Development of head masters by group coaching In discussion on school development, a central role is attributed to the head masters. Beside these expectations concerning an innovative activity, the head masters act for the maintaining of the everyday school functioning in the context of very different and partly conflicting expectations. Coaching may give a support by refering immediately to the everyday work of the head masters. Four years after its inception, Workcare, the Victorian Government's new workers' compensation scheme, has failed to live up to its promise. Recent reforms have concentrated on identifying groups responsible for the ‘rorts’ and cost ‘blowouts’ of the scheme. It is argued that although this sort of intervention might make economic sense, it continues a tradition of scapegoating individual workers rather than trying to analyse the complex workings of such schemes. Several of the assumptions underlying Workcare (and similar systems) are discussed in order to demonstrate the potential for failure in any benefits delivery system based on status rather than need.  相似文献

The paper examines one of the major metalinguistic debates in post‐war Germany: the debate about the influence of English on German, an issue which was raised in the 1990s in the German media and has dominated media discussions on language ever since. The analysis demonstrates that the debate is deeply embedded in current socio‐political discourses as well as in long‐term discursive traditions concerning, on the one hand, the socio‐political changes following German reunification in 1989/90, which involved a revision of the concepts of nation and nationalism, and, on the other, the genesis of the concept of nation, which is closely bound up with the history of the educated bourgeoisie and the process of standardisation as well as linguistic purism. It is argued that the debate on Anglicisms, as is the case in many other metalinguistic debates, cannot be regarded in isolation from the socio‐political environment and the context of historical usage within which it is embedded.  相似文献

Traditionnellement, la littérature sur le développement consacrée aux marchés du travail d'Amérique latine s'est concentrée sur le nombre d'emplois et la productivité. Mais, étant donné la persistance d'une forte proportion d'emplois informels ou précaires, pour que l'analyse ait du sens, il faut aussi considérer des implications du statut professionnel sur la qualité de l'emploi. Partant d'observations faites ces dernières décennies, les auteurs concluent que la plupart des aspects de cette qualité – protection sociale comprise – dépendent de la signature d'un contrat écrit. Ce constat les conduit à formuler quelques suggestions pour stabiliser l'emploi formel et assurer un financement suffisant de la protection sociale.  相似文献

Historically, the development literature concerned with Latin American labour markets has focused on job numbers and productivity. But given the persistence of large shares of informal and now otherwise precarious employment, the authors argue that meaningful analysis also requires consideration of the implications of occupational status for the quality of employment. Based on empirical evidence from recent decades, they conclude that most dimensions of this concept – including social protection – depend on the conclusion of a written contract of employment. This finding leads them to outline policy options for stabilizing formal employment and securing adequate funding for social protection.  相似文献

It is a common feature of Australian, British and German social security law to exclude atypical work from many normal standards of protection. Social insurance and occupational welfare law still concentrate on the standard employment relationship, as they use length and continuity of employment as the major criteria for distributing benefits, and means-tested systems put those who depend on different sources of income, as most atypical workers do, at a disadvantage. However, equal treatment and even promotion are granted to one type of atypical work: the combination of domestic and atypical labour market work. Examples are the law of unemployment insurance in Great Britain and Germany, the family components within the social insurance schemes, the special British and Australian means-tested benefits for the working poor family, and parental leave legislation in Germany.  相似文献
