中国特困供养服务的现状与问题——基于江苏省的实证研究

《“健康中国2030”规划纲要》提出要保障低收入人群的健康,特困人员供养制度作为中华人民共和国成立以来一直存在并不断发展完善的具备中国特色的社会保障制度,致力于提供特殊困难人群的生存及健康保障。近年来,我国特困供养服务保障有了重要的进展,但城乡之间、不同经济发展水平地区之间的保障差距依然存在着发展不平衡、不充分的问题。文章用定性访谈与问卷调查方法,通过对江苏省特困供养政策和实践的调查分析,了解特困供养制度的运行状况、成效与问题,并借鉴国际上特困及弱势群体救助制度和实施的经验,为我国特困供养制度的建设与完善提供参考。     

Who Does the Public Trust? The Case of Genetically Modified Food in the United States

Trust is important for the perception of many types of risk, including those relating to genetically modified (GM) food. Who the public trusts in any given circumstance, however, is not well understood. In this study of public trust regarding GM food, an exploratory factor analysis with Promax rotation reveals public classification of three common institutional types-evaluators, watchdogs, and merchants. The structure of relationships among these stakeholders can act to enable or constrain public support for this new technology. Evaluators-scientists, universities, and medical professionals-are the most trusted. Watchdogs-consumer advocacy organizations, environmental organizations, and media sources-are moderately trusted. Merchants-grocers and grocery stores, industry, and farmers-are least trusted. While the federal government is seen as closest to being an evaluator, it is not highly correlated with any of the factors. The lack of trust in the organizations with the greatest resources and responsibilities for ensuring the safety of GM food should be seen as an important obstacle to the adoption of the technology.     

“将青年导向德性”：培根青年教育思想新探

从16世纪末起,弗兰西斯·培根围绕“将青年导向德性”这一主题逐步阐发并不断丰富其青年教育思想。在发扬光大古希腊罗马人文主义思想传统的基础上,培根运用官能心理学的分析视角,将青年的道德教育转化为理性、想象、意志、情感和欲望等多种心理活动的互动过程,并把这一时期欧洲天主教耶稣会学院开展的集体教育视为青年教育的理想模式。在具体论述青年道德教育问题时,培根分析和界定了青年的心理与行为特征,详细阐释了“将青年导向德性”的多种教育途径和方法。系统梳理培根的青年教育思想,不仅有助于学界重新认识培根青年教育思想的主要特点和贡献,深化理解西方教育史上的青年教育问题,而且对当前我国加强对青年心理特征的认识和把握,并在此基础上开展对青年的道德教育也不乏借鉴价值。     

高校学报数字化编辑队伍建设

编辑作为高校学报数字出版工作的中坚力量,对于高校学报的数字化发展起着举足轻重的作用,因此加强高校学报数字化编辑队伍建设至关重要。在探讨高校学报数字化现状的基础上,从策划能力、信息感知能力、技术能力、社会活动能力方面对高校学报数字化编辑队伍建设进行分析,同时给出了高校学报数字化编辑的培养措施。高校学报要打造一支素质过硬的数字化编辑队伍,编辑自身要制定职业发展目标,保持不断的学习意识,与时代接轨,高校要为编辑提供学习和对外交流的机会,还要建立针对编辑的考核体系。要不断加强高校学报编辑的职能,做好高校学报数字化编辑队伍的建设,为繁荣高校出版事业尽自己的最大努力。     

A psychometric evaluation of a Dutch version of the Job Content Questionnaire and of a short direct questioning procedure

Using the demand-control-support perspective on job stress, a Dutch translation of an adapted version of the Job Content Questionnaire (AJCQ) was administered to a large population ( N = 3638) of Flemish workers in a variety of jobs, together with the General Health Questionnaire, and a negative affectivity scale. Overall, the AJCQ was shown to be a solid measurement instrument as indicated by several estimated reliability indices and validity of the subscales. A factor analysis largely reproduced the a priori structure of the AJCQ. A short 10-item direct questioning procedure was constructed to measure the 10 subscales of the AJCQ and the results of this procedure were compared with the AJCQ in a subsample ( N = 660). The correlations with six criterion variables showed that single questions were equally predictive than the much longer version of the AJCQ.     

Intergenerational Transmission of Gambling: Links Between Young Adult and Perceived Grandparent Gambling Attitudes and Behavior

This study examined associations between the gambling attitudes and behavior of 213 young adults and their perceptions of the gambling attitudes and behavior of their closest grandparent. Regression analyses showed that young adult gambling attitudes mediated the relations between perceived grandparent gambling attitudes and behavior and young adult gambling behavior. Grandparent–grandchild relationship quality experienced while growing up did not moderate the relations between young adult and perceived grandparent gambling attitudes and behavior. Men experienced gambling at a younger age and reported more positive gambling attitudes, more frequent gambling activity, higher levels of gambling pathology, and higher levels of gambling affinity than women. Implications of results and suggestions for future research are discussed.     

非常规突发事件应急征用补偿机制

健全的应急征用补偿机制有利于行政相对人的合法权益得到有效保障,有利于提高救援的速度和政府的公信力.对我国当前的应急征用补偿机制在立法、补偿主体、补偿范围、补偿标准、补偿程序和补偿救济等方面进行分析,结果表明:我国应急征用补偿制度存在法律规定不健全、补偿主体不确定、补偿范围不明确、补偿标准不统一、补偿程序不完善和补偿救济不到位等问题.在此基础上,提出了解决上述问题的措施.认为:这些措施对健全我国应急征用补偿机制,提高应急征用的效率,构建和谐社会具有一定的理论指导意义.     

沈阳审判与纽伦堡、东京、南京审判比较研究

1956年6月9日，中华人民共和国最高人民法院特别军事法庭在现今沈阳北陵电影院旧址，对侵华日本主要战犯进行了历史性的审判。在这次审判中，中国政府对日本战犯实行特殊的宽大政策，日本战犯也都表示诚心悔过，在自己余生中愿为中日两国人民的长久友谊做一点贡献。沈阳审判之所以取得这样的成功，当然首先是中国政府的英明决策，但与总结和借鉴组伦堡、东京和南京审判的经验，也有密切的关系。纽伦堡审判开创了审判战犯这种模式的先河，并针对审判二战战犯制定了相应的罪名，扫清了法律上的障碍，东京和南京审判相继出现政治干预法律的情形，这些郝对沈阳审判产生了重要的影响。     

巨额财产来源不明罪若干诉讼问题探讨

巨额财产来源不明罪不存在证明责任转移的问题,犯罪嫌疑人提供证据说明其财产来源是在履行实体义务。初始的责令说明只是处于尚未立案的初查阶段。只有检察机关才具有刑法所要求的责令说明权。判决生效后查明财产来源的,仍应维持原判。
