This study follows the history of public relations in Japan. Meiji restoration in 1867 marked the beginning of modernization of Japan, but as democratization did not accompany modernization, the country was void of autonomous public. The birth of public relations department, though not in the mainland Japan, can be traced back to the 1920s at South Manchurian Railroad in Japan-controlled-Manchuria. After the World War II, the U.S. led Allied Occupation Army urged national and local government to adopt public relations. Shortly afterwards, ad agencies learned from the U.S. the use of public relations, but as marketing gained ground, public relations came to be used as marketing support tool. Criticism of environmental pollution in the 1970s, overseas expansion of businesses in the 1980s, collapse of bubble economy and business crises in the 1990s and onward, each drove public relations in Japan to increase its importance and expand its field.  相似文献

Abstract Among advanced industrialized countries, only the Japanese government has a plan to construct an additional twenty nuclear power plant by 2010. Why does the government adhere so aggressively to a pro-nuclear policy? Recently, the government has stressed nuclear power for global climate protection. This paper criticizes Japanese climate protection policy from a sociological point of view and searches the political and social background of the policy, focusing on: (4 the characteristics and structure of the global warming issue, (b) the political opportunity structure of the decision making process at the national level, (c) the role of NGOs, (d) the international context and (el countermeasures at the municipal level.  相似文献

In recent years, public health problems caused by indoor air pollution have been drawing strong public concern in Japan. After conducting extensive exposure assessment, governmental agencies have taken effective measures to solve the problem; for instance, "Guidelines for indoor air quality (IAQ)" of 13 chemicals, for example, formaldehyde, toluene, and xylene, has been established. Thousands of chemicals have been identified in the indoor environment. Priority rating of those chemicals, however, was not based on the health risk level. We developed a risk-screening scheme for indoor air pollution chemicals and analyzed the current status of the risk levels of those chemicals in Japan. We researched scientific knowledge of health hazards and exposure surveys of indoor air pollution chemicals in Japan, and classified those chemicals based on the health risk level estimated from the scheme. The risk levels of 93 chemicals were characterized and six chemicals (formaldehyde, acrolein, 1,4-dichlorobenzene, benzene, tetrachloroethylene, and benzo(a)pyrene) were classified in the highest risk category.  相似文献

We consider here a management policy for a sika deer (Cervus nippon) population in the eastern part of Hokkaido. Deer populations are characterized by a large intrinsic rate of population increase, no significant density effects on population growth before population crash, and a relatively simple life history. Our goals of management for the deer population are (1) to avoid irruption with severe damage to agriculture and forestry, (2) to avoid the risk of extinction of the deer population, and (3) to maintain a sustainable yield of deer. To make a robust program on the basis of uncertain information about the deer population, we consider three levels of relative population size and four levels of hunting pressures. We also take into consideration a critical level for extinction, an optimal level, and an irruption level. The hunting pressure for females is set to increase with the population size. We also recommend catching males if the population size is between the critical and optimal levels and catching females and males if the population size is larger than the optimal level. We must avoid cases of irruption or threatened population under various sets of uncertain parameter values. The simulation results suggest that management based on sex-specific hunting is effective to diminish the annual variation in hunting yield. While the sharply increased services for the elderly in the revised Gold Plan--announced in 1994--are noteworthy, implementation of the revised Plan is expected to present numerous issues and problems, particularly in the rural areas of Japan, because of unique circumstances such as depopulation and the presence of a disproportionately large number of elderly; geographical and physical isolation; a conservative and tradition-bound political climate; and conservative attitudes of the elderly. This article examines the current state of policy implementation, identifying issues and problems that are being encountered in the rural areas of Japan. Summary Effects of starvation on the suryival period and the respiratory rate in adults of a wolf spider,Pardosa astrigera (L. Koch), were investigated. The spiders used were divided into four groups: well-fed, starved and two limited food groups; in the latter two, each spider was supplied with one leafhopper every second or third day. Adult males and females ofP. astrigera could survive for a long time; 28.8±2.7 days and 54.4±18.9 days, respectively, without any food. The longevities shown here were 73.8% for males and 78.6% for females of those of well-fed spiders, indicating thatP. astrigera adults have a strong tolerance to starvation. The respiratory rate of well-fed adults showed no tendency to increase or decrease with their aging; the mean respiratory rates were 4.86×10−4 mg CO2/mg f.w. (fresh body weight)/hr for males and 3.80×10−4 mg CO2/mg f.w./hr for females. The respiratory rates of starved spiders increased during the first two days of starvation but decreased markedly from the third to the twelfth day, and thereafter retained an almost constant level for each sex. The mean respiratory rates after the twelfth day of starvation were 2.49×10−4 mg CO2/mg f.w./hr for males and 2.76×10−4 mg CO2/mg f.w./hr for females; these values were respectively 48.4% and 63.0% of those prior to starvation. The fresh body weight of starved spiders decreased linearly with time but the rate was small. The respiratory rates of the limited food groups tended to decline with time and thereby their weight losses were minimized. The decrease in the respiratory rate under starvation was considered not to be due to spider exhaustion or senescence but due to an intrinsic change in behaviour and/or metabolism, because when the spiders were supplied with ample food for five days after starvation, the respiratory rate and the body weight rapidly recovered to near the levels prior to starvation. It is suggested that starved spiders use a higher ratio of fat as catabolic substrate than normally fed or satiated ones. Feeding strategies of poikilo-therm predators are discussed. Abstract In contrast with skepticism in most western advanced countries, recent east Asian countries share pro-nuclear energy policy. Using my scheme of “the enlarged political process model” and qualitative data from my case studies in Japan and the United States, this paper analyzes the main characteristics of the nuclear energy issues and citizens' movements in both countries. Four historical stages of anti-nuclear energy movement in Japan are analyzed focusing on main actors, issues, value orientation and mode of action. The socio-political reasons for the failure in gaining more wide-spread political influence in the last three stages are examined. In the US, a more decentralized and relatively open system pushed movements toward an instrumental and policy-oriented posture. Especially in California in recent years, in collaboration with state regulatory agencies and electrical utilities. environmental groups were the major influence on changes in the management of utilities for the post nuclear era, by stressing energy efficiency and exploring renewable energy resources.  相似文献
