Climate Change and Human Health: Estimating Avoidable Deaths and Disease   总被引:2,自引:0,他引:2  
Human population health has always been central in the justification for sustainable development but nearly invisible in the United Nations Framework Convention on Climate Change negotiations. Current scientific evidence indicates that climate change will contribute to the global burden of disease through increases in diarrhoeal disease, vector-borne disease, and malnutrition, and the health impacts of extreme weather and climate events. A few studies have estimated future potential health impacts of climate change but often generate little policy-relevant information. Robust estimates of future health impacts rely on robust projections of future disease patterns. The application of a standardized and established methodology has been developed to quantify the impact of climate change in relation to different greenhouse gas emission scenarios. All health risk assessments are necessarily biased toward conservative best-estimates of health effects that are easily measured. Global, regional, and national risk assessments can take no account of irreversibility, or plausible low-probability events with potentially very high burdens on human health. There is no "safe limit" of climate change with respect to health impacts as health systems in some regions do not adequately cope with the current climate variability. Current scientific methods cannot identify global threshold health effects in order for policymakers to regulate a "tolerable" amount of climate change. We argue for the need for more research to reduce the potential impacts of climate change on human health, including the development of improved methods for quantitative risk assessment. The large uncertainty about the future effects of climate change on human population health should be a reason to reduce greenhouse gas emissions, and not a reason for inaction.  相似文献

One of the major current concerns in administrative science is the scarcity of partnership-based administration in developing countries, where the capacity of local government is generally weak. Due to the impact of globalisation, the growth of information technology and the rise of third sector organisations, public administration has adopted a new paradigm but given it different names i.e., partnership, public-private partnership, networking, sound governance, good governance etc. As a result, the notion of partnership has emerged as one of the key approaches to meeting the governance challenges of the new millennium focusing, in particular, on building and strengthening the capacity of local governance. As a model, the sustainability of a social system based solely on state capacity has failed in most developing countries. As such, this paper intends to analyse the prospects for partnership based local governance in the developing countries. We argue that there is no alternative to building partnerships at the local government level between the state, private and civil society in order to improve the capacity of local government, enabling it to better attain sustainability, ensure good governance and promote participation in an attempt to mitigate the problems of social exclusion and fragmentation in the delivery of services and products.  相似文献

In the Human Development Index (HDI), life expectancy is the only indicator used in modeling the dimension ‘a long and healthy life’. Whereas life expectancy is a direct measure of quantity of life, it is only an indirect measure of healthy years lived. In this paper we attempt to remedy this omission by introducing into the HDI the morbidity indicator, “expected lost healthy years” (LHE), used in the World Health Report Though LHE is only weakly correlated with life expectancy and displays considerable variation across countries, the ranking of nations using the adjusted HDI is very similar to that from the HDI. Nevertheless, there are some outlier countries (including large countries like China and the United States) that experience notable changes in rank. Given the considerable variation in the morbidity data across gender, we also adjust the Gender-related Development Index (GDI) in a similar fashion. The ranking using the adjusted GDI is very similar to that from the GDI, but it has a lower rank correlation with the HDI.  相似文献

ABSTRACT

In order to decrease physical child abuse, measures to recognize parents' abuse potential are needed. In this article, cross-cultural validation of the Child Abuse Potential (CAP) Inventory, an American measure was used to screen child abuse potential in families. Data were collected in 2012 from Finnish families expecting a baby at maternity and child welfare clinics. The data come from 380 families, including 375 mothers and 303 spouses. The validation was conducted separately for mothers and spouses and was based on basic psychometric properties, such as reliability estimates, abuse scale construct validity, and the abuse scale factor structure. The internal consistency of the abuse scale was high among both the mothers and the spouses. There were some differences in abuse construct validity and the abuse scale factor structure compared to the original measure, which was written in English and tested in an American sample. Those differences were, however, similar to those found by other studies that used translated versions of the inventory. In summary, the CAP Inventory was found to be a valid screening tool for professionals to assess parents' child abuse potential in Finnish service settings, and therefore its implementation is recommended in maternity and child welfare clinics. The validation supports the cross-cultural use of the CAP Inventory and future research on the subject.  相似文献

In this paper a transnational perspective is used to explain whether and how older migrants construct and sustain their social networks. The paper uses a transnational viewpoint on older migrants' lives by analysing their engagement with their former homeland, and the intensity and habitualness of those engagements in old age. The aim of this article is to study the transnational connections of later-life migrants'. Attention is especially paid to the features of old age while maintaining these connections. These considerations are based on analyses of transnational networks in the everyday lives of later-life migrants from the former Soviet Union residing in Finland. The data were collected from 11 later-life migrants.It is found that transnational relationships are a vital part of the everyday lives of older migrants, and that they are sustained in varied ways. These connections mean a concrete source of help, family affiliations, the sharing of emotions, and a larger social network. Economic limitations affect the frequency and type of communication, and various physical limitations may also cause inability to maintain contacts across borders. In these circumstances, family members or other close relatives or friends are needed to deliver messages on the older person's behalf. Old age and immigration status affect the amount and direction of communication across borders, thereby shaping these networks.  相似文献

The purpose of this study was to describe the use and concomitant use of psychotropics and other drugs as chemical restraints in the aged in long-term hospital care. The study consisted of 154 patients (42 men, 112 women) hospitalized in five long-term care wards in Pori City Hospital, Finland. Three or more psychotropics were regularly given to 33% of the patients and regularly or irregularly to 53% of the patients. Two or more benzodiazepine derivatives or related drugs were regularly given to 24% of the patients and regularly or irregularly to 46% of the patients. The very poor cognitive and functional abilities of the patients, the common concomitant use of psychotropic drugs, the use of psychotropics to control the behavior of the patients, and the lack of documentation of the effects and side effects of the drugs give rise to the conclusion that psychotropics were used as chemical restraints in these long-term care wards.  相似文献

This article contributes to cross-cultural understandings of gender-based violence by examining women's definitions and experiences of domestic violence in Eastern Indonesia. The research was part of a larger study of human rights in maternal and neonatal health and involved a survey that integrated common anthropological practices in its development and delivery. This survey measured the prevalence of emotional and physical abuse, violence during pregnancy, unwanted sex and fear of violence among a sub-sample of 504 married Muslim women. Standard human rights definitions of violence were adapted to create locally appropriate definitions of economic violence, husband infidelity and unwanted sex within marriage. Survey responses indicated that the majority of women believed verbal abuse, threats of harm, economic violence, physical violence, control of women's mobility and a husband's public infidelity to constitute domestic violence. Our exploration of how Indonesian women understand domestic violence reinforces the salience of cultural specificity for different women's definitions of violence, as well as the applicability of internationally recognised definitions of gender-based violence.  相似文献

The main objective of this study was to examine work–family culture in four organizations in Finland (n=1,114). Specifically, we attempted to clarify whether perceived work–family culture would vary according to gender, economic sector and type of organization. Furthermore, we investigated whether these perceptions would be related to employee self-reported well-being. The study data were gathered during 2001 by a questionnaire filled in by personnel from four different organizations, i.e. a municipal social and healthcare department (n=496), a municipal education department (n=232), a paper mill (n=183) and an IT organization (n=199). The first two organizations represented the public sector and the latter two the private sector in the Finnish economy. The results showed, first, that work–family culture was assessed more positively within the public sector organizations than in the private sector. Second, the work–family culture was experienced least positively in the paper mill and most positively in the municipal education department. Third, there were also variations between same-sector organizations, i.e. the paper mill and the IT organization. Finally, it emerged that poorer perceptions of work–family culture were related to decreased work–family balance, job satisfaction and positive job-related mood experiences.  相似文献

This paper analyses regional labour market adjustment in the Finnish provinces during 1971–96. It investigates the interrelations of employment, unemployment and labour force participation to examine how a change in labour demand is adjusted to. The study questions the usual assumption that positive and negative shocks evoke similar adjustment processes. Instead, we test for the possibility that the effects of positive and negative shocks are asymmetric. The analysis reveals that there is little asymmetry in the adjustment to region‐specific labour demand shocks, but adjustment to total (region‐specific plus common component) shocks displays more asymmetry. The region‐specific component of a labour demand shock has short‐lived effects on unemployment and participation, and its effect on employment is very small but permanent [persistent?]. Initially, most of the fall in employment is absorbed by the unemployment and participation rate, but after a few years migration plays a larger role in the adjustment process.  相似文献
