An estimate is made of the impact of residence laws and unionization on compensation (wages plus major fringe benefits) as well as on employment of municipal firefighters. In addition, hypotheses about the manner in which residence laws exert these effects are econometrically tested using data obtained by surveying the mayors of 560 municipalities. The standard view — that is, that residence laws restrict labor supply — is not supported by the empirical evidence. Rather, the data are consistent with the hypothesis that residence laws affect compensation by altering the bargaining environment; for example, effects of unions are weaker when there are residence laws. U.S. communities are becoming increasingly automobile dependent, with car use embedded in U.S. policies, practices, and preferences. To encourage transit use, transit systems too will require supporting policies, practices, and preferences. Light rail is currently enjoying some supportive policies, but research is just beginning to explore how psychological experiences might help support a switch to rail use.
We propose a transactional approach to behavior change in which societal, physical environmental, and inter- and intrapersonal factors combine to support a new behavior. We illustrate this perspective at a university host site for the 2002 Olympics, where temporary parking shortages, the opening of a new light-rail transit line, and an outreach program enhanced the attractiveness of transit. Transit use was maintained by psychological satisfactions such as enjoyment of productive and pleasant activities during the ride, positive evaluations of the service qualities of light rail, and the view that light rail enhanced city livability. Results support the transactional approach and suggest directions for actions in transit promotion, environmentalism, and urban design.  相似文献

Abstract

Developing new scholarship on women is a recognized need in social work education. It can be furthered by applying a “gender lens” to the knowledge of the relationship between women and the welfare state. Reflecting historical concerns about providing public aid to the able-bodied male pauper and the impact of relief on the work ethic, social welfare literature has focused on male recipients while generalizing its findings to women. As a result, the story of the female pauper remains largely untold. This paper suggests that the relationship between women and the welfare state is shaped by a “family ethic” that in many ways parallels the work ethic known to shape the relationship between the welfare state and men. The family ethic is defined and applied to major income maintenance programs: public aid and social security. This article suggests foci for change.  相似文献

When setting up a computer experiment, it has become a standard practice to select the inputs spread out uniformly across the available space. These so-called space-filling designs are now ubiquitous in corresponding publications and conferences. The statistical folklore is that such designs have superior properties when it comes to prediction and estimation of emulator functions. In this paper we want to review the circumstances under which this superiority holds, provide some new arguments and clarify the motives to go beyond space-filling. An overview over the state of the art of space-filling is introducing and complementing these results.  相似文献

The integration of rural migrants into China’s urban society has drawn extensive attention in recent years. There are, however, a growing number of new-generation migrants whose prospects of integration cannot be gleaned from the experience of their predecessors—the old-generation migrants. The reconstruction of migrant network is a lens through which one can examine the extent and pattern of their integration. In this paper, using quantitative data derived from a survey of eight urbanized villages in Guangzhou, we examine the socio-spatial pattern of migrant networks and the role of receiving neighborhoods in social interactions, with a focus on inter-generational differences. The findings show that new-generation migrants are more likely to draw on cross-class, non-kin, and non-territorial networks when seeking social support, but that hometown-based bonds and the urbanite-migrant divisions remain central to their social networks. For the role of receiving neighborhoods, although new-generation migrants have weak neighborly interactions, they construct numerous colleagues and friendship ties that transcend the boundaries of neighborhoods. Moreover, educational attainment, income level, and occupation structure are important determinants of the nature of new-generation migrant networks. The results suggest that generational factors should be highly considered when studying the integration of migrants into Chinese urban society. Accordingly, the integration of migrants into the urban society will be a conflictual and contradictory process.  相似文献
