Social service systems for vulnerable children and families in low‐ and middle‐income countries: Establishing definitions and key components

Systems strengthening in low‐ and middle‐income countries has long been a topic of concern in global health. By comparison, until very recently, little attention has been paid to the importance of strengthening social service systems to provide a holistic perspective of children's and families' multifaceted strengths and vulnerabilities. This study has reviewed existing literature on the definitions and components of social service systems and provides an analysis of data from key informants in the field of global social welfare. Based on this information, a set of key components is presented and compared, derived from the literature and expert interviews. Existing challenges for the field include establishing consensus on terminology and critical components, implementing and documenting critical components, and linking these components to client outcomes.     

Stockholm syndrome and child sexual abuse

This article, based on an analysis of unstructured interviews, identifies that the emotional bond between survivors of child sexual abuse and the people who perpetrated the abuse against them is similar to that of the powerful bi-directional relationship central to Stockholm Syndrome as described by Graham (1994). Aspects of Stockholm Syndrome could be identified in the responses of adult survivors of child sexual abuse, which appeared to impact on their ability to criminally report offenders. An emotional bond, which has enabled the sexual abuse of children, has served to protect the offender long after the abuse has ceased. The implications of Stockholm Syndrome could offer valuable insights to those working in the field of child sexual abuse.     

Parental Borrowing for Dependent Children’s Higher Education

Using the 1992–1993 Baccalaureate and Beyond Longitudinal Study, with the 1997 follow-up, the parental decision to borrow and, for borrowers, the level of borrowing for dependent children’s college education was analyzed. Parents with smaller household size and those being college graduates borrowed greater amounts. White parents borrowed greater amounts than their non-White counterparts. The age of the student, dependent students’ income and parents’ cash and savings each had a significant negative impact on the amount parents borrowed, while home equity was a significant positive factor. Greater college costs significantly increased parents’ decision to borrow, as well as the borrowed amount. Greater amounts of grants significantly reduced the amount borrowed.     

Perceptions of child sexual abuse:victim and perpetrator characteristics, treatment efficacy, and lay vs. legal opinions of abuse

Two studies examined interactions between victim age and victim response, and victim relation to perpetrator and victim response influencing perceptions of child sexual abuse (CSA). Undergraduates read one of several vignettes describing a sexual encounter between a man and a girl. In Experiment 1, age of the girl was varied; victim age interacted with victim response to increase ratings of abuse and expected trauma for the girl. In Experiment 2, age was held constant while victim relation to perpetrator was varied; men gave higher ratings of abuse than did women for scenarios involving a step father rather than a neighbor, regardless of victim response. In both studies, psychotherapy was expected to help the victim more than the perpetrator and the law was judged to be less stringent than it is regarding CSA. Results suggest that perceptions of CSA are influenced by several factors and that laws regarding CSA may not be well understood.
