Up-to-dateness and accuracy of sampling statistics of the population and of the economically active population

The up-to-dateness and accuracy of the population and labor force statistics derived from the micro-census in the Federal Republic of Germany are assessed. The goals, development, and content of micro-censuses carried out between 1957 and 1982 are first reviewed. The next section deals with problems of up-to-dateness, including the speed with which results are produced and their thematic relevance. The remaining sections focus on problems of accuracy, with attention to the sampling plan, random errors, and systematic errors.     

Argentina and the brain drain: some perspectives from expatriates in the United States

This study focuses on the brain drain of health care professionals and physical scientists from Argentina, using survey data on a group of 89 immigrants who are currently US residents and listed in the current edition of AMERICAN MEN AND WOMEN OF SCIENCE. Although the loss of educated people is probably more likely if their degrees are acquired abroad, even at the doctoral level, the majority of those responding held Argentine degrees. The most important motivation was to gain professional and career advancement. Although pragmatism was associated with the decision to emigrate, the political environment was also quite important. Responses indicate that the losses of scientific personnel which have occurred in the past may be irreversible. Most of the respondents have become US citizens and now have families in that country. However, many respondents still have family, friends, or professional associations in Argentina. Some subtleties bear mention. The retreat of the generals has not removed all political factors from the problem list. Now scientific and professional activities must be de-politicized. The government must take explicit steps to ensure that academic and scientific positions are awarded on the basis of expertise. The evidence suggests that educational considerations are far less important as a causal element in the brain drain from Argentina than is the case in many Third World countries.     

THE EFFECT OF PROVIDER CONTROL OF BLUE SHIELD PLANS ON HEALTH CARE MARKETS

Blue Shield plans often are granted regulatory advantages by the states in which they operate. Run efficiently, such not-for-profit firms should use these lower costs to eliminate their less advantaged rivals, the commercial insurers. However, these higher-cost commercial providers have been able to offer insurance coverage at prices competitive with the Blues, as evidenced by the fact that Blue plans have, on average, less than 50 percent market share. Similar prices with lower overall costs implies that economic rents are being earned, rents which a not-for-profit firm cannot distribute to owners. In this paper we argue that when there are competing goals among the groups controlling the Blue Shield plans, the different possible "uses" of the regulatory advantage become endogenously determined, necessitating the use of simultaneous equation estimation. Testing this model we find the major effect of doctor-control of Blue Shield plans is to raise doctors' fees while lowering the amount of rents captured by both consumers and administrators.     

A tool for selecting residential child care workers: an initial report

What strengths and talents make an outstanding child care worker? How can these qualities be measured? How can one predict whether an individual will succeed as a child care worker? The authors attempt to answer these questions by focusing on the "life themes" of highly rated child care workers and using a technique to measure these themes.     

Relationship quality of gay men in closed or open relationships

This study compared gay men in monogamous ("closed") relationships (n = 98) and gay men in nonmonogamous ("open") relationships (n = 34). Partners in open relationships were living together significantly longer than partners in closed relationships. Partners in the two types of relationships did not differ in Psychological Adjustment. Controlling for length of time living together, partners in closed relationships reported higher Affiliation/Dependency, more Favorable Attitudes toward the Relationship, and lower Tension than partners in open relationships. Global relationship quality for both types of couples was related to many Attractions, many Barriers, and few Alternatives to the relationship; few beliefs regarding both Disagreement is Destructive and Partners Cannot Change; high Dyadic Attachment; high Shared Decision Making; and low Psychological Maladjustment. Partners in both types of relationships were more similar to each other than different from each other, especially on the variables of Relationship Quality, a belief in Partner Changeability, and Dyadic Attachment.     

A survey of the family planning work done in Dongguan County

The total fertility rate of women of childbearing age of Dongguan County in China has been decreasing gradually from 5.9 during the period following the liberation in 1949 to 2.05 in 1982. In order to encourage young couples to implement the policy of family planning consciously, the people's government of Dongguan county decided in July 1980 that all cadres and employees in county towns who received 1-child certificates would be exempted from house rent of 45 square meters from the time they get their certificates and would be allocated a living space of a 2-children family until their children reached age 16. It also stipulated that every couple could enjoy 1 month's holiday every year for 3 years and during the holiday, their salary, bonus and rate of attendance would not be affected. Because women bear less children today, they are relieved from heavy household chores and become the main working force in collective production. As a result, the development of town-run enterprises was stimulated and the total industrial output value of these enterprises increased. The average monthly salary of each female worker is about 100 yuan. In 1984, the average income per capita of the country rose to 649.2 yuan. The implementation of family planning work has eased the tension in the education field. Previously, because of the large number of school-age children in rural areas, teachers had to teach 2 classes. In the past 4 years, great emphasis was laid on intellectual investment. During this period, 2351 schools were built and several fundraising projects were implemented. Since 1981, more than 200 new running water projects were built, and new public services have been developed, including old age homes.     

Leveraging middle managers’ brokerage for corporate entrepreneurship: The role of multilevel social capital configurations

Building on recent efforts to bring a socio-political perspective to social capital research, we develop and test a multilevel framework that explains why middle managers who occupy brokerage positions differ in their ability and willingness to engage in entrepreneurial behavior. More specifically, we provide a contextualized understanding of the links among middle managers' brokerage, their political-support ties, and their personal initiative. Results derived from data on 383 middle managers and 72 top managers in 34 business units indicate that political-support ties with top managers strengthen the relationship between middle managers’ brokerage and personal initiative. However, this positive effect depends on the social capital resources available in the focal business unit. It is attenuated in business units with a supportive and trusting social context and amplified in business units with high levels of internal connectedness. By uncovering these incompatibilities and complementarities, our study demonstrates the value of accounting for different social capital configurations and the interplay of their inherent social capital resources when examining the effects of brokerage on corporate entrepreneurship.
