Abstract

Late winter and early spring of 2009 was a busy conference time for librarians. Some of the conferences held during that time are reported herein: the American Library Association Midwinter Conference, January 23–28; Electronic Resources and Libraries (E&;RL), February 9–12; the North Carolina Serials Conference, March 27; the New England Technical Services Librarians' (NETSL) Spring Conference, April 17; and the Technical, Electronic and Digital Services Interest Group (TEDSIG) Spring Meeting, April 24.

Abstract

Reports on the Ohio Valley Group of Technical Services Librarians (OVGTSL) Annual Conference, the April 2004 New England Technical Services Librarians (NETSL) Conference, the 2004 Acquisitions Institute at Timberline Lodge, and the 2004 Conference of the North American Serials Interest Group (NASIG).

Reports are from four conferences held in various parts of the United States and cover a wide range of topics. The Ohio Valley Group of Technical Services Librarians program emphasized the relationship between technical and public services. Education, both formal and continuing, was the theme for the New England Technical Services Librarians. Timberline Lodge hosted another Acquisitions Institute featuring sessions on new discoveries. The report on the 2004 North American Serials Group Annual Conference allows Conference Student Grant Award winner Chris Brady to include some personal reflections along with summaries of the sessions he attended.     

A new rank test for the K-Sample problem

The treatment sum of squares in the one-way analysis of variance can be expressed in two different ways: as a sum of comparisons between each treatment and the remaining treatments combined, or as a sum of comparisons between the treatments two at a time. When comparisons between treatments are made with the Wilcoxon rank sum statistic, these two expressions lead to two different tests; namely, that of Kruskal and Wallis and one which is essentially the same as that proposed by Crouse (1961,1966). The latter statistic is known to be asymptotically distributed as a chi-squared variable when the numbers of replicates are large. Here it is shown to be asymptotically normal when the replicates are few but the number of treatments is large. For all combinations of numbers of replicates and treatments its empirical distribution is well approximated by a beta distribution     

Confidence intervals for secondary parameters following a sequential test

In sequential studies, formal interim analyses are usually restricted to a consideration of a single null hypothesis concerning a single parameter of interest. Valid frequentist methods of hypothesis testing and of point and interval estimation for the primary parameter have already been devised for use at the end of such a study. However, the completed data set may warrant a more detailed analysis, involving the estimation of parameters corresponding to effects that were not used to determine when to stop, and yet correlated with those that were. This paper describes methods for setting confidence intervals for secondary parameters in a way which provides the correct coverage probability in repeated frequentist realizations of the sequential design used. The method assumes that information accumulates on the primary and secondary parameters at proportional rates. This requirement will be valid in many potential applications, but only in limited situations in survival analysis.     

Birthfamilies as permanency resources for children in long-term foster care

Provisions of the Adoption and Safe Families Act of 1997 mandated shorter time frames for making permanency decisions and facilitating adoption. Yet for many children, foster care continued to be a significant portion of their life experiences. This project explored the potential permanency option of birthfamilies and extended kin for children who languished in foster care while being free for adoption. Eighteen children achieved permanent placement with their birthfamilies. In addition, staff found that although many families could not provide permanent placements, they could offer appropriate relationships with the children. This project team recommends viewing family relationships as an integral component where placement is one option on a continuum that includes letters, phone calls, and visits.
