Social decisions about risk and risk-taking

There has been very little contact between risk studies and more general studies of social decision processes. It is argued that as a consequence of this, an oversimplified picture of social decision processes prevails in studies of risk. Tools from decision theory, welfare economics, and moral theory can be used to analyze the intricate inter-individual relationships that need to be treated in an adequate account of social decision-making about risk. However, this is not a matter of simple or straightforward application of existing theory. It is a challenging area for new theoretical developments.     

Unemployed by choice: young creative people and the balancing of responsibilities through strategic self-management

The Danish welfare system inadvertently provides a good opportunity for young creative people to pursue their dreams in creative fields such as art, acting, music while being on unemployment benefits. As Michael, one of the participants, puts it: ‘I consider unemployment benefit entrepreneurial support’. The subversive practice is illegal. This qualitative study investigates how young unemployed people who choose to be unemployed in order to engage in innovative projects in creative fields understand and justify their practice. Analysis of in-depth interviews with six young unemployed persons shows how the understanding and management of responsibility is pivotal in the self-understanding and legitimization of receiving unemployment benefits by choice, not out of need. This creative group reflects the contours of a new type of unemployed that has received very little attention in the research literature. The group challenges the traditional representation of the unemployed and portrays themselves as innovative, competent and able to cope with financial insecurity even though it is psychologically distressing and a risky path to go down. We characterize them as strategic self-managing as they use educational systems and unemployment benefit systems for something entirely different from what they are intended – they use it to create their own artistic life courses. This study tentatively points to a categorization distinguishing between personal, social and societal responsibility by which we can improve our understanding of responsibility in neoliberal contexts.     

Critical Effects and Exposure Limits

The use of critical effects in the determination of occupational exposure limits (OELs) in Sweden is subjected to a statistical study. Many of the present OELs are high in relation to known noeffect levels and effect levels, and the degree of protection has a surprisingly weak correlation with the seriousness of the adverse effect. Several proposals for improved procedures are put forward. One of these is to supplement the concept of critical effects with that of dominant effects. A dominant effect of a substance is a health effect that is at some concentration the most serious health effect.     

Dimensions of Risk

Eight major factors of risk comparisons are presented, and the conventional reduction of the risk concept to a unidimensional format is challenged. The similarities between risk issues and other issues of the social decision process are stressed. It is concluded that risk decisions are part of the general political process, and cannot be isolated from this. Expert assessments should be presented in a way that reflects the complexity of the subject matter, instead of repressing it.
