It is contended that social welfare legislation is principally concerned with the allocation of resources of income, wealth, position and power. Australian legislation providing welfare services and benefits for children is assessed from this perspective. It is argued that the present legislation providing income support payments for young people accords excessive weight to the promotion of economic interests of the community such as the work ethic and fails to address the social and human needs of that population. It is also contended that the structure of the child welfare services legislation is overly concerned to cater to conservative forces in society who favour social control measures designed to protect their values and interests and who resist efforts to provide a network of non-coercive preventive services. Both areas of the law are criticized on the basis that they place excessive reliance on the notion that the family unit is capable of carrying the major responsibility for income support and service provision. 相似文献

Expansion of temporary worker programs has figured prominently in recent proposals to reform United States immigration policy. The Florida sugar cane industry has been using foreign workers from the English-speaking Caribbean since 1943. The 8000 to 9000 workers annually admitted under section H-2 of the 1952 Immigration and Nationality Act to cut cane constitute the largest legal nonimmigrant labor force in the United States. Examination of the Florida H-2 program reveals that existing temporary worker policy is ambiguous, if not contradictory, on the issues of the displacement of domestic workers; the characteristics and value of H-2 workers; their impact on local communities in the United States; and the effects of seasonal labor migration on the migrant and his country. Suggestions for improving policy include strengthening of statutory guidelines and administrative agencies, adoption of a more market-sensitive adverse effect wage rate, making farm labor more attractive to American workers, removing distinctions between foreign and domestic workers, and measures to improve the lot of the migrant and his home society.This article is drawn from a study funded by a grant from the National Institute for Child Health and Human Development (R01-HD-14277-01). This study on the learning of sociolinguistic variants by 41 adolescents from a French immersion program in Toronto, Canada, synthesizes the findings of our research on this topic. This article provides answers to the following questions. First, do the immersion students use the same range of sociolinguistic variants as do speakers of Quebec French, who are used in our research as a first language (L1) benchmark? Second, do they use variants with the same discursive frequency as do L1 speakers? Third, is their use of variants correlated with the same linguistic constraints observable in L1 speech? Finally, what are the independent variables influencing their learning of variants, for example: treatment of variants by immersion teachers and authors of French language arts materials used in immersion programs; interactions with L1 speakers; influence of the students' L1(s); influence of intra‐systemic factors – markedness of variants; and influence of the students' social characteristics – social standing, sex? 相似文献

Attrition presents a challenge for research, especially when it affects groups differentially. The present study used the strategy proposed by Cook and Campbell (1979) to investigate attrition in a community-based literacy program. The relationship of attrition to person-centered and program-centered variables, and the interactions between person-centered and program-centered variables were examined in 287 Head Start families. Thus, data from this program were used to illustrate methods for examining attrition and determine its effects. This examination revealed differences among the intervention groups in the pattern of attrition. There were interactions between intervention program-centered characteristics and person-centered characteristics of the participants that could affect the validity of the study and limit the generalizability of the results. Suggestions for dealing with these problems and preventing attrition are discussed. 相似文献

Functional flexibility has been advocated as a mechanism for improving efficiency and service quality and is, it is argued, especially appropriate to service environments. In recent years the UK public health service has been subject to an ongoing programme of reform, designed to modernize the way in which health services are provided. A central feature of the reform involves breaking down traditional boundaries and the re‐organization of work roles. This article is concerned with examining the implementation of functional flexibility in three health‐care settings. Case‐study data are presented, focusing on the responses of employees and managers to initiatives to work more flexibly. For managers the implementation achieved efficiency gains and improvements to service quality, in spite of some resistance from employees. For employees the outcomes were more mixed. There was evidence of ‘humanization’ through greater job variety, challenge and access to training, but there were also costs in terms of intensification, role confusion and stress. The implications of these findings both for understanding the issues raised by the use of functional flexibility and for the implementation of policies in the NHS involving job redesign are discussed. 相似文献

Overrepresentation of certain racial/ethnic groups in the foster care system is one of the most troubling and challenging issues in child welfare today. In response, many states have started reporting outcomes by race and ethnicity to identify disproportionately high rates of system contact. The identification of disproportional representation is the first step in developing targeted strategies to address disproportionality--highlighting where resources should be directed and guiding future research. However, present and future efforts to address disproportionality must be accompanied by statistically sound and meaningful methods of measurement.
