A praxis and Research Agenda for Multicultural Human Services Organizations

Human services organizations in the United States are currently faced with the problems of a diminishing and shifting resource base coupled with increasing demands for services. In addition, national demographic changes with increasing social diversity, and a rise in racial, ethnic, gender and other group-based tensions have posed special challenges for human service organizations. By tracing the history of social work approaches to working with ethnic minorities, this paper argues that responses to environmental flux have in fact been inadequate in addressing issues of social inequalities and injustices. We articulate a vision of socially just and diverse human services organizations that are both empowering and empowered. We call these Multicultural Human Services Organizations (MHSO). We spell out praxis and research agendas that continue the social justice-social diversity mission that is central to our vision.

From Birth to Death: A Social Monitoring Framework from New Zealand

The paper begins by outlining the development of social indicators work and social monitoring at the national level in New Zealand and comments on how this relates to the international movement. It describes the 'key' indicators/life stage approach developed by the New Zealand Planning Council in the early 1980s. This exercise continues from a university base and the fourth report in the series, entitled Tracking Social Change in New Zealand was published in early 1998. Examples are presented to show how the results can be used to highlight the policy implications of changing social trends.     

Estimating chance reproducibility in Guttman Scaling

A definition of reproducibility in Guttman Scaling and two chance measures of reproducibility are suggested. The first measure assumes that the items are independent. The second method assumes nonindependent items and fits respondent and item margins by an iterative method used in fitting log-linear models. Chance reproducibility is conceptualized in terms of assumptions about respondent variability.     

The ranking assumption

This paper is an attempt to raise some general objections to the whole concept of making decisions on teleological principles. Its scope is finally the whole concept of how we rationally decide, on a teleological basis, to do any act at all. However the arguments developed here arise from the recent discussions about one particular species of teleological decision-making - utilitarianism. Therefore, while I hope that the paper has consequences that are important far beyond this one ethical theory, my objections are phrased in terms of direct arguments about utilitarianism. The recent lively debates on this topic make it easy to ask some interesting questions about this sort of goal-oriented theory. However, if my objections are correct, the scope of these questions is much wider than any one utilitarian theory (or cluster of theories) because my objections are about an assumption that is common to all teleological theories and not just to classical utilitarianism.     

A Study of Predictors of Success on a Social Work Course

Summary A variety of test measures and biographical variables was relatedto the theoretical and practical course performance of two separateintakes of social work students who began their professionalcourses in a polytechnic in 1968 or 1969. Theoretical performancewas effectively predicted by cognitive variables, but only onetest, a measure of persistence, correlated significantly andconsistently with the practical criterion     

Health and Politics

Politics, described as ‘the authoritative allocation of values for a community’, arises out of conflict. Each party to any conflict attempts to have its interest prevail. The more organized a group and the more resources at its disposal, the more likely that its interest will prevail. Politics is significant in the determination of eventual policies in health matters. The consumer in health matters tends to accept what is presented to him. The interaction of differing attitudes, values and actions of interest groups in the health field is surveyed, and it is maintained that the politics of health warrant a greatly increased focus of attention from political scientists.
