The devastating impact by Hurricane Sandy (2012) again showed New York City (NYC) is one of the most vulnerable cities to coastal flooding around the globe. The low‐lying areas in NYC can be flooded by nor'easter storms and North Atlantic hurricanes. The few studies that have estimated potential flood damage for NYC base their damage estimates on only a single, or a few, possible flood events. The objective of this study is to assess the full distribution of hurricane flood risk in NYC. This is done by calculating potential flood damage with a flood damage model that uses many possible storms and surge heights as input. These storms are representative for the low‐probability/high‐impact flood hazard faced by the city. Exceedance probability‐loss curves are constructed under different assumptions about the severity of flood damage. The estimated flood damage to buildings for NYC is between US$59 and 129 millions/year. The damage caused by a 1/100‐year storm surge is within a range of US$2 bn–5 bn, while this is between US$5 bn and 11 bn for a 1/500‐year storm surge. An analysis of flood risk in each of the five boroughs of NYC finds that Brooklyn and Queens are the most vulnerable to flooding. This study examines several uncertainties in the various steps of the risk analysis, which resulted in variations in flood damage estimations. These uncertainties include: the interpolation of flood depths; the use of different flood damage curves; and the influence of the spectra of characteristics of the simulated hurricanes.  相似文献

Summary.  In veterinary epidemiology, we are often confronted with hierarchical or clustered data. Typically animals are grouped within herds, and consequently we cannot ignore the possibility of animals within herds being more alike than between herds. Based on a serological survey of bovine herpes virus type 1 in cattle, we describe a method for the estimation of herd-specific rates at which susceptible animals acquire the infection at different ages. In contrast with the population-averaged force of infection, this method allows us to model the herd-specific force of infection, allowing investigation of the variability between herds. A random-effects approach is used to account for the correlation in the data, allowing us to study both population-averaged and herd-specific force of infection. In contrast, generalized estimating equations can be used when interest is only in the population-averaged force of infection. Further, a flexible predictor model is needed to describe the dependence of covariates appropriately. Fractional polynomials as proposed by Royston and Altman offer such flexibility. However, the flexibility of this model should be restricted, since only positive forces of infection have a meaningful interpretation.  相似文献

The alleviation of food-borne diseases caused by microbial pathogen remains a great concern in order to ensure the well-being of the general public. The relation between the ingested dose of organisms and the associated infection risk can be studied using dose-response models. Traditionally, a model selected according to a goodness-of-fit criterion has been used for making inferences. In this article, we propose a modified set of fractional polynomials as competitive dose-response models in risk assessment. The article not only shows instances where it is not obvious to single out one best model but also illustrates that model averaging can best circumvent this dilemma. The set of candidate models is chosen based on biological plausibility and rationale and the risk at a dose common to all these models estimated using the selected models and by averaging over all models using Akaike's weights. In addition to including parameter estimation inaccuracy, like in the case of a single selected model, model averaging accounts for the uncertainty arising from other competitive models. This leads to a better and more honest estimation of standard errors and construction of confidence intervals for risk estimates. The approach is illustrated for risk estimation at low dose levels based on Salmonella typhi and Campylobacter jejuni data sets in humans. Simulation studies indicate that model averaging has reduced bias, better precision, and also attains coverage probabilities that are closer to the 95% nominal level compared to best-fitting models according to Akaike information criterion.  相似文献

Coastal flood risk is expected to increase as a result of climate change effects, such as sea level rise, and socioeconomic growth. To support policymakers in making adaptation decisions, accurate flood risk assessments that account for the influence of complex adaptation processes on the developments of risks are essential. In this study, we integrate the dynamic adaptive behavior of homeowners within a flood risk modeling framework. Focusing on building-level adaptation and flood insurance, the agent-based model (DYNAMO) is benchmarked with empirical data for New York City, USA. The model simulates the National Flood Insurance Program (NFIP) and frequently proposed reforms to evaluate their effectiveness. The model is applied to a case study of Jamaica Bay, NY. Our results indicate that risk-based premiums can improve insurance penetration rates and the affordability of insurance compared to the baseline NFIP market structure. While a premium discount for disaster risk reduction incentivizes more homeowners to invest in dry-floodproofing measures, it does not significantly improve affordability. A low interest rate loan for financing risk-mitigation investments improves the uptake and affordability of dry-floodproofing measures. The benchmark and sensitivity analyses demonstrate how the behavioral component of our model matches empirical data and provides insights into the underlying theories and choices that autonomous agents make.  相似文献

The introduction to this special issue traces class at the interface between migration policy and migrant strategies. Scholarship on the politics of migration and citizenship has thus far largely neglected class. In contrast, we contend that discourses on migration, integration and citizenship are inevitably classed. Assessed through seemingly heterogeneous criteria of “merit” and “performance”, class serves as an analytical connector between economic and identity rationales which intersect in all migration policies, including those regulating family and humanitarian admission. Class‐selective policy frames can function as constraints maintaining some aspiring migrants into immobility or channeling different groups of migrants into separate and unequal incorporation routes. Yet, policy frames can also serve as resources to strategize with as migrants navigate and perform gendered and classed expectations embedded into receiving‐country migration regimes. We conclude that connecting policy with migrant strategies is key to reintroducing class without naturalizing classed strategies of mobility.  相似文献
