Existing agency records, together with questionnaires completed by social services referrers and mental health providers, were used to identify problems in current arrangements for obtaining specialist mental health assessments in child protection cases. Standards were set and implemented through a multi‐agency steering group. The practice of referrers and providers was then reaudited. Sixty‐nine social workers, six mental health specialists and 27 child protection initial case conferences (involving 31 children) were involved in the reaudit over a 4‐month period. Initially, main problems concerned communications, unclear referral and access arrangements, waiting times and disagreements over prioritization. Standards concerned consultation and decision‐making arrangements within the child mental health service, the format of referral and reply letters, the sharing of information and the attendance of mental health professionals at child protection case conferences. There appeared to be improvements in all these areas at reaudit. In conclusion, some shared views of problems, additional support funding and the audit process appear to have helped to improve inter‐agency collaboration and develop more efficient referral and care arrangements. Order picking, the assembly of a customer's order from items in storage, is an essential link in the supply chain and is the major cost component of warehousing. The critical issue is to simultaneously reduce the cost and increase the speed of the order picking activity. This study departs from the limited prior research that focused on either routing of workers or storage of warehoused items. The main objectives are to (1) evaluate various routing heuristics versus an optimal routine in a volume-based storage environment, (2) propose several methods of implementing volume-based storage, and (3) examine the interaction of the routing and storage policies under different operating conditions of pick list size and demand skewness. The experimental results show statistically significant differences in the mean route distance for the routing policies, storage policies, and their interactions. Further testing indicates that the choice of certain routing and storage policies in combination can result in increased picking efficiency. 相似文献

We apply methods of exploratory spatial data analysis (ESDA) and spatial regression analysis to examine intercounty variation in child poverty rates in the US. Such spatial analyses are important because regression models that exclude explicit specification of spatial effects, when they exist, can lead to inaccurate inferences about predictor variables. Using county-level data for 1990, we re-examine earlier published results [Friedman and Lichter (Popul Res Policy Rev 17:91–109, 1998)]. We find that formal tests for spatial autocorrelation among county child poverty rates confirm and quantify what is obvious from simple maps of such rates: the risk of a child living in poverty is not (spatially) a randomly distributed risk at the county level. Explicit acknowledgment of spatial effects in an explanatory regression model improves considerably the earlier published regression results, which did not take account of spatial autocorrelation. These improvements include: (1) the shifting of “wrong sign” parameters in the direction originally hypothesized by the authors, (2) a reduction of residual squared error, and (3) the elimination of any substantive residual spatial autocorrelation. While not without its own problems and some remaining ambiguities, this reanalysis is a convincing demonstration of the need for demographers and other social scientists to examine spatial autocorrelation in their data and to explicitly correct for spatial externalities, if indicated, when performing multiple regression analyses on variables that are spatially referenced. Substantively, the analysis improves the estimates of the joint effects of place-influences and family-influences on child poverty.

What is pilgrimage and how should we understand its social significance? Traditional analyses of religiously motivated travel have focused on praxis and ritual. Contemporary analyses have further analyzed pilgrimage as a site where religion, politics, economy, and cultural production converge. This article argues that such convergence is best understood as the product of overlapping and interacting social fields and that particular pilgrimages—as sites of contestation and negotiation—take shape in the interstitial spaces between fields. Using the case of African American Christian pilgrimage to Israel and Palestine as the “Holy Land,” this article examines the relationship between overlapping fields and the negotiation of competing interests on pilgrimage. It suggests cultural framing work as a mechanism by which actors manage tensions between these fields and their interests. 相似文献

To examine geographic variation in labour force participation rate (LFPR) of working‐age people with disability in Australia and associated factors. This study uses Australian Census 2016 data at Statistical Area Level 2 (SA2) and engages multiple linear regression to explore the relationship between the dependent variable,= LFPR of people with disability, and diverse independent variables that reflect collective characteristics of people with disability and their non‐disabled peers within SA2. While LFPRs for people with disability varied greatly by SA2, people with disability had considerably lower LFPR than their non‐disabled peers in all areas. The LFPRs tended to be higher in SA2s with higher percentages of people with disability who had completed year 12 or gained post‐school education, with higher household income, and where a higher proportion of people with disability mainly spoke English at home. These results indicate that where people live matters. Geographic variation in LFPR for people with disability is associated with geographic variation in their educational attainment and other social and community characteristics of the areas in which they live. This study contributes towards gaining a more sophisticated and nuanced understanding of the factors that influence LFPR of people with disability in relation to their local community environment. 相似文献

A territory‐wide two‐stage stratified random sample of 2,282 community‐dwelling Hong Kong adults were surveyed between 2014 and 2015 to investigate the association between poverty and regular source of primary care utilization. Poverty was operationalized by income‐poverty and deprivation. About 94% of our sample reported having regular source of primary care (Western and/or Chinese medical practitioner) and about 69% among them were in private sector. Multivariable logistic regression showed that people who were income‐poor and deprived were less likely to have regular source of primary care (income‐poor: OR = 0.523, p = .027; deprived: OR = 0.488, p = .007) and visit private primary care doctors (income‐poor: OR = 0.445, deprived: OR = 0.222, both p < .0001). Those who had chronic diseases were more likely to have regular source of primary care (multimorbid: OR = 10.709, p < .0001), but less likely to access care in the private sector (one chronic disease: OR = 0.690, p = .019; multimorbid: OR = 0.374, p < .0001) than those without. Further, being older and less skilled were significantly associated with less likelihood of visiting a private doctor. Path analysis showed that the number of chronic diseases had significant indirect effect on having regular source of primary care with being income‐poor and deprived as the mediators (β = ?.0183, p = .0016). Therefore, despite a public health‐care system that aims to deny no one from adequate health care for lack of means, regular source of primary care in Hong Kong is found to be pro‐rich. Future policies should tackle the problem of health‐care inequalities to meet the needs of the underprivileged. 相似文献

This article looks at access to higher education in Germany. For a number of reasons, explained in this article, higher education is presently an elite system that privileges ethnic Germans while preventing Turkish-Germans from gaining sufficient access into academe. If Germany is to become a fully functioning multicultural democracy with equal rights for all it will have to revamp its higher education system so that Turkish-Germans can gain better access to such institutions and consequently feel included into the German social and political system. 相似文献

Reacting to migrants’ many, ongoing involvements with their home communities, sending states have increasingly adopted policies designed to resolve the problems of citizens living abroad and to respond to expatriates’ search for engagement, doing so in ways that best meet home state leaders’ goals. This article seeks to understand the factors shaping this interaction between sending states and emigrants abroad by studying two contrasting aspects of the Mexican experience—expatriate voting, a relatively new development, and provision of the matrícula consular, a long-standing component of traditional consular services, though one that has recently been transformed. Focusing on the complex set of interactions linking migrants, sending states, and receiving states, the article identifies the key differences and similarities between these two policies. Both policies suffered from a capacity deficit inherent in sending state efforts to connect with nationals living in a territory that the home country cannot control; both also generated conflict over membership and rights. Nonetheless, Mexico’s efforts to resolve the immigrants’ identification problems in the receiving society proved useful to millions; by contrast, a tiny proportion of emigrants took advantage of the first opportunity to vote from abroad. These diverging experiences demonstrate that sending states can exercise influence when intervening on the receiving society side, where the embeddedness of the immigrant population provides a source of leverage. By contrast, the search to re-engage the emigrants back home encounters greater difficulties and yields poorer results, as the emigrants’ extra-territorial status impedes the effort to sustain the connection to the people and places left behind. In the end, the article shows that extension to the territory of another state yields far more constraints than those found on home soil as well as unpredictable reactions from receiving states and their peoples, not to speak of nationals who no longer perceive the migrants as full members of the society they left. 相似文献
