American Indian Perceptions of Paternal Responsibility

Using data from the Fragile Families and Child Wellbeing Study, this study examined the issue of American Indian nonresident father rights and obligations. Findings revealed that both American Indian mothers and fathers supported visitation rights, but decision-making rights were not highly supported unless the father was paying child support. Both American Indian parents were similar in their views regarding paternal responsibilities. Therefore, while general father involvement intervention strategies may work for American Indians, it is important for practitioners to explore how American Indians define paternal involvement and to what extent they are willing to allow the nonresident father to participate in all aspects of the child's life.

Russia’s transition to a market economy has been accompanied by serious, and in some ways unanticipated, disruptions of the existing social welfare system. The social policy dilemma has become a contentious issue in the national political arena. This paper examines the debate on the relationship between social welfare and democratization in post-communist Russia, exploring the case of pensions for the elderly. Although the causes of the pension crisis are complex and rooted in institutional difficulties, the state’s fiscal weakness alone does not explain the difficulties and controversies associated with Russia’s pension crisis. Analysis of the assumptions and principles of pension policy during the Soviet era and perestroika reveals that Russia today is caught between contradictory and competing discourses over citizens’ entitlement to pensions: Is an old-age pension to be considered a reward distributed by a prosperous society, or a basic and inviolable human right? Although the Russian government has used an argument that in effect makes pensions conditional on government resources, citizen and opposition protest has to some extent compelled the Russian government to be increasingly sensitive to demands for guaranteed pensions.

Abstract

The criteria for selecting a serials management system are often the same as those for selecting an integrated library system in toto. In the post-selection/production environment, the library–vendor relationship matures as a new operational framework is established. Serials management systems must become more efficient and make better use of electronic commerce, especially as a greater emphasis is placed on access to electronic journals (e-journals). Evaluation research,policy, and politics

This article discusses the role of politics in the Juvenile Justice Educational Enhancement Program's effort to use evaluation research data to inform Florida's juvenile justice education policies and practices. Through consideration of the Juvenile Justice Education Enhancement Program's experiences with privatization and the tough love and economy of scale rationales for larger and more custodial juvenile institutions, the variable role of politics is examined. Although the two examples are different, the discussion demonstrates that by maintaining an overriding commitment to its evaluation research purpose, the Juvenile Justice Educational Enhancement Program has been able to continue its data-driven policy efforts despite operating in a politically charged environment.     

On the sociology of women's unemployment,its neglect and significance

Although there is an extensive and varied literature on the nature and consequences of unemployment very little has been written about the experiences of jobless women. This is unfortunate since there are good sociological reasons why the reactions to job loss among women may be different from those of men. Empirical data tend to support this expectation although more research is needed and called for. Sociological studies of unemployed women could contribute to the development of theories about wage-work, family life and domestic labour. Women's unemployment also has a broader significance in that it bears directly upon theories of social stratification and social order that are central to sociological study as a whole.
