Abstract

Casino self‐exclusion is a procedure by which individuals can have themselves banned from entering a casino. One of the purposes of this paper is to present information about the availability and features of these programmes. A second purpose is to make recommendations about how to best operate them based on cross‐jurisdictional analysis and lessons from the addiction literature. The first section of the paper describes the typical casino self‐exclusion programme, outlining the features common to most policies. The second section provides a detailed overview of the programmes operating in Canada in order to give the reader an appreciation of the procedural variations that exist. The third section discusses the effectiveness of self‐exclusion programmes. Finally, the fourth section contains recommendations on ways to improve effectiveness. When properly implemented, self‐exclusion can be a valuable tool in helping to curb problem gambling.  相似文献

Improved methodology was used to re-examine the weak correspondence between problem and pathological gamblers identified in population surveys and subsequent classification of these individuals in clinical interviews. The SOGS-R, the CPGI, the NODS and the Problem and Pathological Gambling Measure (PPGM), as well as questions about gambling participation and expenditures, were administered to a total of 7272 adults. Two clinicians then assessed each person's status, based on comprehensive written profiles derived from these questionnaire responses. Instrument classification was then compared to clinical classification. All four instruments correctly classified most non-problem gamblers (i.e. had good to excellent sensitivity, specificity and negative predictive power). However, the PPGM was the only instrument with good classification of problem gamblers (i.e. excellent sensitivity and positive predictive power). The CPGI and SOGS-R had weak positive predictive power and the NODS had only adequate sensitivity and positive predictive power. Improvement in the classification accuracy of the CPGI occurred when a 5+ cut-off was used and when a 4+ cut-off was used with the SOGS. In general, the classification accuracy of the NODS, SOGS and CPGI is better than prior research suggested but overall accuracy is still modest. With adjusted cut-offs, all three instruments are reasonably congruent with clinical ratings.  相似文献

The Earned Income Tax Credit (EITC) is a refundable credit for low-income workers mainly targeted at families with children. This study uses the Survey of Income and Program Participation’s topical modules on Assets and Liabilities to examine associations between the EITC expansions during the early 1990s and the unsecured debt of the households of single mothers. We use two difference-in-differences comparisons over the study period 1988–1999, first comparing single mothers to single childless women, and then comparing single mothers with two or more children to single mothers with exactly one child. In both cases we find that the EITC expansions are associated with a relative decline in the unsecured debt of affected households of single mothers. While not direct evidence of a causal relationship, this is suggestive evidence that single mothers may have used part of their EITC to limit the growth of their unsecured debt during this period.  相似文献

Genomics is a complex field of study involving researchers and practitioners immersed in the social milieu from which their genetic theories and comprehensions in part emerge. Genomic researchers' embeddedness in social formations with distinct ideologies predisposes them to construct hypotheses about genetics with value‐laden assumptions. Given genomics' inseparability from social influences this article explores how its use with marginalized groups has eugenic implications. Several important links between eugenics and genomics are identified suggesting eugenic implications in genomics.  相似文献

We study interdependent risks in security, and shed light on the economic and policy implications of increasing security interdependence in presence of reactive attackers. We investigate the impact of potential public policy arrangements on the security of a group of interdependent organizations, namely, airports. Focusing on security expenditures and costs to society, as assessed by a social planner, to individual airports and to attackers, we first develop a game-theoretic framework, and derive explicit Nash equilibrium and socially optimal solutions in the airports network. We then conduct numerical experiments mirroring real-world cyber scenarios, to assess how a change in interdependence impact the airports' security expenditures, the overall expected costs to society, and the fairness of security financing. Our study provides insights on the economic and policy implications for the United States, Europe, and Asia.  相似文献

Students who are homeless constitute a unique subset within today's school population; those who also have disabilities face even greater challenges. This article highlights the uniaue needs of students with disabilities who are homeless, legislative mandates for serving these students (the McKinney Act and the Individuals with Disabilities Education Act), and promising practices for overcoming educational and institutional obstacles to service delivery. Suggestions will focus on developing collaborative relationships at multiple levels, creating responsive systems through staff development and procedural revisions, and providing students with the social and instructional support they need to be successful.  相似文献
