There have been massive increases over the years in expenditure on the public services loosely grouped together as the “welfare state”, but widespread dissatisfaction persists. This article is a critique of the proposals for reform presented in the Report of the Commission on Social Justice, set up by the late John Smith. The report contains a sweeping condemnation of existing arrangements and puts forward a series of recommendations ranging from the health service to decentralization in government and from employment policy to benefits for the elderly. As was perhaps inevitable, some are more precisely presented than others. An important example of the more fully specified proposals is one to establish what would, in effect, be a means-tested “pension guarantee”but with “means”so defined as to exclude capital and with much improved “disregards”. Another is the endorsement of the proposals to extend social insurance to part-time workers—a proposal which raises some controversial issues. There is much in this report that deserves close attention, and it is, therefore, all the more unfortunate that its proposals are not presented in the form of a quantified plan for social policy. Even for the first five years or so of the fifteen the Commission has in mind, there is no attempt at quantification. The importance of economic growth is rightly stressed, but “faster growth”can become a panacea that obscures the need for choice, not only between private and public expenditure but also between the various components of public policy itself.  相似文献

The purpose of this study was to assess awareness and use of a university recreational trail. The authors used an Internet questionnaire developed by the university's Institutional Research Department, with questions derived from the Environmental Supports for Physical Activity Questionnaire and the National College Health Risk Behavior Survey Physical Activity Module. Four hundred and sixty-seven undergraduate college students participated. Ninety-one percent of students reported being aware of the trail, and 73% reported using the trail. Sixty-four percent of students reported seeing signage referring to the recreational trail. Sixty-seven percent of the students reported using the trail once in the past week, 7% reported using the trail twice in the past week, and only 2% of the students reported using the trail more than 3 times in the past week. Sixty-two percent reported using the trail with another individual. Students who were aware of the trail were more likely to use the trail. However, of the individuals who used the trail, the majority only used the trail 1 day a week. University programming is needed to increase trail usage among college students.  相似文献

The present study was designed to develop an innovative motivational intervention (based on Self-Determination Theory and Social Cognitive Theory) to increase physical activity (PA) in underserved adolescents. Sixty-four adolescents (35 females, 29 males; 50% minority; 65% on reduced lunch program; ages 11-13 yr) participated in either an 8-week motivational intervention after-school (n = 32) or a typical after-school program (n = 32). The conceptual framework for the intervention targeted the social environment (perceived autonomy, perceived social support, participation, fun), cognitive mediators (perceived choice, self-efficacy, and relatedness/belongingness), and motivational orientation (intrinsic motivation, commitment, positive self-concept). Formative evaluation data was collected by staff through daily forms throughout the 8-week program and through observational data completed by independent objective observers during 2 weeks of the program. The major themes that were identified addressed theoretical concepts regarding the intervention and logistical issues in delivering the intervention. The data revealed information regarding the importance of the cognitive appropriateness of the PA and motivational activities, the environmental climate for promoting nurturing relationships, developing specific strategies for increasing intrinsic rather than extrinsic reinforcement, and developing methods for preventing social "cliques" and gender conflicts to maintain an appropriate level of support in the social climate. Themes for training staff included focusing on team building, leadership, and nurturing. This formative evaluation is being used to formalize a randomized trial to test the effects of a student-centered motivational intervention on increasing PA in underserved 6th graders.  相似文献

The file management requirements of a particular management information system, that used for intelligence operations, are examined and a data storage and retrieval system developed that can be either manual or computer based. Scoring models are used to quantify the value of information. Values are adjusted dynamically so that decisions can be made on which items to add and which existing items to delete. The objective of this research is to test the theory and causal performance linkages implied by the Malcolm Baldrige National Quality Award (MBNQA). The survey instrument used a comprehensive set of 101 questions that were directly tied to specific criteria in the 1995 MBNQA Criteria. Results reported here represent the first published article that tests the MBNQA performance relationships and causal model using comprehensive measurement and structural models. In general, our research concludes that (1) The underlying theory of the MBNQA is supported that “leadership drives the system that causes results”; (2) Leadership is the most important driver of system performance; (3) Leadership has no direct effect on Financial Results but must influence overall performance “through the system”; (4) Information and Analysis is statistically the second most important Baldrige category; (5) the Baldrige category, Process Management, is twice as important when predicting customer satisfaction as when predicting financial results; and (6) a modified “within system” set of five Baldrige causal relationships is a good predictor of organizational performance.  相似文献

A sufficient body of research across disciplines (Sociology, Political Science, Public Administration) now exists to address the evolving dynamics of public sector African American/White socio-economic inequality across the post-1965 civil rights era. This review synthesizes this research, bringing together an unprecedented amount of evidence to support two primary points: (1) Public sector inequality has been fluid, that is, it has been characterized by varying levels of African American disadvantage. Though African American disadvantage has progressively increased in the post-1990 period, for now it retains its occupational niche status, and (2) The underpinnings of this fluidity of African American/White inequality are to a considerable degree a product of historically specific responses to inequality dynamics in the private sector that I classify as either compensatory or emulative. I discuss the importance of focusing on inter-sectoral connections in understanding evolving racial inequality in the public sector and conclude by offering directions for future research.  相似文献

Property damage from wildfires occurs from spread into built-up areas, the wildland–urban interface. Fire spread occurs as embers from one burning structure ignite neighboring ones—but mitigation reduces the chances that fire spreads. In this study, we use a simulation model with realistic parameters for a neighborhood in California to illustrate patterns of marginal benefit from mitigation. We extend existing models of fire spread in two novel ways. We show how to describe the no-regulation equilibrium and social optimal levels of mitigation by incorporating data on a key factor, the distribution of house values in the community. We incorporate insurance in the model and show that it improves homeowner decision-making and insurance premium regulation. The fire spread simulations show that under plausible parameter values, there is a pattern in which mitigation's marginal benefit is low at low levels of community mitigation, rises to a maximum, and then falls quickly to a low level. We argue that the maximum marginal benefit is a guide to achieving optimal mitigation in a community. Owner mitigation decisions will depend on the distribution of house values in the neighborhood and other factors. In an illustration, we use the distribution of house values in a California community to illustrate the mitigation owners will choose under independent (Nash) investment decisions, and the efficiency-improving actions involving regulations or insurance premium subsidies that can lead to the social optimum.  相似文献
