Minimal Markov Basis for Tests of Main Effect Models for 2p-1 Fractional Factorial Designs of Resolution p

We consider conditional exact tests of factor effects in design of experiments for discrete response variables. Similarly to the analysis of contingency tables, Markov chain Monte Carlo methods can be used to perform exact tests, especially when large-sample approximations of the null distributions are poor and the enumeration of the conditional sample space is infeasible. In order to construct a connected Markov chain over the appropriate sample space, one approach is to compute a Markov basis. Theoretically, a Markov basis can be characterized as a generator of a well-specified toric ideal in a polynomial ring and is computed by computational algebraic software. However, the computation of a Markov basis sometimes becomes infeasible, even for problems of moderate sizes. In the present article, we obtain the closed-form expression of minimal Markov bases for the main effect models of 2^{p ? 1} fractional factorial designs of resolution p.

The Disability Rights Movement in Japan: past, present and future

This paper introduces the history of the modern disability rights movement in Japan, which has been a driving force for change in social norms and policies, and for improving the lives of disabled persons and their families. It presents the traditional social norms and policies that resulted in the confinement of disabled people in their parents' homes and in institutions, a radical movement of people with cerebral palsy active in 1960-1980s, the emergence of the independent living movement in 1980s, and the current disability rights movement and its future challenges. This paper is based on a review of documents and on interviews conducted during the spring of 2000 in Japan with disability rights advocates and personnel working for centres for independent living.     

Addressing economic vulnerability among low-income families in America: is the basic income approach a viable policy option?

ABSTRACT

Income instability characterizes the lives of many low-income families in America. Growing income inequality, wage stagnation, unstable jobs, and limited savings are only a few of the factors contributing to the chronic economic insecurity that many low-income families experience today. There has been a renewed interest in recent years in the idea of a basic income as a policy solution to address the problem of income instability. This brief provides an overview of the concept of basic income and discusses its strengths and limitations in promoting financial stability among vulnerable families in both the short- and long-term.     

Bayesian analysis for a skew extension of the multivariate null intercept measurement error model

Skew-normal distribution is a class of distributions that includes the normal distributions as a special case. In this paper, we explore the use of Markov Chain Monte Carlo (MCMC) methods to develop a Bayesian analysis in a multivariate, null intercept, measurement error model [R. Aoki, H. Bolfarine, J.A. Achcar, and D. Leão Pinto Jr, Bayesian analysis of a multivariate null intercept error-in-variables regression model, J. Biopharm. Stat. 13(4) (2003b), pp. 763–771] where the unobserved value of the covariate (latent variable) follows a skew-normal distribution. The results and methods are applied to a real dental clinical trial presented in [A. Hadgu and G. Koch, Application of generalized estimating equations to a dental randomized clinical trial, J. Biopharm. Stat. 9 (1999), pp. 161–178].     

Participatory Research by Niigata Minamata Disease Victims, and Empowerment of These Victims

Abstract:  Niigata Minamata disease is the result of environmental pollution. In the present paper I discuss the activities conducted thus far by victims (uncertified patients) of Niigata Minamata disease to receive the necessary physical and medical examinations, as well as requests for administrative appeal. Such activities, stemming primarily from efforts being made in Sentoji of Yasuda Town (Agano City at present), have had relevance in the lawsuits of uncertified patients of Minamata disease. Those who participated in these activities, even those who are not plaintiffs in the corresponding court cases, were able to receive a set amount of financial and medical support following a political settlement related to Minamata disease. As of 2005, the movement has been assisting people who visit the Agano River basin area to learn about Niigata Minamata disease, and approximately half of all victims manifesting symptoms of the disease have had some association with the Sentoji movement. I also examine how the activities being conducted in Sentoji have helped victims learn more about their own bodies, and how these activities have also helped people understand the significance of taking the initiative to become involved in such movements. And I examine how victims of the disease have received empowerment through victim movements.     

ADAPTIVE CONTROL THEORY: SURVEY AND POTENTIAL APPLICATIONS TO DECISION PROCESSES*

An important and distinct feature of a class of decision processes discussed in this paper is the possibility of gathering additional information between decisions and using it to improve future decisions. The analysis of these so-called sequential decision processes is both complicated and far-reaching in its implications. The purpose of this paper is to describe this class of decision processes to make its potential both more readily understood and better appreciated.
