Seed funding for health promotion: sowing sustainability or skepticism?

Health promotion activities are enjoying renewed attention fromgovernments under the rubric of chronic disease prevention,yet often with similar and inadequate resources. Seed-fundingopportunities are popular means for governments to distributemonies and groom communities to embed the funded activitiesinto local ecology. The success of seed funding in nurturingcommunity capacity and engendering program sustainability iscontroversial. This article discusses a recent seed-fundingexperience in the Canadian province of British Columbia.     

Discrimination as Collusion in Imperfectly Competitive Labour Markets

ABSTRACT: Despite growing evidence on the potential influence of monopsony power in modern labour markets, the standard monopsony theory of discrimination, at least with respect to pay differences by gender, is inconsistent with the empirical evidence on the association between relative pay and comparative labour supply elasticities. In this paper, we develop a general oligopsony model in which we argue that differences in the conjectural variation parameter can reconcile the empirical evidence with a model of discrimination based on imperfect competition in the labour market. Discrimination emerges from asymmetric collusion in the presence of employer power, without the need to incorporate a Beckerian‘taste for discrimination’parameter.     

Dropping out of university: A statistical analysis of the probability of withdrawal for UK university students

From individual level data for an entire cohort of undergraduate students in the 'old' universities in the UK, we use a binomial probit model to estimate the probability that an individual will 'drop out' of university before the completion of their degree course. We examine the cohort of students enrolling full time for a 3- or 4-year degree in the academic year 1989–1990. We find evidence to support both the hypothesis that the completion of courses by students is influenced by the extent of prior academic preparedness and the hypothesis that social integration at university is important. We also find an influence of unemployment in the county of prior residence, especially for poorer male students. Finally, we draw conclusions regarding the public policy of constructing university performance indicators in this area.     

Psychotropic medication management for youth in state care: consent, oversight, and policy considerations

The use of psychotropic medications in youth with emotional disturbances in state custody is increasing and presents unique challenges concerning consent and oversight. We examine various means that state child welfare agencies use to provide consent for and oversight of psychotropic medications for children in state custody and describe benefits of a consent process that provides for expert consultation to the child welfare agency and prescribing clinicians, case-specific and systemic oversight of psychotropic medication use, and education for stakeholders.
