Objective . Many researchers have cited the importance of institutional legacies to explain why legislators resist transferring tasks from one agency to another but leave undefined exactly what constitutes these legacies. This analysis concretely defines institutional legacies as organized interests who shape the range of options available for programmatic implementation. Methods . Using a pooled, time-series ordered probit model for the U.S. states from 1988 to 1995, this article focuses on the transition from court-based systems to administrative agencies in making paternity determinations. Results . Lawmakers are less likely to move to administrative systems in states where there are family courts, elected judges, and a large number of lawyers organized into the American Bar Association. The presence of women legislators, however, can mitigate these legacy effects and move the process of innovation onward. Conclusions . Institutional legacies are best conceptualized as strong, organized interests who resist relinquishing any part of their authority, even when confronted with more effective ways of achieving policy goals.  相似文献

Research using retrospective or cross‐sectional data suggests that suicidal ideation rates peak during mid‐adolescence. This study used a longitudinal, community sample of adolescents who reported suicidal ideation repeatedly over 7 years to examine suicidal ideation trends. We hypothesized that a mid‐adolescence peak in ideation is limited to adolescents exposed to friends' or family members' suicidality. Ideation trends were compared across groups exposed and not exposed to others' suicidality and statistically assessed using growth curve analyses. Overall, ideation rates peaked at age 15 years. Group comparisons revealed that the peak was limited to adolescents whose parents reported suicidality.  相似文献

This article sets out results from a Welsh Assembly government‐funded study of complaints involving children and their use of advocacy services commissioned by local authorities in Wales. As this is the first study of its kind in Wales there is no baseline against which to compare the findings, hence we discuss the data in the context of a wider UK research literature and in relation to two key themes. These are (a) the number of complaints to social services involving children and the main characteristics of these complaints, particularly the involvement of an advocacy service and (b) the views of children about making a complaint and their experience of independent advocacy. The article reveals the adult‐dominated nature of the children's complaints system and the limited involvement of advocacy in supporting children who make a complaint. The pressing need for a more child‐focused approach that gives authentic voice to children and their rights is the key conclusion drawn from the evidence gathered in this study.  相似文献

In an era of declining volunteerism it is critical to examine alternative approaches to volunteer management that may better promote engagement and address common barriers to volunteering. Using a “best practices” Canadian case study approach, this research describes an alternative approach to volunteer engagement that emphasizes lifestyle integration, organizational informality and flexibility, and volunteer–agency collaboration. We suggest that traditional volunteer management structures may actually be hindering engagement and call instead for a more vocation-based, networked, and collaborative approach which affords greater autonomy to the volunteer and sees power being shared between agencies and volunteers.  相似文献

The purpose of this article is to provide a comprehensive review of the recent efforts by psychologists to explore intergenerational continuities and their influences on children's social development. A primary criterion for inclusion in the review was use of three generations of subjects represented in the research, although two generation studies were included to supplement or expand upon the conclusions drawn from three generation studies. The following domains of research were reviewed: (1) literature regarding the repetition of child abuse across generations, (2) research examining the intergenerational continuity of attachment status, (3) investigations of the continuity of parenting and childrearing behavior parents experienced with their own parents, (4) research examining intergenerational continuities in parenting involving non-human primates, and (5) investigations of intergenerational continuities in both peer and sibling relationships. Across all literatures reviewed, evidence was found for intergenerational continuity with gender of parent affecting results. Two primary mechanisms for transmission appear to be cognitive schemas of relationships and modeling. A paradigm is proposed describing possible means of intergenerational transmission of influence on the social development of children.  相似文献

If politics is action oriented towards some supposedly desirable future state, how can it survive the apparently radical unpredictability of what is to come? The contemporary challenge is a severe one for all modes of political thinking with a utopian thrust, of which the various strands of the French Left are exemplary. Yet the most natural response-to relate utopia solely to dreams, sharply split from practical politics-is also a deeply problematic one. A comparison of contemporary French thinking with the theories of the 'Third Way' developed by, among others, Tony Blair and Anthony Giddens shows how the problem applies well beyond the traditional limits of the Left. No doubt globalization, technology, individualization, and other trends, are powerful policy challenges, but what is ultimately at stake is the very nature of politics. To build something new on the ruins of Max Weber's famous contrast between the ethics of conviction and of responsibility-such, perhaps, is the question for our times.  相似文献

The occupational structure of science is conceptualized as consisting of four sectors within which the career patterns of two cohorts of sociologists are examined. Using an origin criterion, receipt of the Ph.D. from an American university, to define the cohorts, we analyze the effects of various factors on sectoral immobility—which has been the norm for three decades—and mobility. In general, structural factors supersede individual differences in explaining observed movement. Moreover, the evidence underscores the "university bias" that has dominated studies of stratification in science. This suggests that the prestige of sociological work and the sectoral contexts in which it is performed be reevaluated, particularly in view of the current glut of the academic sectors.  相似文献
