Sexual harassment, i.e., unwanted sexual attention, is not a new phenomenon for working women. Yet only in recent years have the behaviors constituting it been challenged and recognized as detrimental to society. This paper documents the process by which sexual harassment emerged on the public agenda. It identifies the major elements–media attention, activities of interest groups, court actions, and legislation–involved in the process of redefinition and examines how and why each promoted the issue. The data, gathered from analyses of publication and language trends, records of congressional hearings, and interviews with several participants in the process, are used to further understanding of how these elements converged during a period of social concern for women's rights and enabled a public reconceptualization of sexually harassing behaviors.  相似文献

Why do some organizational changes persist, while others decay? The sustainability of change can be defined broadly as the process through which new working methods, performance goals and improvement trajectories are maintained for a period appropriate to a given context. However, sustainability has received limited attention, although the concept reflects Lewin's concern with ‘refreezing’ ( Lewin. K. 1951 . Field Theory in Social Science: Selected Theoretical Papers by Kurt Lewin, UK edition published 1952, ed. D. Cartwright, London: Tavistock). In an uncertain environment, working practices that fail to adapt are targets for change, and stability has been regarded not as a condition to be achieved, but as a symptom of inertia, a problem to be solved. This paper reviews the emerging literature, seeking to develop a provisional model of the processes influencing change sustainability and decay, as a platform for further research. This review suggests that sustainability is dependent on multiple factors, at different levels of analysis: substantial, individual, managerial, financial, leadership, organizational, cultural, political, processual, contextual and temporal. The relative significance of those factors cannot be determined a priori, raising questions concerning the properties of the sustainability process with regard to different types of change in different contexts.  相似文献

A challenge with multiple chemical risk assessment is the need to consider the joint behavior of chemicals in mixtures. To address this need, pharmacologists and toxicologists have developed methods over the years to evaluate and test chemical interaction. In practice, however, testing of chemical interaction more often comprises ad hoc binary combinations and rarely examines higher order combinations. One explanation for this practice is the belief that there are simply too many possible combinations of chemicals to consider. Indeed, under stochastic conditions the possible number of chemical combinations scales geometrically as the pool of chemicals increases. However, the occurrence of chemicals in the environment is determined by factors, economic in part, which favor some chemicals over others. We investigate methods from the field of biogeography, originally developed to study avian species co‐occurrence patterns, and adapt these approaches to examine chemical co‐occurrence. These methods were applied to a national survey of pesticide residues in 168 child care centers from across the country. Our findings show that pesticide co‐occurrence in the child care center was not random but highly structured, leading to the co‐occurrence of specific pesticide combinations. Thus, ecological studies of species co‐occurrence parallel the issue of chemical co‐occurrence at specific locations. Both are driven by processes that introduce structure in the pattern of co‐occurrence. We conclude that the biogeographical tools used to determine when this structure occurs in ecological studies are relevant to evaluations of pesticide mixtures for exposure and risk assessment.  相似文献

The purpose of this article is to describe a standard set of age groups for exposure assessors to consider when assessing childhood exposure and potential dose to environmental contaminants. In addition, this article presents examples to show how the age groups can be applied in children's exposure assessments. A consistent set of childhood age groups, supported by an underlying scientific rationale, will improve the accuracy and comparability of exposure and risk assessments for children. The effort was undertaken in part to aid the U.S. Environmental Protection Agency (EPA) in implementing such regulatory initiatives as the 1997 Presidential Executive Order 13,045, which required all federal agencies to ensure that their standards take into account special risks to children. The standard age groups include: birth to <1 month; 1 to <3 months; 3 to <6 months; 6 to <12 months; 1 to <2 years; 2 to <3 years; 3 to <6 years; 6 to <11 years; 11 to <16 years; and 16 to <21 years. These age groups reflect a consideration of developmental changes in various behavioral, anatomical, and physiological characteristics that impact exposure and potential dose. It is expected that the availability of a standard set of early-life age groups will inform future analyses of exposure factors data as well as guide new research and data collection efforts to fill knowledge gaps.  相似文献

The methods currently used to evaluate the risk of developmental defects in humans from exposure to potential toxic agents do not reflect biological processes in extrapolating estimated risks to low doses and from test species to humans. We develop a mathematical model to describe aspects of the dynamic process of organogenesis, based on branching process models of cell kinetics. The biological information that can be incorporated into the model includes timing and rates of dynamic cell processes such as differentiation, migration, growth, and replication. The dose-response models produced can explain patterns of malformation rates as a function of both dose and time of exposure, resulting in improvements in risk assessment and understanding of the underlying mechanistic processes. To illustrate the use of the model, we apply it to the prediction of the effects of methylmercury on brain development in rats.  相似文献

Two public health objectives, one methodological and the other substantive, are realized in the present study. First, average survey ratings are replaced by negated mean cumulative logits (MCLs), which have the advantage of interitem commensuration. Second, these negated MCLs improve the analysis of two Florida tobacco control surveys of community leaders. Because of their common logit metric, negated MCLs for different item types are compared on their expressed antitobacco sentiment. They are also averaged to construct a precise indicator of overall sentiment. These results show that in 1998 and 1999, community leaders were most averse to selling to minors, kids buying cigarettes, and restaurant and workplace smoking. The latter aversion anticipated voters' overwhelming support of the 2002 Florida constitutional amendment prohibiting smoking in restaurants and workplaces. The authors hope that this analysis for antitobacco programs will improve other substance-abuse monitoring with surveys whose items are yet unwritten.  相似文献
