This article explores the implications of creating a role for private‐sector partners in public employment services (PES), rather than creating quasi‐markets. It focuses on how the engagement of employers in public–private networks with local government can enhance employment opportunities for disadvantaged welfare recipients but may require a further shift in local public services. The theory relates to contractual arrangements versus network modes of public–private partnerships. Based on surveys among employers and welfare recipients, and interviews with politicians, managers, and frontline workers in five Dutch municipalities, the article provides detailed evidence on innovative and promising cases of public–private networks in employment services. It shows that, under certain conditions, vulnerable jobseekers are better served by a network involving employers than by the standard supply‐driven approach that predominates in quasi‐markets. It also reveals that public and private partners have yet to fully embrace the implications of the network approach for their respective roles. The article contributes to the theoretical debate on public–private partnerships in the context of PES, reflecting on public–private networks as a policy design that could help improve employment opportunities for disadvantaged jobseekers. 相似文献

Notwithstanding the proliferation of servant leadership studies with over 100 articles published in the last four years alone, a lack of coherence and clarity around the construct has impeded its theory development. We provide an integrative and comprehensive review of the 285 articles on servant leadership spanning 20?years (1998–2018), and in so doing extend the field in four different ways. First, we provide a conceptual clarity of servant leadership vis-à-vis other value-based leadership approaches and offer a new definition of servant leadership. Second, we evaluate 16 existing measures of servant leadership in light of their respective rigor of scale construction and validation. Third, we map the theoretical and nomological network of servant leadership in relation to its antecedents, outcomes, moderators, mediators. We finally conclude by presenting a detailed future research agenda to bring the field forward encompassing both theoretical and empirical advancement. Studies have pointed to a trend in Western societies toward the normalization of homosexuality and emerging “post-gayness” among young people, who no longer consider their sexual identity meaningful in defining themselves. This article takes a closer look at the Dutch case where tolerance is regarded as a national virtue, while society remains heteronormative. In 38 interviews with Dutch same-sex-attracted young people, we investigated the labels they used to describe their sexual orientation to reveal what they can tell us about normalization, tolerance, and heteronormativity. In their labeling strategies, participants de-emphasized their sexual identity, othered, and reinforced the hetero/homo binary. They preferred labels without connotations to gender expression. While post-gay rhetoric was ideologically appealing, its use was not an outcome of their sexual orientation having become insignificant; it rather enabled them to produce normality. We discuss the findings against the backdrop of “Dutch tolerance,” which rests on an ideology of normality. 相似文献

Problem and background
This study explores the experiences of Dutch midwives and gynaecologists with pregnant women who request more, less or no care during pregnancy and/or childbirth.Methods
All Dutch midwives and (trainee) gynaecologists were invited to fill out a questionnaire specifically designed for the purposes of this study. Holistic midwives were analysed separately from regular community midwives.Findings
Most maternity care providers in the Netherlands receive requests for less care than recommended at least once a year. The most frequently maternal requests were declining testing for gestational diabetes (66.3%), opting for a home birth in case of a high risk pregnancy (65.3%), and declining foetal monitoring during labour (39.6%). Holistic midwives are more convinced of an increasing demand for less care than community midwives (73.1% vs. 35.2%, p = <0.001). More community midwives than hospital staff reported to have declined one or more request for less care than recommended (48.6% vs. 27.9%, p = <0.001). The majority of hospital staff also receive at least one request for an elective caesarean section every year.Discussion and conclusion
Requests for more and less care than indicated during pregnancy and childbirth are equally prevalent in this study. However, a request for less care is more likely to be declined than a request for more care. Counselling women who disagree with their care provider demands time. This article explores the experiences of 14 students with severe and complex behaviour, their caregivers, and teachers/principals as the students transition from a disestablished residential school back to mainstream schools, with support from the Intensive Wraparound Service (IWS). Interviews were the primary source of data collection. Data were collated into 14 cases, and analysed using a general inductive approach. Two broad themes are addressed in the article: education and relationships/communication. The research found that the IWS is not living up to its rhetoric. Suggestions made for improvement are based on approaches that participants found worked for them. 相似文献

In this paper we investigated to what extent the willingness of people to take advice from the local government, people’s feelings of collective efficacy and empowerment, and their relationship with the local government, is dependent on whether the local government was accountable for the crisis or not. In addition, we were interested in the influence of empathic versus neutral crisis information on people’s behavior, feelings and their relationship with the local government. The results indicate that people’s intention to follow the advice of the local government is generally high, even when the local government is held accountable for the crisis. However, accountability negatively influenced people’s relationship with the local government, as well as collective efficacy. Our research shows that this negative outcome for people’s relationship with the local government cannot be countered by empathic crisis information. However, conveying empathic concern in the crisis information did enhance level of collective efficacy. 相似文献

This study focuses on the implicit framing of Corporate Social Responsibility (CSR) in the interplay between the news media, organizational public relations (PR), and the public. The aim of the study is to investigate the multidirectional causal relationships between these three domains in terms of the use of implicit frames. An automated content analysis of Dutch newspaper articles and organizational press releases is employed. In addition, Google Trends data is examined in order to determine implicit frames of CSR among the public. Monthly level Vector Autoregression (VAR) analyses show different effects across frames. Overall, in line with our expectations, results show positive effects of the news media on the public and of organizational PR on the news media. Moreover, contrary to expectations, we found a negative effect of the public on the news media and mixed results with regard to the effect of the public on organizational PR. Investigating the multidirectional relationships between the news media, organizational PR, and the public provides insights into how they – as a domain – affect and get affected by each other in their communications. 相似文献

Nonverbally-expressed emotions are not always linked to people’s true emotions. We investigated whether observers’ ability to distinguish trues from lies differs for positive and negative emotional expressions. Participants judged targets either simulating or truly experiencing positive or negative emotions. Deception detection was measured by participants’ inference of the targets’ emotions and their direct judgments of deception. Results of the direct measure showed that participants could not accurately distinguish between truth tellers and liars, regardless which emotion was expressed. As anticipated, the effects emerged on the indirect emotion measure: participants distinguished liars from truth tellers when inferring experienced emotions from negative emotional expressions, but not positive emotional expressions. 相似文献
