Deciding Not to Un–Do the “I Do:” Therapy Experiences of Women Who Consider Divorce But Decide to Remain Married

This study explores women's experience of marital therapy while they navigated decision making around divorce. A qualitative method was used to gain a deeper understanding of the participants' therapy and relationship decision‐making experiences. How are women's decisions whether or not to exit their marriage affected by therapy? The researchers interviewed 15 women who had considered initiating divorce before they turned 40 and had attended at least five marital therapy sessions but ultimately decided not to divorce. In general, participants reported that the therapy was helpful to them, their decision‐making process and their marriages. Five main themes emerged from the interviews: Women Initiated Therapy, Therapist Was Experienced as Unbiased, Therapy was Helpful, Importance of Extra‐therapeutic Factors, and Gradual Process.     

Community Reactions to Young People Who Have Sexually Abused and Their Families: A Shotgun Blast,Not a Rifle Shot

Data on 117 young sexual abusers were examined to investigate the nature of community responses to young people's abusive behaviour. A wide range of community responses were found, with stigmatisation, social isolation and collateral damage being common. A contagion effect was noted, with community responses extending over time and across contexts. Some young offenders and their families were attacked and forced out of their homes. In some cases, community responses heightened risk factors. The policy and practice implications of the findings are discussed, including the need for caution about the inclusion of children in policies on community notification of sex offenders.     

Merger in the British Voluntary Sector: The Example of HIV/AIDS Agencies

This article explores the policy and organizational drives towards cooperation and merger within the voluntary sector. We draw together theoretical and empirical literature on the topic and identify six factors which may be hypothesized to be associated with a decision to cooperate in the voluntary sector: adverse macro-economic conditions; the search for an organizational niche; severe resource dependency; a drive for organizational growth; funders' concern about duplication of provision; and perceived crisis. We then present a case study which provides detailed data about the circumstances leading to a decision to merge by several independent voluntary agencies working in the HIV/AIDS field. We analyse the multiplicity of factors which drove the agencies and the complex interrelationships between those factors. Policy pressures, pragmatism and the personal values of key managers are found to be particularly important. Finally, we consider the implications of our study for policy analysis and future research.     

Contingent on Context? Social Work and the State in Australia, Britain, and the USA

Examining the political andsocial contexts of three countries with liberal democratic governments—Australia,Britain and the United States—the role of social workwithin the welfare processes of each country is compared. Whilesocial work as an identifiable professional activity sharessome features, it is argued that the idea of its having a coreessence needs to be tempered with a realistic assessment ofthe importance of contextually created difference. Recent andrapid developments in the institutional context, such as thoseexperienced in these three countries, further underscore thelimited utility of the notion of a common professional project.     

Examining reports and policies on cognitive enhancement: approaches, rationale, and recommendations

The phenomenon of cognitive enhancement is attracting attention in bioethics literature and beyond, in public policy. In response, three bodies--the British Medical Association (BMA); the Commission de l'éthique de la Science et de la technologie (CEST) du Québec; the American Academy of Neurology (AAN)--have produced reports and guidance on this topic. To gain insights into different public policy approaches, rationales, and recommendations on the topic, we analyzed these reports in depth. We found convergence on the definition (with the exception of the CEST) of cognitive enhancement. However, we noted a lack of critical reflection with respect to the underlying rationale for developing these reports, i.e., that cognitive enhancement practices are rampant and represent major social changes. As it currently stands, cognitive enhancement is constituted in a way that challenges the creation of coherent and effective policy recommendations. However, policy makers should not simply wait for definitional consensus and hope that on balance the benefits turn out to be greater than the risks. Some components of cognitive enhancement could be reduced down to clearly identified policy targets to be further examined. Then, if appropriate, policy should be created that is, amongst other criteria, beneficial to the majority of the population.     

Sources of growth and cyclical stability for Nevada counties: Transfer payments and property income

The growing relative number, the improved economic well-being, and the migration of elderly retirees is not only reshaping the social and economic structure of many areas, it is also modifying both long-term and short-run patterns of economic growth. Transfer payments and property incomes, two of the most important source of elderly income, have been among the leading sources of national income growth over the past several decades. Unlike most labor-related industry sources of earnings, the level of transfer payments and property incomes received by the residents of the region is not directly dependent upon local economic activity. Consequently, as transfer payments and property incomes of elderly retirees become increasingly important sources of income and purchasing power within a region, they also can alter regional short-run cyclical patterns of income growth. This article examines the pattern of growth of transfer payments and property incomes in the context of national economic cycles, and explores the implication of those findings on metropolitan and nonmetropolitan Nevada economies.

How Similar Are Cohabitation and Marriage? Legal Approaches to Cohabitation across Western Europe

Although cohabitation and childbearing within cohabitation have increased in Europe over recent decades, the variation across Europe remains remarkably wide. Most studies on union formation have not explicitly addressed the role of state policies in the development of cohabitation or discussed how countries have responded to changes in union formation by passing legislation. Here we discuss historical and theoretical issues relevant to the relationship between state policies and union formation and describe policies relating to cohabitation and marriage in nine Western European countries. Drawing on secondary sources and legal documents, we examine the quantity of regulations that mention cohabitation and the approach to cohabitation in 19 policy dimensions. We then place the countries along a continuum, from those that have equalized cohabitation and marriage to those that only regulate marriage. As a whole, this overview raises questions about the changing institution of marriage, as well as the increasing institutionalization of cohabitation.
