政策调整适应劳动力市场灵活性   总被引:1,自引:0,他引:1  
20世纪90年代以来,是中国从计划经济向市场经济转轨、市场经济体制逐步形成的过程。在这一过程中,政府对市场的直接干预程度弱化,劳动力市场机制对资源配置的基础性作用不断增强。与此同时,劳动立法和执法工作滞后,导致正规就业岗位越来越少,灵活就业和非正规就业比重极大增加,工作任期普遍缩短,劳动力流动率提高,而社会保障、就业服务机会不足,劳动者就业的稳定感极大地降低,劳动力市场的总体就业安全性降低。在这一过程中,政府进行了一系列的立法、制度和政策调整,来适应不断增强的就业灵活性。本文主要从劳动力市场制度政策的角度,对这些调整进行评价,并提出建议。  相似文献

The aim of this article is to contribute to the understanding of the institutional arrangements within which China's rural health facilities are embedded and of the contribution of policy to the creation of these arrangements. Information collected through field observations and in‐depth interviews with the managers, staff and patients of a township health centre indicates that with the gradual evolution of markets, encouraged by state policies, health care in rural China took on more of the characteristics of a commodity. In order to adapt to this change, the health centre and its employees are adjusting their behavioural norms and reconstructing an institutional network within which daily activities of simultaneously fulfilling public health responsibilities and pursuing economic gain are legitimized. This article focuses on the interwoven relationship between politics and markets at the micro level and examines the negotiations between stakeholders in constructing new institutional arrangements. It also describes how health sector managers are creating regulations to influence the performance of their facility. The article argues that while government policies play a crucial role in shaping the direction of development, institutional arrangements strongly influence the attempts by rural health organizations to implement them. It concludes that it is critical to take institutional factors into account in analyzing China's rural health‐care reforms.  相似文献

Women who have first births relatively late in life earn higher wages. This papers offers an explanation of this fact based on a simple life-cycle model of human capital investment and timing of first birth. The model yields conditions (that are plausibly satisfied) under which late childbearers will tend to invest more heavily in human capital than early childbearers. The empirical analysis finds results consistent with the higher wages of late childbearers arising primarily through greater measurable human capital investment.Helpful comments were provided by Claudia Goldin, Paul Taubman, by seminar participants at Baruch College, CUNY Graduate Center, Queens College, Rutgers University, and the University of Pennsylvania, and anonymous referees. In 2021, the Biden Administration issued mandates requiring COVID-19 vaccinations for U.S. federal employees and contractors and for some healthcare and private sector workers. These mandates have been challenged in court; some have been halted or delayed. However, their costs and benefits have not been rigorously appraised. This study helps fill that gap. We estimate the direct costs and health-related benefits that would have accrued if these vaccination requirements had been implemented as intended. Compared with the January 2022 vaccination rates, we find that the mandates could have led to 15 million additional vaccinated individuals, increasing the overall proportion of the fully vaccinated U.S. population from 64% to 68%. The associated net benefits depend on the subsequent evolution of the pandemic—information unavailable ex ante to analysts or policymakers. In scenarios involving the emergence of a novel, more transmissible variant, against which vaccination and previous infection offer moderate protection, the estimated net benefits are potentially large. They reach almost $20,000 per additional vaccinated individual, with more than 20,000 total deaths averted over the 6-month period assessed. In scenarios involving a fading pandemic, existing vaccination-acquired or infection-acquired immunity provides sufficient protection, and the mandates’ benefits are unlikely to exceed their costs. Thus, mandates may be most useful when the consequences of inaction are catastrophic. However, we do not compare the effects of mandates with alternative policies for increasing vaccination rates or for promoting other protective measures, which may receive stronger public support and be less likely to be overturned by litigation.  相似文献

This article analyzes the phenomenon of delayed childbearing in the United States. It begins by exploring problems associated with the definition and measurement of delayed childbearing. Existing empirical evidence of the phenomenon is reviewed and some new evidence is presented. A general theoretical framework for analyzing delayed childbearing is outlined and discussed in relation to existing theories. The article also provides a critical substantive and methodological review of evidence on the correlates and implications of delayed childbearing. Finally, public and private policy-related aspects of delayed childbearing are considered.  相似文献

What political, economic, religious, and emotional factors are involved in a person's decision to kill civilians and military personnel through the sacrifice of his or her own life? Data for this research were secondary analyses of interviews with Islamic martyrs, as well as their leaders’ speeches. This investigation into the cultural‐psychological explanations for Islamic martyrdom leads to a model explaining a person's decision to carry out the mission as resulting from a combination of four factors: the historical‐cultural context, group processes, immediate and anticipated rewards, and mechanisms to eradicate possible doubts and guilt regarding this decision. Compared to existing models, this model is more integrative and focused on the psychological processes involved.  相似文献

Evidence of discrimination is seen in the disparity with which ethnic minorities, particularly Blacks and Chicanos, experience “equal opportunities” in administrative positions. This study explores the significance of these phenomena for Black and Chicano administrators and the implications for social work education. The findings show that they perceive themselves as being required to have greater job entrance capabilities than their Anglo peers, receiving less organizational support than their Anglo peers, having less intrinsic authority than their Anglo peers, having limited channels for communication, and having limited opportunities for upward movement in comparison with their Anglo peers.  相似文献

Ideally, an educator’s reputation should be based primarily on that person’s scholarly publications. However, reputation is more than the sum of one’s scholarly efforts. In this article, the authors seek to add objective information to the subjective decision-making process involved in hiring, promoting, or providing tenure to educators. The authors present norms of citations—objective indicators of reputation—for professors, associate professors, and assistant professors. These norms were derived from the Citation Index of the Social Sciences Citation Index (SSCI). Four studies were undertaken to examine scholarly productivity using the same basic methodology: citation analysis. In Study 1, the authors examined a sample of educators listed in the Encyclopedia of Social Work. These experts were used as a national norm against which other educators could compare themselves. Study 2 was based on a citation analysis of deans of all graduate schools of social work. In Study 3, the authors examined “local norms” of four particular schools of social work and discussed the differences between national and local norms. In Study 4, the authors examined “personal norms” through a detailed study of the careers of three individual professors, and compared their entirely scholarly productions against the SSCI record.  相似文献
