高校体育是学校体育教育的最高层次和最后环节,是推行全民健身,形成良好健身意识、终身健身习惯和体育能力的关键环节。高校体育教学如何全面贯彻强化学校体育改革和实施全民健身计划,是摆在我们面前的一个重要问题。将普通高校体育教育管理目标体系进行系统分析,使问题系统化、层次化,为高校体育教育管理和全民健身计划的顺利实施提供理论基础。     

中国高新技术产业税收优惠政策实证研究

税收优惠政策是各国税制中不可或缺的重要组成部分,也是政府调控经济的重要手段。中国高新技术企业的税收和费用负担水平、高新技术企业上缴的税外费用和税收的比例、高新技术企业在投产前八年的盈亏状况、现行的税收优惠政策实际功效、发展高新技术产业的税收与收费政策障碍等问题的实证研究表明,中国现行的税收优惠政策有些已不再适用,有些激励作用已明显减弱,有些已成为高新技术产业发展的障碍因素。因此,继续推进中国高新技术产业发展,必须有新的税收政策和具体的政策措施与改革思路。     

流浪青少年犯罪的社会回归浅析

流浪青少年罪犯,作为我国犯罪团体中最为特殊的群体,在我国的犯罪中所占的比例越来越高,也越来越引起全社会的关注。本文在分析流浪青少年犯罪成因的基础上,对流浪青少年的社会回归,特别是社区矫正方法做了积极的探讨。     

The Gender Dimension of Social Policy Reform in Turkey: Towards Equal Citizenship?

This article discusses the current social policy reform process in Turkey from a gender perspective. Until now, social security and labour regulations have provided women with special benefits and protections. Depending on the particular case, these gender‐specific policies can be interpreted differently – as positive discrimination, satisfying practical gender interests, or as a reinforcement of traditional gender norms and relations, stigmatizing women as a weaker, vulnerable group in need of special protection. Ongoing reform initiatives, however, neutralize most of these long‐lasting gendered policies, either by terminating rights formerly enjoyed only by women or by extending these rights to men as well. The article questions this changing nature of social policy as to whether it promises equal citizenship for women or increases their vulnerability, in the absence of former benefits and without sufficient policy measures for improved capability.     

Bounds on Parameters in Panel Dynamic Discrete Choice Models

Identification of dynamic nonlinear panel data models is an important and delicate problem in econometrics. In this paper we provide insights that shed light on the identification of parameters of some commonly used models. Using these insights, we are able to show through simple calculations that point identification often fails in these models. On the other hand, these calculations also suggest that the model restricts the parameter to lie in a region that is very small in many cases, and the failure of point identification may, therefore, be of little practical importance in those cases. Although the emphasis is on identification, our techniques are constructive in that they can easily form the basis for consistent estimates of the identified sets.     

Bounds in Competing Risks Models and the War on Cancer

In 1971, President Nixon declared war on cancer. Thirty years later, many declared this war a failure: the age‐adjusted mortality rate from cancer in 2000 was essentially the same as in the early 1970s. Meanwhile the age‐adjusted mortality rate from cardiovascular disease fell dramatically. Since the causes that underlie cancer and cardiovascular disease are likely dependent, the decline in mortality rates from cardiovascular disease may partially explain the lack of progress in cancer mortality. Because competing risks models (used to model mortality from multiple causes) are fundamentally unidentified, it is difficult to estimate cancer trends. We derive bounds for aspects of the underlying distributions without assuming that the underlying risks are independent. We then estimate changes in cancer and cardiovascular mortality since 1970. The bounds for the change in duration until death for either cause are fairly tight and suggest much larger improvements in cancer than previously estimated.

电站立式给水加热器传热强化及无铜化运行研究

针对电站立式给水加热器的传热特性和强度要求,研制并加工出小螺旋角内外螺旋翅片管（IOSF管）来强化其传热特性,基础试验表明,IOSF管的总传热系数比光滑管提高63%-95%;工业试验表明,采用IOSF管的立式高压加热器总换热系数提高43%,对钢螺旋槽管替代铜光滑管进行了实验研究,结果表明,钢质螺旋槽管给水加热器不仅能保证原有热负荷,还能提高其换热强度,实现了锅炉给水无钢化运行的要求。     

宿南地区构造控气作用

宿南地区是淮北地区重要的产煤地,亦是煤层气研究的重点区域,构造因素直接或间接控制着含煤地层形成乃至煤层气生产和聚集,由此出发,具体分析了宿南地区的断裂,褶皱构造的控气作用,指出在煤层埋深800-1200m的深度范围是煤层气勘探的有利地带。     

依法治国的基石:农村法治建设步骤与要素分析

农村法治建设的步骤和构成要素包括农村法治建设所需要的环境、组织者与领导者、构成农村法治建设主体的农民与乡村干部法律意识、对乡村行政主体的监督制约、农村法律救济制度的建立和健全等。通过对这些步骤和构成要素及其相互关系的分析探讨 ,指出农村法治建设首先需要有强有力的党的领导 ,其次要有安定的政治、社会环境 ,再次应提高村民、村干部的法律意识。
