Children's Perceptions of Choice in Relation to their Play at Home,in the School Playground and at The Out‐of‐School Club

Choice is often presented as a defining feature of play and it has been argued that a perception of choice contributes to the developmental potential of play. This paper investigates children's self‐recorded levels of choice during play across three contexts—the home, the school playground and the out‐of‐school club. Children recorded their play activities across contexts using a structured diary technique. Findings based on 401 reported play episodes indicated that choice varied across contexts, according to the number of children involved and whether or not an adult was present. The findings are discussed in relation to theory, policy and professional practice.     

The advantages and disadvantages of the contribution base in targeting benefits: A social analysis of the insurance scheme in the United Kingdom

This article assesses the role which social insurance plays within the social security scheme in contemporary Great Britain, and presents this analysis for comparison and assessment to an international audience. The structure of the Beveridge scheme is briefly outlined and adaptations to it discussed. The scheme's failure to provide comprehensive social protection in Great Britain is then explained and the consequent drift towards social assistance is noted. A contrast is drawn between the advantages and disadvantages of insurance protection from a social policy perspective. Finally, the prospects for social insurance are briefly appraised and compared with alternative possible models for social security. From this it is concluded that, despite its past failings, even in Great Britain the prospects for social insurance protection remain strong.     

Living Stigma: The Impact of Labeling, Stereotyping, Separation, Status Loss, and Discrimination in the Lives of Individuals with Disabilities and Their Families

In this study, we examine the direct and vicarious impact of the social processes of felt and enacted stigma and their impact on the lives of individuals with disabilities and their families. Specifically, findings of interactive interviews with eight adults with disabilities and seven mothers of children with disabilities were analyzed for themes related to components of stigma described by Link and Phelan (2001) : labeling, stereotyping, separation, status loss, and discrimination within the context of power differential. Findings suggest that while these social processes can have important negative psychosocial consequences for individuals living with disabilities, the severity of the consequences varies among the components. Findings also indicate that these individuals find varied and creative ways to resist and actively counter the negative effects of stigma in their lives. Findings support the complexity of the experience of stigma and the importance of the socio/cultural context to the lived experience of disability.     

No Overall Control: Experiencing Community Development in Rural Britain

The publication is a welcome addition to the limited sourcesof literature available to community-based practitioners generallyand particularly to those working in rural areas. ‘NoOverall Control’ aims to explore the reality of communitydevelopment in rural Britain, through a series of stories thathighlight the conflicts and tensions that appear to be a featureof rural change. The book starts with an outline of the issues, policy contextand the increasing though still underdeveloped research basearound community activity and community involvement in ruralareas. It then takes a micro level     

‘Falling through the cracks’: recognising sitting disabilities

This article attempts to ‘give voice’ to those with sitting disabilities, in order to raise awareness and enable constructive dialogue amongst stakeholders. These voices were collected through interviews and conversational email correspondence, with participants recruited via support websites and hailing from across Europe, Australia and North America. Numerous themes emerged in our participants’ accounts and were largely framed around an inability to fit the deeply-rooted prevailing norms of a sitting society. Necessary shifts in relationships, an inability to travel, difficulties with retaining employment and feelings of distrust and inauthenticity in relation to official knowledges all emerged as a result of this. After an account of the participants’ stories, we offer a preliminary analysis via Nancy Fraser’s understanding of social justice, where these experiences can be understood through the categories of recognition and distribution. In doing so, we develop some recommendations for change.     

Alaskan villagers' views on problem drinking: "those who forget"

Statewide statistics suggest that problems relating to alcohol abuse represent a major public health problem for Native Alaskans but very little is known about alcohol use on a community level, due to deficient reporting mechanisms and a lack of relevant research. The research reported here was designed to begin to fill this stated need. Alcohol use patterns, the extent of drinking, and associated problems as perceived by residents of two Alaskan Eskimo villages are documented. The structure and effects of alcohol programs in the villages, which represent local attempts to manage alcohol, are also examined. The research demonstrates that it cannot be assumed that all Native Alaskan communities have the same scale of drinking and consequent problems. Differential response to alcohol programs, which have essentially the same structure, is demonstrated and related to the recent development of contrasting levels of community organization in the two villages, which share a common cultural tradition. The utility of a comparative case study approach in examining alcohol problems in Native American communities and the need for expanded research for informed alcohol program planning and implementation are emphasized.     

Parenting as Activism: Identity Alignment and Activist Persistence in the White Power Movement

This article addresses the relationship between identity and activism and discusses implications for social movement persistence. We explain how individuals negotiate opportunities as parents to align and extend an activist identity with a movement's collective expectations. Specifically, we focus on how participants in the U.S. white power movement use parenting as a key role to express commitment to the movement, develop correspondence among competing and potentially conflicting identities, and ultimately sustain their activism. We suggest that parenting may provide unique opportunities for activists in many movements to align personal, social, and collective movement identities and simultaneously affirm their identities as parents and persist as social movement activists.     

Experiences of running negotiable and non-negotiable developer contributions side-by-side

In England, Since the 1970s, a system of negotiated project-specific agreements between local planning authorities and developers/landowners has evolved into the sole mechanism by which part of land value uplift ‘released’ by the grant of planning permission is captured by government. In 2010, in an attempt to simplify and speed up the planning process – negotiated planning agreements were regarded as time-consuming and a brake on development – the Community Infrastructure Levy (CIL) was introduced. Originally intended as a simple flat rate charge to replace site-specific planning agreements, CIL now sits alongside that mechanism so that developers pay CIL to help fund infrastructure provision in the locality, whilst planning agreements help mitigate the impact of their development and provide affordable housing. The experience of running a system of negotiated planning agreements alongside a non-negotiable infrastructure levy offers an opportunity to evaluate these policy shifts in order to assess their strengths and weaknesses and whether there are any wider lessons for international discussions of best practice in land value capture. Drawing on survey findings the paper considers the implementation of CIL alongside planning agreements, the revenue and expenditure patterns, and the impact of these combined land value capture mechanisms on development activity and, in particular, on affordable housing supply.
