An Improved Condensation Procedure in Discrete Probability Distribution Calculations

A "vertical" condensation scheme for discrete probability distribution (DPD) calculations is presented as an alternative to the earlier "horizontal" scheme, an example of which was presented recently by Kurth and Cox. When applied to DPDs over a space of curves, the vertical condensation results in a "regularization" of the "spaghetti" of curves that results from combination operations on such DPDs.     

Evidence,incidence, gender and age in sexual abuse of children perpetrated by children. Towards a developmental analysis of child sexual abuse

This paper describes a study of all children alleged to have sexually abused children in the city of Liverpool during a 12-month period. The nature of the evidence in the allegations is reviewed and each designated as ‘stronger’ or ‘weaker’. On this basis annual incidence figures are calculated for children being investigated as possibly or probably having abused another child. Systematic age banding of child perpetrators is extended to a similar age banding of alleged adult perpetrators. An adolescent is more than twice as likely to be suspected of having perpetrated CSA than any other comparable age band in adulthood or childhood. This emphasizes a developmental perspective on sexual offending across the lifespan.     

Managed care is data management

As managed care evolves, it has become apparent that greater control of both the patient and the provider side of the process is necessary. Specifically, improvements are necessary in monitoring the appropriateness of service, accessibility, authorship and authorization of referrals and claims, patient advocacy, and assimilation of data.     

The effects of state lotteries on the pari-mutuel industry

The growth and success of state lotteries in the United States and Canada has been matched by a corresponding decline in pari-mutuel handle and attendance, especially in horse racing, causing speculation about the lotteries' presumed negative impact on that industry. This paper presents evidence showing that lotteries are not responsible for the financial problems of the pari-mutuel industry because many people buy lottery tickets exclusively. Further evidence indicates that the pari-mutuel industry would benefit from a decrease in governments' take-out rate and more vigorous marketing campaigns.     

Doctor assisted suicide: an analysis of public opinion of Michigan adults

Michigan public opinion on Doctor Assisted Suicide (DAS) was assessed in January 1997 (N=603). Asked if they would consider DAS for themselves, two-thirds would if being kept alive by machine or were experiencing chronic pain; one-half would if they experienced a loss in mobility or independence, became a burden to others, or were diagnosed with a terminal disease; and one-third would if they were incontinent or going to a nursing home. A series of demographic and attitudinal comparisons were made for support for the concept of DAS and as a hypothetical consideration for oneself. The highest support for the concept of DAS was found among the following: men eighteen to twenty-four years old, some college education, $35-60,000/year income, Caucasian, Democrat, liberal, Protestant, and frequent church attendee. The highest self-consideration of DAS was found among the following: men, fifty to fifty-five years old, post-graduate education, $35-60,000/year income, Caucasian, Democrat, liberal, Protestant, and infrequent church attendee.     

Two cultures: one life

Recognition of the communal nature of the culture and traditionsof many refugees who have resettled in Australia in recent years,particularly those from African countries, has urged a strongerconsideration of community-based approaches to their recoveryand resettlement. In 2004, a framework of recovery, developedto enhance the mental health and well-being of refugees duringresettlement in Australia, was applied to a community capacity-buildingprogramme among South Sudanese refugees living in an outer westernsuburb of Melbourne. This paper explores the integration ofrecovery goals into the structures and processes initiated throughoutthe programme. It assesses the contribution of this model tostrengthening the community's ability to adjust to resettlementand enable greater control in determining their lives in Australia.     

Challenges and dilemmas facing community development corporations in the United States

In the United States, Community Development Corporations (CDCs)are one of the prime vehicles for delivering housing to low-incomehouseholds. Beyond the difficulties involved with securing theneeded resources to develop, rehabilitate and manage housing,CDCs are facing a series of challenges and dilemmas that couldthreaten their viability. This article discusses some of thekey challenges and dilemmas facing CDCs and offers a numberof suggestions for how they might be best confronted.
