In recent years there has been increased interest in outcome‐based social policy‐making and management. The UK has been in the forefront of this movement but similar movements have been identified internationally. This interest in outcome‐based decision‐making has been given particular impetus through the ‘results’‐based movement in evaluation and performance management since the 1980s, which has increased in scope over time, slowly changing its emphasis from cost reduction and measuring outputs to measuring outcomes. This change has been widely welcomed by policymakers, practitioners and academics. However, there is evidence that the reality is often rather less than the rhetoric. Moreover, the ‘attribution problem’ of attributing changes in outcomes to specific social policies has remained a major issue. The conceptual solution of constructing ‘cause‐and‐effect’ models, imported from the policy evaluation field, has only recently become common for operationalising these models. This article outlines the evolution of interest in outcome‐based social policy‐making up to recent times and the growing realization of the importance of the attribution problem. It then outlines both how the ‘cause‐and‐effect’ policy modelling approach can partially tackle the attribution problem, but also its inherent limitations. Lastly, the article uses several case studies in current UK social policy‐making to demonstrate the potential importance of the reasoning embedded within cause‐and‐effect models but also the dangers in policy‐making which adopts this approach without understanding its conceptual basis or in fields where it is inappropriate, given the current state of our knowledge of social policy systems. 相似文献

The Australian farmer faces important and interconnected management challenges on both the economic and ecological fronts. To confront these challenges effectively, farmers would be well advised to constitute themselves as a professional body along the lines of the Bar Association. Making farming a professional activity in this sense would provide a number of important benefits and advantages. It would facilitate the provision and delivery of the needed educational resources for economic and ecological land management, and help farmers avoid the pressures of heavy‐handed government centralism. At the same time, such professionalism would encourage more efficient use of sector resources by minimising the need for direct political lobbying and intra‐farm group competition for membership. As a professional body, farmers could hope for increased public standing and the economic clout that would come from having control over the supply of skilled land managers. 相似文献

This article describes a group‐based intervention for adolescents specifically designed to improve motivation to change sexually abusive behaviour. The intervention is intended to be used as a single module within a comprehensive treatment programme based on cognitive behavioural and relapse prevention principles. It utilizes the Prochaska and DiClemente ( 1983 , 1986 ) model of the stages of change and Morrison's ( 1998 ) seven steps in contemplating change. We have combined these two models to produce ‘11 Steps of Motivation and Action in Changing Sexually Abusive Behaviour’. These 11 steps form the foundation of the intervention. In this paper we describe how we use the 11 steps, with accompanying illustrative vignettes and question cards describing juvenile sexual abusers at various points along the continuum of change, in order to promote the acceptance of responsibility for abusive behaviour and the development of skills to prevent reoffending. Examples of the vignettes are provided, along with a discussion of how they can be used to motivate change, develop healthy group norms in treatment and set individual goals for clients. Finally, we highlight the possibility of future applications of this intervention with male adult abusers, adolescent and adult female abusers, parents groups, significant other groups, individual clients and children with sexually aggressive behaviour. In 2007–2008 the Council of Australian Governments agreed to six ambitious targets for addressing longstanding disparities between Indigenous and other Australians in health, education and employment outcomes. The ‘National Integrated Strategy for Closing the Gap on Indigenous Disadvantage’ (colloquially ‘Closing the Gap’) includes the goal of eliminating life expectancy gaps within a generation. This policy says nothing about what changes in the demographic structure of the population might be expected should there be even partial success towards this ambitious target. Information is required to analyse age and sex shifts for their effects on service demand and provision. In this study we apply cohort component projections modelling to the Northern Territory, the Australian jurisdiction with the largest Indigenous component in its population and the largest life expectancy gaps, to assess the demographic effects of closing the gap within a generation. Three scenarios are modelled: (1) No changes to Indigenous life expectancies from those estimated in 2010; (2) Complete success in closing the gap within a generation; and (3) A continuation of current forecasts about how Indigenous life expectancies will change into the future. Although closing the gap would only produce a small increase in the size of the next generation’s Indigenous population, over and above that projected with lower life expectancy scenarios, it would result in substantial changes in age compositions, with associated shifts in various demographic indices. There are continuing claims that in our society death is a taboo subject, and that bereaved people have lost touch with mourning rituals. This view seems to be challenged by the extensive mourning rituals on Merseyside in the fortnight in April 1989 following the Hillsborough tragedy, and by the simultaneous media debates about what would constitute appropriate mourning. The article analyses both the media debates and the rituals in order to ascertain whether these contradict the ‘taboo’ thesis, or whether they were unique to Merseyside and/or to a particular disaster. 相似文献
