When Precaution Creates Misunderstandings: The Unintended Effects of Precautionary Information on Perceived Risks,the EMF Case

In the past decade, growing public concern about novel technologies with uncertain potential long‐term impacts on the environment and human health has moved risk policies toward a more precautionary approach. Focusing on mobile telephony, the effects of precautionary information on risk perception were analyzed. A pooled multinational experimental study based on a 5 × 2 × 2 factorial design was conducted in nine countries. The first factor refers to whether or not information on different types of precautionary measures was present, the second factor to the framing of the precautionary information, and the third factor to the order in which cell phones and base stations were rated by the study participants. The data analysis on the country level indicates different effects. The main hypothesis that informing about precautionary measures results in increased risk perceptions found only partial support in the data. The effects are weaker, both in terms of the effect size and the frequency of significant effects, across the various precautionary information formats used in the experiment. Nevertheless, our findings do not support the assumption that informing people about implemented precautionary measures will decrease public concerns.     

Rolling horizon master production schedule performance: A policy analysis

In this paper, a simulation experiment has been developed to examine the combined influence of the design, inventory and environmental factors on the cost performance of a rolling horizon master production schedule. Specifically, a 2 5 factorial design was used to examine the effects associated with three rolling schedule design policies, one inventory policy and one environmental condition of forecast error on MPS cost performance. The study was based on actual data from a paint company. Results suggest that the choice of appropriate lot-size and inventory policies have a significant influence on MPS costs and that there are indeed important interactions between these policies and other design factors of a rolling schedule.

美国国家公园建设过程中,以国家为主导,注重国家意识,定位服务功能,体现其教育理念,并在此过程中将管理和利用模式由开始的保护转变为现在的保护与利用并行,为全世界提供了一个成功的模板。但在其100年的发展过程中,环境的破坏,原住民权利的漠视,游客管理的混乱,是其曾遇到或正在面临的问题。建议我国在进行国家公园建设时,应扬长避短,突出国家名义,强调社区参与和游客管理先行,并注重国家公园的公益性和教育功能。     

Children of Adolescent Mothers: Cognitive and Behavioral Status at Age Six

The cognitive and behavioral status at age six years of 185 children of adolescent mothers (60.5% boys) were assessed using the mother (CBCL) and teacher (TRF) report forms of the Child Behavior Checklist and the Bracken Basic Concepts Scale. There was evidence for impairment in all areas of functioning. More than half of the sample exceeded the borderline clinical cutoff (T = 60) on either the CBCL or TRF Total Problem score, and nearly half the sample had Bracken scores that were more than 1 SD below the normative mean. Only 26.9% of the children were in the normal range on all three measures. These results are discussed in terms of implications for social work practice with children and adolescent mother families.     

Women and Government Budgets

In recognition of the significant, but often unknown, impact of government budgets on the role and status of women, both Federal and State Labor government administrations have introduced ‘women's budget’ statements. It is important to recognise that the political motivation of governments in establishing women's budgets has been primarily political self interest. To some extent, however, the move also reflects the growing economic focus, and power, of the women's movement. This paper examines the content and limitations of women's budget programs.
