Citizen's income or social dividend schemes are a way of avoiding the "poverty trap", or disincentive effect, inherent in withdrawing unemployment compensation completely when the beneficiary returns to work. If there are inadequate financial incentives for the unemployed to return to work, the benefit administration may feel the need for tighter discipline of the unemployed, threatening to withdraw benefit from those who reject offers of low-paid work. Citizen's income provides better incentives to work without so much need for sanctions. The article explores four different methods of introducing a citizen's income gradually by allowing people to keep an increasing proportion of their benefit as they move from unemployment into work. New transfers would also be made to never-unemployed workers, to secure equity between all persons whatever their employment status or history. The best method is to define an hourly unemployment benefit, and make benefit for a certain number of hours unconditional on employment status. This gives better incentives to work part-time than existing benefit systems, and fairer treatment for those who can only find a part-time job. Minimum wage regulation is important, to prevent employers taking advantage of a citizen's income to reduce wage rates. 相似文献

For many years, community solutions have been the favoured response to physical and mental disability, but theoretical frameworks to guide these policies have not developed alongside the rhetoric. This paper attempts to fill the gap with one possible sociological model. We begin by distinguishing the dominant individualistic or 'personal trouble' perspective from the more controversial social or 'public issue' approach which, whether it takes an interpretative or a structural form, acknowledges the role of society in causing disabilities and shaping economic and social strategies. A model of policy is then drawn up for each viewpoint, bearing in mind the implications for public expenditure, state intervention, family and community support, and service organisation. Finally, it is argued that since help in the individualistic mould cannot cope with disability, an alternative response is required, which tackles economic, social and political institutions or structures while at the same time recognising the resistance to change in an industrial society. 相似文献

In contrast to general medical hospitals, psychiatric hospitals often allow patients to smoke cigarettes. In addition to obvious health concerns, smoking can also interfere with clinical assessments and therapeutic activities, Implementation of a smoking ban on an acute male admissions unit did not result in any increase in aggressive behaviors. In addition, staff attitudes following the ban improved, and most staff members believed the ban was both ethical and beneficial to patients. Coming back to the main models of division of work within the couple, the aim of this article is to analyze the possible transfers of domestic chores between partners facing an external shock. We test it by studying the allocation of domestic time on couples facing unemployment on the French time-use survey. Are domestic chores transferable between partners? Controlled for many covariates, bivariate tobit regressions on indicators of time, variety and number of activities show that domestic tasks performed by unemployed people, either men or women, increase. Despite the inertia due to couple’s specialization, the hypothesis of versatility is partially checked. “Dominantly Feminine tasks” are the more transferable tasks. This study investigates whether the type of parental permission affects prevalence estimates for risk behaviors from the national 2001 Youth Risk Behavior Survey. Participants were 13,195 students from 143 schools, of which 65% used passive permission and 35% active permission. Student participation rates were 86.7% in passive permission schools and 77.3% in active permission schools. For 24 of 26 behaviors tested, no significant differences were seen in the prevalence of risk behavior by type of parental permission. As long as high response rates are obtained, type of parental permission does not affect prevalence estimates for risk behaviors that are based on self-report. 相似文献
