献

Globalization poses many challenges for national cultural unity, especially in Europe. Some doubt whether national cultures will be able to survive, but there are many counter‐trends pushing to maintain national cultural unity. I analyse the dual trends of global diversity and maintaining unity through an everyday manifestation of French culture: elementary school lunches. French school lunch programmes are part of the nation‐building process because they are designed to teach students how to eat, which is especially important in France where the art of gastronomy is a key source of identity and pride. I analyse cultural influences on over 11,000 school lunch menu items from eight municipalities across two French regions. I also conduct in‐depth face‐to‐face interviews with the people who design and approve school lunch menus. My inquiry is guided by three key questions. First, to what extent are foreign influences included? Second, does openness to foreign influences vary across different parts of France? Finally, how are foreign cultures represented? My results suggest that foreign cultures are deployed to nationalize difference. The limited foreign influences that appear in school lunches are strategically chosen to appeal to and to educate students, but in a way that reinforces the centrality of traditional French cultural norms. This article contributes to our understanding of the tension between national culture and a globalizing world.  相似文献

The purpose of this article is to develop a theory which frames the demands of civil society in such a way as to better enable corporate subjects to manage and navigate ‘irregular’ engagement from activist organizations. Activist NGOs engage in advocacy at times by mounting, facilitating or encouraging popular social campaigns and actions against targeted corporations. In many cases, radical ‘direct action’ tactics are adopted, taking such approaches, NGOs may capitalise on the broader, more ethically diverse strategic possibilities open to them than are available to their corporate adversaries. We employ institutional theory to map out this asymmetric distribution of strategic possibility. We theorise NGOs and corporate subjects as effectively ‘competing’ with one another to maximise their own strategic possibilities and to minimise those of their opponents, in the perennial battle for hearts and minds that plays out between NGOs, corporate subjects, and broader civil society actors who ultimately determine boundary rules for NGO-corporate conflict. Within this context we explore the normative challenge arising from the possibility that corporate subjects might seek to tip the competitive balance by learning from how the military has adapted to successfully engage with ‘irregular’ adversaries through what is often termed ‘asymmetric’ or ‘irregular’ warfare. Should corporations follow a similar adaptive process, by mirroring the ‘irregular’ strategies of activist groups? Drawing evidence from the military experience, we suggest—perhaps counter intuitively—that such adaptations can create new opportunities for conflict resolution and for building sustainable cooperation between former adversaries.  相似文献
