The introduction of new asset/income tested charges for high care residents was the 1997–98 Commonwealth government policy response to concerns about financing residential aged care. This in‐depth study of residents, families, staff and managers in three aged care facilities explores issues of equity, access and empowerment arising when some residents pay more for the same level of care and amenity. The study reports little evidence of financial contributions affecting access to high care places and the delivery of care, the potential for differential access to amenities such as single rooms linked to the extra payments, and no evidence of a sense of empowerment linked to payment of the new charges. The complexity of current financial arrangements, access to appropriate financial advice at the time of entry, and the potential for an informal two tier system in relation to the allocation of amenities are identified as developing policy issues. 相似文献

Children now use computers throughout their education. As schools have focused on purchasing computers and providing internet access, there has been little consideration of ergonomics. Even if educators and school administrators acknowledge students would benefit from better ergonomics, they may assume it is too expensive or not know where to begin. The goal of this research project was to gain information about the readiness skills of kindergarten children in 11 inner city schools with the highest poverty rates in the Salt Lake City School District. Kindergarten teachers and principals in these schools were interviewed regarding their perceptions of the readiness skills needed for these children to be successful in their schools. A summary of the readiness skills of the kindergarten children was derived from a state mandated Pre-Kindergarten Assessment. Most principals stressed children's social and emotional development as a priority in school readiness. The majority of teachers emphasized literacy as a prerequisite for school success. Yet, the Pre-Kindergarten Assessment revealed that one fourth of the children could not identify the front of a book and two thirds of the children did not know where to start or which direction to go when reading. Half of the parents of these children reported that they rarely read to their children and that they had only visited a library once or not at all. The gap between the readiness skills educators think these children need and the skills children enter school with presents a serious problem for educators and policy makers. Multiple intervention strategies are recommended including providing education and home activities to enhance children's readiness skills, coordinating access to early childhood programs, and educating parents on available community resources. 相似文献

Historical demography documents that mother-only families were more common among African Americans than among Euro-Americans early in the twentieth century. We find direct evidence that African American males in both first and higher-order marriages were more likely to have (re)married previously married women and were more likely to have (re)married women with children. This racial difference in (re)marital partner choice reduced the racial difference in the prevalence of mother-only families such that, in the absence of such remarriage choices, the prevalence of mother-only families in the turn-of-the-century African American population would have been even higher than has been reported. Remarriage in this period countered the various demographic, economic, cultural, and social-institutional forces that disproportionately destabilized African American marriages; it must be taken into account more fully by analysts concerned with racial differences in family structure. 相似文献

A qualitative analysis of the accounts of 29 adults who grew up in a controversial New Zealand community identified positive and negative experiences and their psychological implications. In addition to highly publicized child sexual abuse that occurred at Centrepoint, children also experienced parental neglect, psychological manipulation, illegal drug use and stigma from the broader society. These factors created an adverse matrix that facilitated sexual abuse. Positive experiences included support for vulnerable families and children, recreational activities, and the opportunity to develop communication skills. While there may be positive experiences for children living in intentional communities such as this one, it is important to be aware of the potential for psychological harm to children in communities with powerful, shared systems of belief, skepticism about the broader society, and strong dynamics of dependence. One of therapists' contemporary moral imperatives is to support American service members and their families regardless of personal position on the Global War on Terrorism. One way therapists can respond to this imperative is by seeking to understand Army wives' experiences during their husbands' wartime deployments. Therefore, this study utilized a combination of individual interviews with Army wives and a reflecting team of military wives and civilians to explore military wives' experiences. Two main themes were identified: the wives' experience was an emotional roller coaster and they felt silenced--and could be unsilenced--in their interactions with civilians. Therapists working with Army wives should (a) normalize the roller-coaster experience; (b) encourage wives to recognize negative and positive influencers and explore their idiosyncratic coping skills; (c) support positive civilian-military connections; and (d) as a civilian and as a therapist, seek to be a positive civilian connection by proactively showing support. 相似文献

American families will continue to adopt children from foreign countries; the desire to have a child transcends national boundaries. Sadly, not all adoptions have happy outcomes. A recent and well-reported incident involved an American mother, who, exasperated with her adopted son's severe behavioral problems, returned him to Russia, alone, on an aircraft. Other tragic reports involve internationally adopted children who have died at the hands of their American parents.
