An outsourcing process in a medium-size city, by Norwegian standards, provided the background for our study. In 1996, the city council decided to contract out the refuse collection in half of its total area (the western part of the city), and to let the public refuse collection enterprise continue to collect in the other half of the area. The public enterprise also participated in the competitive tender, without success, however. The bid submitted by the public refuse collection enterprise was used as the basis for a benchmarking process performed by the chief administrative officer of the city in May 1999. The process resulted in the requirement that the public enterprise downsize its number of refuse collectors by 27 per cent. The city thus acquired a more cost-effective refuse collection system both in the western part, now run by a private company, and in the rest of the city, where the collection remained the responsibility of the public enterprise, in its newly pared-down and reorganized version. Detectable changes in the refuse collectors' health status in the three-year period immediately following the outsourcing constitute our main focus in this study. We found that the downsizing and reorganization of the public enterprise had a negative impact on the refuse collectors' health status. One year after the downsizing, six of the 27 refuse collectors remaining in the public enterprise had been diagnosed with heart problems or musculoskeletal pains that were sufficiently serious to form the basis of their individual approaches to secure a disability pension, which all six were in the process of acquiring. The registered sick leave among the refuse collectors showed a dramatic increase during the same period. We found clear indications that the refuse collectors remaining in the employment of the public enterprise had no alternatives in the labour market. Although not the focus of this study, we found that the totality of costs and benefits, not only for the enterprise in question, but also for local and national authorities, needs to be considered in any realistic assessment of the impact of public sector outsourcing of activities. 相似文献

China’s rapid economic development has been accompanied by new forms of immigration. Investors and professionals from developed countries are increasingly joined by a diverse group of immigrants from around the world. While there is a large body of academic literature on Chinese emigration, China’s new role as a country of immigration has received less scholarly attention. This paper addresses the dynamics of South–South migration to China through a study of Nigerians in Guangzhou, a major international trading hub. The analysis is based on qualitative interviews and participant observation among African traders and migrants in Guangzhou. The paper contends that Nigerian immigration to China epitomizes global migration trends towards a diversification of migration flows, commercialization of the migration process and increased policing of foreigners within national borders. China was rarely the preferred destination of this study’s Nigerian informants but, rather, a palatable alternative, as their aspirations to enter Europe and North America were curtailed by restrictive immigration regimes. They escaped a situation of involuntary immobility in Nigeria through short‐term visas obtained with the help of migration brokers. However, opportunities for visa renewals are scant under the current Chinese immigration policy. Undocumented migrants find their mobility severely inhibited: They must carefully assess how, when and with whom they move about in order to avoid police interception. This is a business impediment, as well as a source of personal distress for migrants who engage in trade and the provision of trade‐related services. The situation can be described as a “second state of immobility”: the migrants have succeeded in the difficult project of emigration, but find themselves spatially entrapped in new ways in their destination country. 相似文献

Nested case-control and case-cohort studies are useful for studying associations between covariates and time-to-event when some covariates are expensive to measure. Full covariate information is collected in the nested case-control or case-cohort sample only, while cheaply measured covariates are often observed for the full cohort. Standard analysis of such case-control samples ignores any full cohort data. Previous work has shown how data for the full cohort can be used efficiently by multiple imputation of the expensive covariate(s), followed by a full-cohort analysis. For large cohorts this is computationally expensive or even infeasible. An alternative is to supplement the case-control samples with additional controls on which cheaply measured covariates are observed. We show how multiple imputation can be used for analysis of such supersampled data. Simulations show that this brings efficiency gains relative to a traditional analysis and that the efficiency loss relative to using the full cohort data is not substantial. 相似文献

Despite a voluminous literature, business model research continues to be plagued with problems. Those problems hinder theory development and make it difficult for managers to use research findings in their decision-making. In our article, we seek to make three contributions. First, we clarify the theoretical foundations of the business model concept and relate them to the five elements of a business model: customers, value propositions, product/service offerings, value creation mechanisms, and value appropriation mechanisms. A clear definition of a business model enables theory to develop systematically and provides coherent guidance to managers. Second, we suggest that value configuration is a contingency variable that should be included in future theorizing and model building. Each of the elements of a business model is affected by a firm's value configuration depending on whether the firm is a value chain, value shop, or value network. Third, we link business models to organization design. We show how organization design is affected by value configuration and how new collaborative organizational forms enable open and agile business models. The aim of the present study was to investigate the effect of a short-term participatory intervention in health care institutions in Norway on workers' control, other job characteristics, job stress, subjective health and job satisfaction. Participants (including managers and supervisors) were randomly allocated to intervention groups and to a control group. Actions to solve problems based on the employees' own perceptions of the main problems were seen as the key motivators for organizational improvement and increased control at the task and office level in the work situation. The main stressors identified by the participants in this study were lack of information, communication and respect between professions, as well as the need for professional and personal development. The participatory intervention had a positive, but limited effect on work-related stress, job characteristics, learning climate and management style, and seemed to have started a beneficial change process. There were no negative short-term effects on work-related stress and job demands. Organizational interventions may be a potential training ground for acquiring participatory skills and resources, and if sustained after the intervention period, they can have long-term effects on problem solving, job stress and employee satisfaction. 相似文献

With spindoctoring, publicity seeking stunts and evidence of mal-practice, public relations is easily associated with the development of post-truth society. The elevation of bullshit as political coinage presents a challenge for the rational public debate which the public relations profession at large should have an interest in maintaining. In this introduction, we briefly highlight some of these challenges for public relations. We point to how papers in the special section tie into these challenges, by for instance, helping to understand the construction of truth, how to construct a defense for legitimate public relations and engage with publics, as well as to build a professional practice through developing and measuring communication. 相似文献

This paper uses a two-dimensional version of a standard common consequence experiment to test the intransitivity explanation of Allais-paradox-type violations of expected utility theory. We compare the common consequence effect of two choice problems differing only with respect to whether alternatives are statistically correlated or independent. We framed the experiment so that intransitive preferences could explain violating behavior when alternatives are independent, but not when they are correlated. We found the same pattern of violation in the two cases. This is evidence against intransitivity as an explanation of the Allais Paradox. The question whether violations of expected utility are mainly due to intransitivity or to violation of independence is important since it is exactly on this issue the main new decision theories differ. 相似文献
