Public Management at the Ballot Box: Performance Information and Electoral Support for Incumbent English Local Governments

Publishing performance information about local public services,an increasing trend in many Organisation for Economic Co-operationand Development countries, matters politically because it hasan effect on incumbent local governments' electoral support.Voters are able to use performance information to punish orreward incumbents in the elections that follow their publication,which may fill a gap in the chain of accountability betweenvoters and governments. We model the introduction of publishedComprehensive Performance Assessments of local authorities inEngland, which make summary information about performance availableto voters, as a "shock" to the relationship between voters andincumbents. Controlling for an unpublicized measure of performancechange over time, change in the local tax level, change in localeconomic conditions, and whether the local incumbent is theparty of the incumbent government at the national level, wefind negativity bias. Incumbents in local authorities in the"poor" performance category experience a substantial reductionin aggregate vote share at the election following publication,but there is no similarly sized reward for those in the highestperformance category.     

Mobilities and peace

This article considers how an increasingly visible set of mobilities has implications for how peace and conflict are imagined and responded to. We are particularly interested in how these mobilities take form in everyday actions and shape new forms of peace and challenge existing ones. The article considers fixed categories associated with orthodox peace such as the international, borders and the state that are predicated on territorialism, centralized governance, and static citizenship. The article can be read as a critique of liberal peacebuilding and a contribution to current debates on migration, space and the everyday. Through conceptual scoping we develop the notion of mobile peace to characterize the fluid ways in which is being constructed through the mobilitiy of people and ideas.     

The impact of the European Youth Guarantee on active labour market policies: A convergence analysis

The European Union’s (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007?2014 yields a mixed empirical picture. There is catching‐up convergence regarding policies’ sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. We offer an optimistic and a pessimistic interpretation of these findings.

Religious Social Identities in the Hybrid Self‐presentations of Sikh Businesspeople

This paper explores the identity work practices of Thai Sikh businesspeople. The paper focuses on two important social identities in participants’ self‐presentations – those derived from religious (Sikh) and western business discourses – and identifies powerful tensions in their hybrid identity work. Conducting discourse analysis on identity work practices within interview settings, the authors explore how participants resolve, accommodate or reject these discursive tensions while attempting stable and coherent hybrid self‐presentations. They identify several different forms of hybridity, including what they term ‘equipollence’, which occurs when two equally powerful, contradictory discourses are incorporated in self‐presentations, producing potentially irresolvable intersections and leading to a lack of coherence. Contributions are made to the literatures on religion and work, hybrid identity work processes and social identities.     

Net migration and migration effectiveness: A comparison between Australia and the United Kingdom, 1976–96

This paper explores the impact of net migration in Australia and the United Kingdom using measures of migration effectiveness computed from period-age migration data for four consecutive five-year periods. Results reported in Part 1 of this paper (Stillwellet al. 2000) suggest that while the overall effectiveness of net migration at the scale of city regions has declined over the twenty-year period in both countries, important geographical variations are evident. Part 2 considers how patterns of migration effectiveness vary by age and presents a single classification of all the city regions on the basis of age-specific effectiveness. More detailed analysis includes spatial patterns for particular age groups and net migration profiles of selected regions. Cohort effects are shown to be important for explaining changes between time periods in these regions.     

Tinder and humanitarian hook-ups: the erotics of social media racism

In March 2014, at the height of the popularity of the hook-up application Tinder, The Guardian published the “Seven Shades of Cliché” of user profiles claiming that Humanitarians of Tinder are the “creepiest ticket yet to laidsville.” Humanitarians of Tinder are Tinder users (a hook-up application) who have selected to present images of themselves in humanitarian or volunteer settings outside of the West (or Global North, developed world). With a Tumblr devoted to this subgroup of Tinder users, and mainstream media outlets including The Washington Post, The Atlantic, The Huffington Post, Yahoo News, and the feminist blog Jezebel following this story, Humanitarians of Tinder evoke dialogue about the intersections of sexiness and racialized benevolence. This article takes seriously Humanitarians of Tinder to think through the connections between social media hook-ups, racial affect, feminist studies humanitarianism, and racisms in development. It asks: why do people use humanitarian photos to generate hook-ups on social media? How does holding an African baby make someone “hot”?     

Staff Development as a School Climate Intervention to Support Transgender and Gender Nonconforming Students: An Integrated Research Partnership Model for School Counselors and Counselor Educators

ABSTRACT

This article posits that an integrative research partnership model can assist school counselors in addressing the marginalization of transgender students in schools through staff development. A methodological integration of action research and program evaluation through quantitative and qualitative data collection is explained, and a collaborative process is highlighted. A case example is provided to demonstrate the use of the design.     

Kontexteffekte in Familien – Angleichung von Paaren und intergenerationale Transmission am Beispiel Religiosität

The present contribution shows conceptual and methodological approaches for the study of social context effects within families. Family members mutually constitute the social context in which family behavior and personality development take place. Social influence in families becomes evident empirically in family members’ significant similarity concerning a wide variety of characteristics. The present study focuses on intrafamily convergence with regard to religiousness. In an empirical illustration, both (a) horizontal intracouple alignment and (b) vertical intergenerational transmission processes are examined. Besides the finding that experiences during religious socialization in the parental home have a stronger impact than partner influences in adulthood, our analyses show that social context effects are more pronounced the stronger the cohesion of the respective interaction dyad is (e.g., according to measures of relationship quality).
