基于加权群体AHP的企业资信评价方法

本文研究加权群体AHP方法及其在企件资信评价中的应用问题,建立了反映各专家或决策者优先权及各判断矩阵可信度的两种加权距离法,从主观和客观两方面切实有效地反映了各专家或决策者意见对最终评判结果的影响。企业资信评价是银行信贷风险管理的重要基础工作之一,各企业资信等级的正确评定取决于许多相关因素,需要各方面专家或决策者进行综合评判,合理的评判结果应反映各专家或决策者对各企业及信贷风险状况了解和认识的程度,同时应反映各专家或决策者对各企业评判所给出的判断矩阵的可信度,因此,本文建立以各专家或决策者优先权及各判断矩阵可信度为权系数的加权距离法,较好地解决了该问题。

信息缺失下的应急方案选择模型及算法研究

信息缺失是应急事件处置中的一个重要特征.对于考虑信息缺失的两阶段应急处置问题,本文提出了应急方案效度的概念,构造了考虑资源约束条件下的应急方案选择模型,并给出了求解算法.数值结果表明模型及算法的有效性.     

An ‘action‐poor’ human rights education: a critical review of the development of human rights education in the context of civic education in Hong Kong

In Hong Kong, human rights education (HRE) is considered an aspect of civic education. For decades, HRE has been poorly attended. In 2009, a new compulsory subject, Liberal Studies, where HRE can be infused, will be introduced to senior secondary students (15–18 years old). This article reviews the development of HRE within civic education, followed by the analysis of Liberal Studies documents with reference to international human rights documents. It is concluded that Liberal Studies can be used as a vehicle for HRE. The aims and pedagogy proposed are similar to those adopted by HRE. International standards of human rights can be incorporated in the content. However, the HRE derived from Liberal Studies is a form of ‘action‐poor HRE’. Whether this ‘action‐ poor HRE’ can adequately cultivate a universal human rights culture is an issue for further research.     

Minimizing makespan in an ordered flow shop with?machine-dependent processing times

We consider a generalization of the proportionate flow shop problem with the makespan objective. Each job has a processing requirement and each machine has a characteristic value. In our case, we assume that the time a job occupies a machine is equal to the processing requirement of the job plus a setup time that is equal to the characteristic value of that machine. In this paper, we consider permutation schedules and show that the problem is solvable in polynomial time when the number of machines is fixed.     

Anderson's classification statistic based on a post-stratified training sample

The performance of Anderson's classification statistic based on a post-stratified random sample is examined. It is assumed that the training sample is a random sample from a stratified population consisting of two strata with unknown stratum weights. The sample is first segregated into the two strata by post-stratification. The unknown parameters for each of the two populations are then estimated and used in the construction of the plug-in discriminant. Under this procedure, it is shown that additional estimation of the stratum weight will not seriously affect the performance of Anderson's classification statistic. Furthermore, our discriminant enjoys a much higher efficiency than the procedure based on an unclassified sample from a mixture of normals investigated by Ganesalingam and McLachlan (1978).     

Accountability to Welfare Service Users: Challenges and Responses of Service Providers

Influenced by the consumerist sentiment in New Public Management,the last decades have witnessed a revival of the call for accountabilityto service users in the public service sector. As an act ofaccountability, social care and health care professionals areincreasingly obliged to involve their service users in the serviceplanning and monitoring process. Despite the popularity of thisaccountability and user involvement rhetoric, critics have,however, been skeptical of the prevailing user involvement initiativesas an effective measure of accountability to service users (Barnes and Wistow, 1994a,1994b; Bowl, 1996; Peck et al., 2002; Rea, 2004). Based on astudy of user involvement in the welfare sector of Hong Kong,this paper argues that the discourse of accountability to theservice users can be a source of unrest for welfare professionals,in the manifestation of accountability as a power relationship.Their ensuing response is to accommodate the ensuing challengearising from the demand for accountability to service usersby manoeuvring the accountability discourse. It is the contentionof this paper that the institutional inclusion of welfare serviceusers into a discursive space is a necessary but not sufficientcondition for the realization of a mandate of accountabilityto welfare service users.     

Contested news values and media performance during the Umbrella Movement

Social crises are a huge challenge to the performance of the media. The norms and routines of news making with which journalists comply can become problematic in the context of intensive public sentiment and empathy. News values, including the sacred belief in objective reporting, are questioned in the light of controversies over editorial judgment within and outside the newsroom. I examine the contested news values that manifested in the Umbrella Movement of Hong Kong in 2014. In particular, I focus on the arguments and deliberations regarding news objectivity, which involved several parameters of the performance of the media during this social crisis.     

Privileged policies versus lack of care and engagement: the lives of retired veteran cadres in a residential community of Jinan Municipal Party Committee,China

Abstract

The Retirement System for Veteran Cadres (Lixiu) is one part of China’s dual-track retirement system. According to some official policies, retired veteran cadres should enjoy a number of privileges in terms of pension, health care, use of government vehicle, housing and peculiar political rights. Based on participant observation and semi-structured interview, the study looks into the life of the population in a residential community of Jinan Municipal Party Committee, Shandong Province. By incorporating Maslow’s hierarchy of needs theory, the study finds that in China, services for retired cadres still fall short of the expectations of policy. Establishment of ‘big communities’ with the idea of ageing-in-place is suggested.     

印度对华化工产品反倾销的贸易效应分析

随着印度对华化工产品反倾销的频发,其所产生的贸易效应越发值得关注。通过构建半对数线性回归方程,以10位编码的化工行业涉案产品的月度数据作为基础进行实证检验,考察不同阶段贸易破坏效应和贸易转移效应的存在性及其大小,指出印度对华化工产品采取反倾销措施不仅会对我国产生负的贸易破坏效应,同时会引起竞争国对印出口增加,存在正的贸易转移效应。然而对于不同产品,破坏效应出现的时间和大小是有区别的,贸易转移效应则并非普遍存在。
