Laying or delaying the groundwork? A critical framing analysis of Australia’s National Disability Strategy from an implementation planning perspective

National disability strategy implementation is challenging. Competing needs and interests of government and different stakeholders mean that implementation is rarely straightforward. This study undertakes a critical framing analysis of publically available responses to the draft implementation plan for Australia’s National Disability Strategy (2010–2014) provided by five peak disability organisations. We seek to understand the frames that peak bodies advocate in order to further the interests of people experiencing disability while mapping these against the broader Australian disability policy context and good policy practice more generally. Our research reveals that the peak bodies promote frames which focus on consistency, responsibility, resourcing, inclusivity, co-production, innovation, leadership, accountability and language. In relation to these frames, the final government implementation plan demonstrates a shift in which process-related frames of resourcing and innovation are incorporated into the plan while the other predominantly actor-oriented frames are excluded and thus represented as natural and incontestable.     

Effects of Brief Messages About Antiretroviral Therapy and Condom Use Benefits Among Black and Latino MSM in Three U.S. Cities

This pilot study examined effects of HIV prevention messages about self and partner benefits of antiretroviral therapy (ART) and condom effectiveness on increased intentions for behavior change. Data were from Messages4Men, a study examining prevention messages among 320 HIV-positive and 605 HIV-negative Black and Latino MSM. Men completed a computer-based assessment after message exposure, and multivariable models controlled for risky sex and demographics. A majority of HIV-positive men reported increased intentions for ART use; 22% reported partner benefit information was new. HIV-positive men with a detectable viral load had significantly greater adjusted odds of reporting intentions for ART use. Over half of HIV-negative MSM reported ART benefit information was new, and 88% reported increased intentions to discuss ART use with infected partners. Black MSM anticipated they would increase condom use in response to the self and partner benefit messages. Tailored messages on benefits of ART are needed for MSM.

“Falling into a Place”: Reading for Renewal as Queer Pedagogy

This essay explores reading for renewal as queer pedagogy. Within the context of lesbian and gay literature courses, professors can teach students and themselves how to pull stories—beautiful, celebratory stories—out of the bits and pieces of stones of self-hatred and of suffering. If readers of gay and lesbian texts are to resist homophobic discourse, then they must not only train themselves to recognize signs of queerness within even the most oppressive of narratives, but also seek out those texts whose discussions of narrative theory and identity politics promote queer visibility. Reading for renewal—that is, locating a place of transformative possibility either within the text or within the experience of reading the text within the classroom—is, the author argues, integral to practicing a queer pedagogy.     

Professor Petcock, or How the Academy Turns on Queer Studies

As an intellectually out lesbian faculty member, the author is keenly aware of her ornamental function vis-a-vis lesbian/gay and straight colleagues alike. Academically cast as a kind of regulating valve, she, through her work in gay and lesbian literature, ostensibly opens up the possibilities for diesel research throughout the university. Yet, her status as Professor Petcock—the dyke with intellectual and other equipment—belies institutional willingness to allow queer research, together with opportunities for political and social change within the university, to evaporate, evanesce.     

Nordic cultural studies — An introduction

ABSTRACT

Histories of representation of Blackness are quite distinct in Australia and in America. Indigenous Australian identities have been consistently ‘fatal’, in Baudrillard's use of that term. So, while Black American representation includes intensely banal images of middle-class, materialistic individuals, such histories are largely absent in the Australian context. This implies that the few such representations which do occur — and particularly those of everyday game shows such as Sale of the Century and Family Feud — are particularly important for presenting a trivial, unexciting version of Aboriginality. This also clarifies the distinction between American and Australian versions of Blackness, and suggests that the latter set of representations might be more usefully viewed in relation to Native American rather than Black American images. The status of indigeneity might prove to be more relevant to Australian Aboriginal representation than the previously favoured identity of skin colour (Blackness).
