National Language Capacity in Global Competition

The term national language capacity refers to the sum total of a nation’s ability to grasp linguistic resources, provide language services, deal with linguistic issues, develop the language, and related tasks. Key capacities include the possession of linguistic resources, utilization of language and language services, development and use of linguistic resources, the language of the members of the nation, reserves of linguistic talent, language management, development of language enterprises and linguistic influence. The development of informatization has made national language capacity an important part of national strength. It is hard power as well as soft power, playing a very important role in social progress and cultural inheritance, in promoting economic development and technological innovation, and in protecting a country’s national security and international development.     

基于犹豫模糊信息投影技术的双边匹配决策方法

文章针对犹豫模糊信息下的匹配问题,提出了一种双边匹配决策分析方法.给出了犹豫模糊信息的双边匹配问题描述,将双边主体给出的犹豫模糊信息依据投影法进行信息的集结,构建了两个投影矩阵,依据双方主体组合满意度构建了匹配度矩阵.在此基础上,通过求解双边匹配优化模型,得出双边主体最优匹配结果.最后,以IT外包供需双方的匹配实例说明了所提出方法的可行性和实用性.     

Semi-empirical likelihood inference for the ROC curve with missing data

The receiver operating characteristic (ROC) curve is one of the most commonly used methods to compare the diagnostic performance of two or more laboratory or diagnostic tests. In this paper, we propose semi-empirical likelihood based confidence intervals for ROC curves of two populations, where one population is parametric and the other one is non-parametric and both have missing data. After imputing missing values, we derive the semi-empirical likelihood ratio statistic and the corresponding likelihood equations. It is shown that the log-semi-empirical likelihood ratio statistic is asymptotically scaled chi-squared. The estimating equations are solved simultaneously to obtain the estimated lower and upper bounds of semi-empirical likelihood confidence intervals. We conduct extensive simulation studies to evaluate the finite sample performance of the proposed empirical likelihood confidence intervals with various sample sizes and different missing probabilities.     

景气指标分类方法的理论研究与实证

景气指标分类是景气预测法中至关重要的环节.在以往的文献中,一般采用一种方法对备选指标进行景气分类,但其结果还存在优化的空间.文章采用四种典型的景气指标分类方法:峰谷对应法、时差相关分析法、K-L信息量法、灰色关联度指标分类法对同样的多个指标进行分类.按照初定方案对四种方法的结果进行综合分析,对结果进行优化调整,应用实例表明:四种方法的优化调整结果比单一方法的结果更合理、更有效、更具有科学性.     

从渔业社区到海权问题:国外海洋人类学研究述评

海洋人类学对渔业社区的生计方式、社会组织结构等问题有着传统的学科关照.然而,在全球化脉络和现代化进程之下,海洋生态、海洋社会以及人海关系被置于巨大的社会变迁中,并呈现出愈加复杂的趋向.通过系统梳理西方海洋人类学的研究成果,本文认为海洋人类学研究正在发生从“渔业社区”到以产权和管辖权为核心的“海权问题”的话题转向.

欧洲债务危机的主要成因分析

肇始于希腊的欧洲债务危机到目前为止都没有停息的迹象,甚至还呈蔓延之势。欧洲债务危机爆发的直接原因是在金融危机的背景下,政府支出规模持续扩大,导致财政赤字居高不下,最终使得国债规模超过政府的偿还能力,出现明显的违约可能性。同时,国际竞争力不足,导致出口受阻,使得资金问题更加严重。从更深层次看,产业结构不合理,经济发展速度缓慢,过低的投资率和储蓄率及过高的储蓄投资转化率,都是导致欧债危机的重要原因。     

我国城镇化进程中的生态城市建设路径探索

伴随着我国城镇化进程的不断推进,城市在发展过程中也不可避免地会出现一些影响其可持续发展的问题,而缺失对生态的观照就是其中之一.其具体表现是:缺乏全局观念,缺乏科学合理的规划,盲目效仿大城市和新城区开发.有鉴于此,必须开展多种形式、多个方面的宣传教育活动,遵循循序渐进的原则,充分发挥政府的主导作用,以提升整个社会在城镇化进程中的生态文明意识.

费孝通晚年有关中国社会学方法论的思考开启了超越社会学既有传统的崭新空 间, 这笔精神遗产值得进一步阐释。在费孝通看来, 中国传统文化和智慧中深藏着的 许多观念性资源, 诸如天人合一、将心比心等, 都需要做进一步的界定, 并应以此作 为超越社会学既有传统的支点。

In his old age, Fei Xiaotong’s reflections on Chinese sociological method opened up new room for transcending the existing traditions of sociology. His spiritual legacy is well worth further explanation. According to Fei, traditional Chinese culture and wisdom embodies a wealth of concepts, such as “harmony between nature and man,” “mind for others” and so on, all of which need further definition and should be used as fulcrums for the transcending of sociological traditions.
