This article explores how development programming in rural poverty and the environment can work with indigenous peoples. It draws on research conducted in Asia and Latin America to suggest how indigeneity can be understood as specific kinds of marginalisation intersecting with self‐identification and recognition as indigenous. Current obstacles to effective engagement with indigenous peoples are outlined, and suggestions are offered for pro‐actively addressing their experience. Two critical areas where there are opportunities for donors to support indigenous peoples' priorities include ‘FPIC’ (Free Prior and Informed Consent) and a careful consideration of the implications of niche‐market engagement.  相似文献

Policy makers, parents, and the public are concerned with perceived declines in parents’ time with children. Data from two national surveys (N = 1,159 and N = 821) used in this study show that nearly half of parents report feeling too little time with children. Work hours are strongly related to these feelings, even controlling for time spent with children, and explain why fathers more than mothers feel time strain. For fathers, those whose youngest child is an adolescent feel more strain than similarly situated mothers. Controlling for work hours, single parents are not more likely than married parents to feel that they spend insufficient time with children.  相似文献

Objectives. Although urban scholarship has come to better understand the dynamics of black political incorporation in the United States, to date scant empirical attention has been paid to an important element of minority representation in local politics—the rise of black mayors. The present study addresses this gap in the extant literature. Methods. We analyze incidences of black mayoralties by fitting standard pooled and random effects probit models to a panel of 309 cities observed between 1971 and 2000. Results. Although cities' racial profiles are strongly associated with the incidence of black mayoralties, black representation on city council, black educational attainment, and reformed governments increase the odds of black mayoral emergence. On the other hand, southern location continues to depress the rise of black mayoralties, as do partisan elections, particularly in cities where no racial group constitutes a majority. Conclusions. Although our results partially confirm extant research on the diffusion of black mayoralties in American urban politics, they also call into question conventional wisdom. Our study emphasizes the need for more large‐N studies of minority representation in urban politics and provides suggestions for how the independent effects of black mayors on municipal policy outcomes might subsequently be analyzed empirically.  相似文献

School closures across Australia in response to COVID-19 have persisted since 2020, with rising mental health problems in children and adolescents, alongside rising negative family health and socioeconomic outcomes. Further, some children and young people who were already experiencing disadvantage pre-pandemic may be at heightened risk of poorer educational outcomes. Therefore, the aim of this study was to conduct a systematic review of the literature to identify the factors for poorer educational outcomes that may be exacerbated by COVID-19 amongst disadvantaged school students. Key development stages of disadvantage were identified: young children who started school behind, older students already at risk of disengagement from school and children and young people who have had contact with the child protection system. Five databases were systematically searched, across two search periods. A total of 69 Australian, peer-reviewed articles, published in 2005–2021, examining risk factors for poor educational outcomes for children attending school met the inclusion criteria and were included in final analyses. Our findings provide evidence of key risk factors that make these populations susceptible to worsening outcomes resulting from the COVID-19 pandemic, and of the critical importance of ongoing research to guide policy and practice support for these at-risk groups.  相似文献

Limited research has directly sought the input of parents involved in the child protection system during pregnancy and with their infants. As the focus of these policies and practices, parents have a unique and important insight not available to others, so it is vital to obtain their input. As part of a larger Australian study, qualitative interviews were undertaken with 13 parents asking about their views and experiences. Parents predominantly became involved with child protection services during pregnancy through a prenatal report. Parents who previously had their newborn removed from their care described it as sudden and unexpected, leaving them distressed and unsupported post-removal, with a growing list of requirements for them to see their baby or for restoration to be considered. Domestic violence was a particular issue of concern for some mothers who expressed distress that their partners, perpetrators of violence, were allowed access to their infant with fewer requirements than for them. Improvements recommended by the parents included greater communication and preparation for the removal, better recognition of improvements in their situations and increased supports to be provided to parents both pre- and post-removal. Parental experiences provide an important guide to improving child protection practice with these families.  相似文献

Infants have the highest rate of admission into out-of-home care in Australia, with rising rates of entry to care occurring around the world. Our previous research identified children who entered care as infants as having high levels of developmental vulnerability. The objective of this study was to determine the child protection and developmental trajectories of children who entered care as infants and whether meeting developmental needs through service provision improves trajectories and outcomes for these children. This is a prospective cohort study using three waves (2011–2016) of survey data from the New South Wales Pathways of Care Longitudinal Study which includes standardised assessments (Age and Stages Questionnaire, Brief Infant Toddler Social Emotional Assessment and the Child Behaviour Checklist), as well as linked administrative child protection and health data. Our findings suggest that children who entered care as infants predominantly remained in the care system and had a high level of developmental vulnerability as infants. A large group had positive physical and cognitive developmental trajectories with service provision increasing over time; however, early service provision is needed. Another group was identified as having early social–emotional concerns and displaying worsening social–emotional trajectories. Intervention for this group is an important priority to reduce risk of ongoing poor mental health outcomes.  相似文献

Hemorrhage is a leading cause of preventable death in trauma, cardiac surgery, liver transplant, and childbirth. While emphasis on protocolization and ratio of blood product transfusion improves ability to treat hemorrhage rapidly, tools to facilitate understanding of the overall content of a specific transfusion strategy are lacking. Medical modeling can provide insights into where deficits in treatment could arise and key areas for clinical study. By using a transfusion model to gain insight into the aggregate content of massive transfusion protocols (MTPs), clinicians can optimize protocols and create opportunities for future studies of precision transfusion medicine in hemorrhage treatment.  相似文献

Findings are presented from an ecologically grounded, longitudinal study of 206 urban, ethnic minority adolescents that used hierarchical linear modeling to examine: (1) individual trajectories of change in adolescents' perceptions of general and closest same‐sex friendship quality from middle to late adolescence; (2) the effects of gender and ethnicity on these trajectories of change; and (3) the relative influence of adolescents' perceptions of individual‐level (i.e., self‐esteem) and contextual‐level (i.e., family relationships and school climate) variables on change over time in perceptions of friendship quality. Findings indicated that adolescents' perceptions of the quality of friendships improved from middle to late adolescence. Boys reported sharper increases over time than girls in their perceptions of the quality of their closest, same‐sex friendships. Furthermore, perceptions of contextual level variables (i.e., family relationships, teacher/student relations, and student/student relations) were significantly associated with change over time in perceptions of general and/or closest same‐sex friendship quality.  相似文献
