This research examines how the framing of the business case for gender equality (BCGE) in the European Union (EU) translates in the Irish national context and how different actors have engaged with this framing exercise. A central concern is how gender knowledge is mobilized by different actors as they compete to shape discourse, policy and practice on gender equality. We draw upon theoretical work that has interrogated the relationship between neoliberalism, gender inequality and feminist mobilization before reviewing critical assessments of the BCGE. The primary focus of this paper, having mapped this theoretical debate, is to analyse the role different Irish actors and organizations play in reproducing key frames and to examine the ambiguous or ambivalent engagement of different interest groups with this agenda. In turn, we assess the degree to which the agenda enables or disables structural change in access to power. We explore three case studies through which the BCGE in the EU was reinforced, adapted, resisted and rejected in our discussions, and draw out the constraints, opportunities and outcomes in each. Our first case study, which sets the national context for the following case studies, reviews how the Irish state interacts with the EU to frame gender equality and how it partners with key actors (state feminism and femocrats, private actors and feminist actors) to advance the BCGE. The second case study examines the role of the leading Irish feminist civil society organization (CSO) in the Women on Boards campaign that reinforces the dominant instrumental discourse associated with EU and national framing of gender parity on boards, and the ambiguity of feminists about this campaign. The third case study examines how Irish financial elites symbolically engage with gender parity on boards while simultaneously seeking to veto the implementation of gender representation targets proposed in the EU Capital Directive. It is clear that a degree of instrumentality informs most actors’ framing of BCGE. We also find evidence of how power actors and financial elites, while rhetorically engaging in BCGE and employing it when relevant to develop reputational capital, will seek ultimately to protect the status quo rejecting the governance benefits implied in BCGE. Ultimately, our cases illustrate the potential of the BCGE to support the inclusion of women in governance structures yet demonstrate that engaging with BCGE is perilous for some.  相似文献

The experience of being an adult female with an autism spectrum disorder (ASD) has been understudied in social work literature. The purpose of this study was to develop an understanding of females with ASD, from their perspective, by examining content from an online autism community Web site. Using a phenomenological approach, data analysis on content obtained from the forum revealed several themes about the women’s experiences concerning the diagnostic process, managing and understanding symptoms, and the impact of ASD on their personal and work relationships. Implications for social work practice, including creating more effective services for females with ASD, are discussed.  相似文献

In this article social movement theory is used to assess the strategic repertoire of a relatively new sector of nongovernmental organizations (NGOs) advocating for migrants rights in Ireland. Pro-migrant NGOs are majority community-led and face a challenging political and societal context for mobilization including a restrictive immigration regime, political and media discourse that racializes migrants, weak public support for the expansion of migrants’ rights, and high rates of discrimination and social exclusion experienced by migrant communities. A competitive funding environment also inhibits pro-migrant NGOs capacity to work with emerging migrant-led organizations that simultaneously compete for state and foundation funds. Pro-migrant NGOs in Ireland have responded with a three levelled strategy, namely alliance building with sympathetic public officials and service and information provision to state bodies, campaigns contesting negative media and societal framing of migrants, and networking with transnational NGO coalitions working on immigration issues.

Improving homeless persons' utilisation of primary care: lessons to be learned from an outreach programme in The Netherlands Faced with rising homelessness, countries around the world are in need of innovative approaches to caring for those without shelter, who, more often than not, suffer from severe health problems. We conducted a case study of an innovative Dutch Primary Care for the Homeless (PCH) programme to gain insight into clients' demographic characteristics, health problems and service use, and to develop an explanation for its success in increasing the latter. Our analyses are based on a combination of quantitative and qualitative data. The results of the study suggest that the success of the PCH programme can be explained by the providers' pragmatism and will to adapt their mode of care provision to the behavioural patterns and needs of their homeless clients.  相似文献

This article develops and examines an empirical typology of entrepreneurial firms, based on organizational and life cycle characteristics. Results indicate five entrepreneurial configurations representing the essential contingent features of age, size, innovation, and governance structure (Elders, Giants, Innovators, and Owners) and one configuration representing a mix of all features (Balanced). We found that (i) outsourcing affected financial performance in entrepreneurial firms and (ii) configurations moderated this relationship. Results support the use of salient contingent features of age, size, innovation, and governance structure to predict outsourcing effectiveness in the entrepreneurial configurations. That is, entrepreneurial firms that aligned their configurational characteristics with outsourcing tended to have greater gains in financial performance. From a resource dependency perspective, managing these alignments has important implications for entrepreneurial firm performance.  相似文献

The CANparent trial, 2012–2014, was a government initiative in four English areas designed to develop a market in universal parenting support. Fourteen parenting class providers offered classes to all parents of children aged 0–5 in the areas. In three areas, all eligible parents received £100 vouchers exchangeable for a parenting class. Pre‐trial planning was that take‐up would amount to 20 000 parents. However, only 14 per cent of these parents took advantage of the offer. This article utilises 42 interviews with providers, and two parent surveys over two time periods (n = 1510 and n = 1603) to review barriers to engagement with universal parenting support programmes.  相似文献

The objectives of this study are to understand tradeoffs between forest carbon and timber values, and evaluate the impact of uncertainty in improved forest management (IFM) carbon offset projects to improve forest management decisions. The study uses probabilistic simulation of uncertainty in financial risk for three management scenarios (clearcutting in 45‐ and 65‐year rotations and no harvest) under three carbon price schemes (historic voluntary market prices, cap and trade, and carbon prices set to equal net present value (NPV) from timber‐oriented management). Uncertainty is modeled for value and amount of carbon credits and wood products, the accuracy of forest growth model forecasts, and four other variables relevant to American Carbon Registry methodology. Calculations use forest inventory data from a 1,740 ha forest in western Washington State, using the Forest Vegetation Simulator (FVS) growth model. Sensitivity analysis shows that FVS model uncertainty contributes more than 70% to overall NPV variance, followed in importance by variability in inventory sample (3–14%), and short‐term prices for timber products (8%), while variability in carbon credit price has little influence (1.1%). At regional average land‐holding costs, a no‐harvest management scenario would become revenue‐positive at a carbon credit break‐point price of $14.17/Mg carbon dioxide equivalent (CO2e). IFM carbon projects are associated with a greater chance of both large payouts and large losses to landowners. These results inform policymakers and forest owners of the carbon credit price necessary for IFM approaches to equal or better the business‐as‐usual strategy, while highlighting the magnitude of financial risk and reward through probabilistic simulation.  相似文献

This paper discusses the conceptual treatment of non-profit institutions in the US input-output (I-O) accounts prepared by the Bureau of Economic Analysis, describes the sources and methods used to identify and measure the output of non-profits by I-O industry, and analyses the published benchmark I-O data for 1982 identifying output attributable to non-profits. In the context of the I-O framework, which is detailed and comprehensive, some conceptual and statistical questions associated with the treatment of non-profits are identified and discussed. These issues of definition, scope and measurement are particularly pertinent in light of the recommendations in the 1993 international System of National Accounts on sectoring and on presentation of flows.The author wishes to acknowledge the helpful comments of colleagues at the Bureau of Economic Analysis and other participants in the Workshop, as well as those of two anonymous reviewers. In 2002, the U.S. Environmental Protection Agency (EPA) released an “Interim Policy on Genomics,” stating a commitment to developing guidance on the inclusion of genetic information in regulatory decision making. This statement was followed in 2004 by a document exploring the potential implications. Genetic information can play a key role in understanding and quantifying human susceptibility, an essential step in many of the risk assessments used to shape policy. For example, the federal Clean Air Act (CAA) requires EPA to set National Ambient Air Quality Standards (NAAQS) for criteria pollutants at levels to protect even sensitive populations from adverse health effects with an adequate margin of safety. Asthmatics are generally regarded as a sensitive population, yet substantial research gaps in understanding genetic susceptibility and disease have hindered quantitative risk analysis. This case study assesses the potential role of genomic information regarding susceptible populations in the NAAQS process for fine particulate matter (PM2.5) under the CAA. In this initial assessment, we model the contribution of a single polymorphism to asthma risk and mortality risk; however, multiple polymorphisms and interactions (gene‐gene and gene‐environment) are known to play key roles in the disease process. We show that the impact of new information about susceptibility on estimates of population risk or average risk derived from large epidemiological studies depends on the circumstances. We also suggest that analysis of a single polymorphism, or other risk factor such as health status, may or may not change estimates of individual risk enough to alter a particular regulatory decision, but this depends on specific characteristics of the decision and risk information. We also show how new information about susceptibility in the context of the NAAQS for PM2.5 could have a large impact on the estimated distribution of individual risk. This would occur if a group were consequently identified (based on genetic and/or disease status), that accounted for a disproportionate share of observed effects. Our results highlight certain conditions under which genetic information is likely to have an impact on risk estimates and the balance of costs and benefits within groups, and highlight critical research needs. As future studies explore more fully the relationship between exposure, genetic makeup, and disease status, the opportunity for genetic information and disease status to play pivotal roles in regulation can only increase.  相似文献
