The voices of adults and children with disabilities who have experienced violence and abuse are slowly beginning to surface in the public domain. Segregated residential institutions run by religious congregations appear to be dangerous places for children with disabilities and perceived differences – according to the former residents, speaking and communicating to us today as adults in Ireland. A statutory Commission to Inquire into Child Abuse in Ireland attracted important numbers of former residents – witnesses – who recounted appalling experiences of violence as children. The UN Convention on the Rights of Persons with Disabilities contains articles concerning the prevention of cruelty, sexual assault, violence and acts of humiliation that may be useful for countries like Ireland which have been unable to ratify the Convention. The protection of children with disabilities requires legal reform in Ireland, statutory licensing, monitoring and inspection of the segregated centres where children with disabilities are living.  相似文献

Background: market reforms in England have been identified as making a clear distinction between English health policy and health policy in the devolved systems in Northern Ireland, Scotland and Wales. Patient choice is a high profile policy in the English National Health Service that constitutes significant changes to the demand side of health care. It is not clear what national differences this has led to regarding implementation of policy. This article presents the findings from a large UK‐wide study on the development and implementation of policies related to patient choice of provider. The findings reported here relate specifically to the policy development and organizational implementation of choice in order to examine the impact of devolution on health care policy. Aim: this study examines patient choice of provider across all four countries of the UK to understand the effect of differences in national policies on the organization and service how choice of provider presented to patients. Methods: at the macro‐level, we interviewed policymakers and examined policy and guidance documents to analyze the provenance and determinants of national policy in each UK nation. At the Primary Care Trust or Health Board level, we interviewed a range of public and private health service providers to identify the range of referral pathways and where and when choices might be made. Finally, we interviewed ear, nose and throat, and orthopaedics patients to understand how such choices were experienced. Findings: while we found that distinct rhetorical differences were identifiable at a national policy level, these were less visible at the level of service organization and the way choices were provided to patients. Conclusion: historical similarities in both the structure and operation of health care, coupled with common operational objectives around efficient resource use and waiting times, mediate how strategic policy is implemented and experienced in the devolved nations of the UK.  相似文献

The social history of the fight against sweatshops sheds light on the current movement for corporate social responsibility. Assigning the head of a chain of subcontractors the responsibility for seeing to the well-being of those in the chain's last link is not contemporaneous with present-day globalization and North/South relations. Since the sweatshop system emerged during the 19th century, those who defend workers have pointed a finger at those who profit from exploiting labor even though they do not exercise direct coercion on workers. As this historical analysis emphasizes, the problem of poor working conditions found, in other contexts, solutions that (partially) avoided holding the principal to be liable; but what characterizes the fight against sweatshops in the context of globalization is its nearly exclusive focus on bringing pressure to bear on the principal at the head of the chain.  相似文献

This research examines how the framing of the business case for gender equality (BCGE) in the European Union (EU) translates in the Irish national context and how different actors have engaged with this framing exercise. A central concern is how gender knowledge is mobilized by different actors as they compete to shape discourse, policy and practice on gender equality. We draw upon theoretical work that has interrogated the relationship between neoliberalism, gender inequality and feminist mobilization before reviewing critical assessments of the BCGE. The primary focus of this paper, having mapped this theoretical debate, is to analyse the role different Irish actors and organizations play in reproducing key frames and to examine the ambiguous or ambivalent engagement of different interest groups with this agenda. In turn, we assess the degree to which the agenda enables or disables structural change in access to power. We explore three case studies through which the BCGE in the EU was reinforced, adapted, resisted and rejected in our discussions, and draw out the constraints, opportunities and outcomes in each. Our first case study, which sets the national context for the following case studies, reviews how the Irish state interacts with the EU to frame gender equality and how it partners with key actors (state feminism and femocrats, private actors and feminist actors) to advance the BCGE. The second case study examines the role of the leading Irish feminist civil society organization (CSO) in the Women on Boards campaign that reinforces the dominant instrumental discourse associated with EU and national framing of gender parity on boards, and the ambiguity of feminists about this campaign. The third case study examines how Irish financial elites symbolically engage with gender parity on boards while simultaneously seeking to veto the implementation of gender representation targets proposed in the EU Capital Directive. It is clear that a degree of instrumentality informs most actors’ framing of BCGE. We also find evidence of how power actors and financial elites, while rhetorically engaging in BCGE and employing it when relevant to develop reputational capital, will seek ultimately to protect the status quo rejecting the governance benefits implied in BCGE. Ultimately, our cases illustrate the potential of the BCGE to support the inclusion of women in governance structures yet demonstrate that engaging with BCGE is perilous for some.  相似文献

This study examined adult workers’ conceptions of their work with youth in a large, underserved, urban region in the northeastern United States. Drawing on qualitative interviews with 18 youth workers from various organizations, affiliated with a community coalition focused on substance abuse prevention, we explored how adults viewed their role of working with youth. We were particularly interested in whether these workers saw youth empowerment and collaboration with youth for community change as part of their role. Our data suggested that while workers in this study were very supportive of youth, the support and actions they provided were on behalf of rather than with them and that, in general, partnering with youth for community change was not a part of what they envisioned their work to be. While a few of the adults attempted to work more collaboratively with youth, they were clearly in the minority.  相似文献

In this article social movement theory is used to assess the strategic repertoire of a relatively new sector of nongovernmental organizations (NGOs) advocating for migrants rights in Ireland. Pro-migrant NGOs are majority community-led and face a challenging political and societal context for mobilization including a restrictive immigration regime, political and media discourse that racializes migrants, weak public support for the expansion of migrants’ rights, and high rates of discrimination and social exclusion experienced by migrant communities. A competitive funding environment also inhibits pro-migrant NGOs capacity to work with emerging migrant-led organizations that simultaneously compete for state and foundation funds. Pro-migrant NGOs in Ireland have responded with a three levelled strategy, namely alliance building with sympathetic public officials and service and information provision to state bodies, campaigns contesting negative media and societal framing of migrants, and networking with transnational NGO coalitions working on immigration issues.

Nonparametric predictive inference (NPI) is a statistical approach based on few assumptions about probability distributions, with inferences based on data. NPI assumes exchangeability of random quantities, both related to observed data and future observations, and uncertainty is quantified using lower and upper probabilities. In this paper, units from several groups are placed simultaneously on a lifetime experiment and times-to-failure are observed. The experiment may be ended before all units have failed. Depending on the available data and few assumptions, we present lower and upper probabilities for selecting the best group, the subset of best groups and the subset including the best group. We also compare our approach of selecting the best group with some classical precedence selection methods. Throughout, examples are provided to demonstrate our method.  相似文献

This article draws on two pieces of empirical research undertaken in England with young people in public care. The research examined young people's experiences of a range of advocacy services, and the extent to which the involvement of an advocate facilitated young people's voices being heard in decision-making. The research responded to contemporary concerns about children's participatory rights, citizenship and social inclusion, set in the context of the United Nations Convention on the Rights of the Child. This article examines the strengths and limitations of advocacy for young people in public care and compares the different types of advocacy services that are available to young people and considers the extent to which adult perceptions of childhood and youth frame the services that are offered. It provides a comparison of the outcomes for young people who have had an advocate and those who have not. The concluding discussion argues that young people in public care feel excluded and marginalised from decision-making processes, and that advocacy has a pivotal role to play in placing at centre stage the wishes and feelings of young people.  相似文献
