The Connecticut Department of Children and Families Title IV-E waiver demonstration evaluated whether the well-being of children approved for residential mental health services could be improved, and lengths of stay in restrictive placements reduced, by providing case rate payments to community agencies to provide continuum of care services. Children between ages 7 and 15 were randomly assigned to either the demonstration group (n = 78) or to usual state-supported services (n = 79). One-year outcome results indicated that in a situation that is less costly, improvement in outcomes occurred in less restrictive settings. Continuum of care services were more effective in 1) returning children to in-home placements, 2) reducing the length of stay in restrictive placements, and (3) utilizing higher levels of case management through coordination among agencies and family support services. 相似文献

The challenges of teaching reflective learning, whilst not peculiar to the HR profession, assume a poignancy given HR's claim to be the natural custodians of ‘all things learning’. The paper discusses the impact of attempts to enhance the reflective learning curriculum within one professional HR programme. Tensions in terms of the positioning of reflective learning within a predominantly functionalist management curriculum can, in part, be ameliorated. Developing a capability amongst students for reflective dialogue and careful construction of assessment work, for example, can enhance engagement with reflective learning rather than simply ‘knowing’ about it. More problematic is impact beyond the classroom. Research revealed ambivalence in respect of transfer and significance beyond the specifics of the professional programme. HR graduates need a capability that extends beyond individual reflective learning and into creating and supporting reflective learning in organizations. This paper is an attempt to develop a sociology of impairment and to theorise embodiment in the lebenswelt. Disability studies has failed to address adequately the fundamental issue of bodily agency. The impaired body is represented as a passive recipient of social forces. Such a conception of the body is losing ground within social theory. This paper attempts to overcome disability studies' disembodied view of disability by utilising a phenomenological concept of embodiment. Phenomenology offers the opportunity to transcend the traditional Cartesian dualisms which posit the body as a passive precultural object. However, such a view, when extended to impairment is empty of political content since phenomenological analyses have relied upon medicalised and individualised understandings of disability. In order to counter the disablism evident in phenomenology on the one side and disability studies' disembodied view of disability on the other, we argue for a radical phenomenological approach to the (impaired) body. To demonstrate the vitality of such an approach, we also attempt to deploy Leders' (1990) concept of dys-appearance as a means of analysing the carnal politics of everyday life. 相似文献

Social and economic inequalities have risen steeply in the UK over the past 20 years. Children and their families have been particularly disadvantaged by this creeping impoverishment, which is associated with negative effects on parenting capacity and developmental outcomes for children. The social capital of communities, which consists of the cultural resources and inter‐personal relationships between members, is also eroded by inequality and social exclusion. Evidence is presented that demonstrates the way in which children's welfare and family functioning are crucially dependent upon the social support available within local communities. It is argued that building social capital in poor communities is a more effective way of promoting children's welfare than the present emphasis on formal child protection and family support services and efforts to increase parenting skills and responsibilities. This article connects and juxtaposes two important contemporary discourses in social policy: those of globalisation and of the 'welfare users' movements, particularly the movements of disabled people. It questions the widespread use of the globalisation process as a rationale for accepting that social policies should be subordinated to narrow economic constraints. It discusses the implications of social policies associated with globalisation for disabled people and other welfare service users, and their response to these. In particular the movements' emphasis on asserting choice in policy and their ability to influence the policy process is noted. The article concludes that there is much to be gained from a closer dialogue between the users' movements and social policy as a discipline, although there still seems to be some resistance to this from the latter. 相似文献

The New Labour government in Britain is the first post-deregulation regime in Europe and the first to attempt to re-regulate the labour market. In particular, its welfare-to-work programme and New Deal for Lone Parents are aimed at shifting activities from the informal to the formal economy, and at enlarging labour market participation. Its commitment to social justice and inclusion is closely linked to increased employment opportunities and a responsibility for contributing to national prosperity. The new programmes must also reconcile these aims with the retention of the flexibility that it sees as giving Britain a competitive edge over other European economies. In order to combine efficiency and equity, increased participation must not involve excessive transaction and enforcement costs. The problem is that those at present engaged in the informal economy (and especially in undeclared cash work while claiming) do not have strong incentives to cooperate with the new schemes. This paper uses the example of the informal relations of taxi-driving in a small town to illustrate the paradoxes of this situation. It is a case study in the rational strategies of individual actors, which collectively frustrate each other; and in the difficulties of starting collective action for mutual restraint of competition. This paper focuses on how to extend the exponential random graph models to take into account the geographical embeddedness of individuals in modelling social networks. We develop a hierarchical set of nested models for spatially embedded social networks, in which, following Butts (2002), an interaction function between tie probability and Euclidean distance between nodes is introduced. The models are illustrated by an empirical example from a study of the role of social networks in understanding spatial clustering in unemployment in Australia. The analysis suggests that a spatial effect cannot solely explain the emergence of organised network structure and it is necessary to include both spatial and endogenous network effects in the model. 相似文献

Testing the validity of indicator systems is a task almost always left to the scientific community, in standard practice and
in keeping with the quest for objectivity prevalent in politics and in society as a whole. This paper calls for a reinvigorated
agenda within indicators research to question this practice and develop alternative methodologies to test the validity, legitimacy
and impacts of indicator systems. The assumptions of objectivity are not realistic in contemporary policy contexts. As a result,
the scientific community is not the only community with a stake in assessing an indicator system; it is perhaps not even the
most important one. Four other community types with distinct interests in the design, use and impacts of indicator systems
are identified. First is the community of elected officials, whose positions of power make their perspective important and
unique; second is the community of engaged publics, whose stake is made clear by the principles of participatory and deliberative
democracy; third are communities of cultural difference; and fourth are professional communities. The unique relationship
each of these communities has with indicator systems, and thus the tests and challenges offered by each to the practice of
indicators, is discussed through a case study of a public participation process for the development of a new set of regional
sustainability indicators in Vancouver, Canada. The evidence suggests new research questions for scholars in policy and indicators
studies who seek to better understand paths and barriers to implementation and impact in indicators practice, as well as lessons
for other local indicators practices.

Household size distributions for 104 countries are examined. It is shown that a Poisson distribution truncated at zero can be used to derive models of household size distribution. An improved fit is obtained by adding a linear term to the truncated Poisson model. This distribution depends only on average household size which in turn is shown to be related to modified dependency ratios. This method can be used for comparisons of household size distributions across nations and for long-term forecasting. 相似文献
