Exploring the link between integrated leadership and public sector performance

This study develops the concept of integrated leadership in the public sector. Integrated leadership is conceived as the combination of five leadership roles that are performed collectively by employees and managers at different levels of the hierarchy. The leadership roles are task-, relations-, change-, diversity-, and integrity-oriented leadership. Using data from the Federal Human Capital Survey and Program Assessment Rating Tool, we analyze the relationship between integrated leadership and federal program performance. The findings from the empirical analysis indicate that integrated leadership has a positive and sizeable effect on the performance of federal sub-agencies. The study concludes with a discussion of the implications of the findings and limitations of the study.     

A Quantitative Analysis of the Effects of Postsecondary Institution Conversions from Not-For-Profit to For-Profit

This study highlights the changes that have occurred at postsecondary institutions after conversion from not-for-profit to for-profit control. Using Delta Cost Project Data and a pre-post study design with a control group of not-for-profit institutions that did not convert, comparisons are drawn. The findings suggest that institutions that convert experience greater enrollment growth, a decline in fulltime employment levels per full time equivalent (FTE) student, no change in average expenses per FTE student, a decrease in total revenue, a decrease in Pell Grants received, a decrease in tuition and fees revenue, and a decline in average subsidy per student post conversion. These findings are critical to the creation of informed policy decisions regarding institutional conversions.     

On sequential closed testing dose groups with a control

Methods for a sequential test of a dose-response effect in pre-clinical studies are investigated. The objective of the test procedure is to compare several dose groups with a zero-dose control. The sequential testing is conducted within a closed family of one-sided tests. The procedures investigated are based on a monotonicity assumption. These closed procedures strongly control the familywise error rate while providing information about the shape of the dose-responce relationship. Performance of sequential testing procedures are compared via a Monte Carlo simulation study. We illustrae the procedures by application to a real data set.     

Income Diversity,Technology Choice and Agricultural Research Policy in Sub‐Saharan Africa

This article makes an initial analysis of the implications of income diversification for technical change and agricultural research policy in Africa, leading to two insights. First, that the dilution effect of income diversification means that, as the proportion of non‐farm income increases, so must the expected gains from adopting a new agricultural technology. Second, that diversified producers will face disproportionately large transactions costs associated with information acquisition to inform technology choice decisions. Two hypotheses about how diversified producers are likely to react are then explored. Both point to the conclusion that income diversification among the poor is likely to constrain significantly the direct poverty impacts of agricultural research. The policy implications of these findings are then considered.     

Minimax property of stein's estimator

Stein's estimator and some other estimators of the mean of a K-variate normal distribution are known to dominate the maximum likelihood estimator under quadratic loss for K > 3, and are therefore minimax. In this paper it is shown that the minimax property of Stein's rule is preserved with respect to a generalized loss function.     

Production functions and population theory

The persistence of the population problem in many developing countries' especially in Asia, must mean that the relation between population trends and productivity has to be kept continually under review. In recent years the economists' interest in this relation has shifted away from the Keynesian stagnation analysis, with its emphasis on the influence of population trends on the level and composition of consumption and investment, to a reconsideration of their influence on production. It is a striking testimony to the influence of Malthus that his theory is still under active consideration and that it frequently serves as starting point, as it does for Professor Belshaw, for an analysis of the economics of population. Divorced from its particular context, in which value judgements particularly distasteful to many commentators abound, and reformulated in terms of modern production theory, it clarifies the main issues, by showing what facts are required and what logic demands in order to provide a useful answer to practical problems of policy. Readers of the first two chapters of Professor Buquet's book will find ample confirmation of the sterility of much of the debate regarding optimum populations which developed largely from differences of opinion about definitions of “good” and “bad” economic criteria for policy than from faults in logic. The debate continues and the posthumous career of Parson Malthus still occasions even personal abuse! It would be difficult, however, to accuse Professor Belshaw of taking sides in the Malthusian debate. He takes the Malthusian analysis for what it is worth, shows where it fits the facts and where it does not, provides convincing evidence of a Malthusian problem in Asia by a skilful round-up of well presented statistics, and then, instead of committing himself to a forecast of what is likely to happen in Asia, he illustrates through the modern theory of production what are the pre-conditions for a removal of the population problem. This is surely a sensible procedure and contrasts favourably with the sibylline utterances of a number of distinguished amateur social scientists.     

The Eating Disorders NOS Diagnostic Profile Among College Women

Abstract

The authors examined a proposed profile of eating-related behaviors, associated features, developmental issues, and help-seeking behavior among college women, using an eating disorder response program. The most common symptom scenario was a pattern of regular binge eating, together with daily exercise and occasional purging. The most common associated features were distressing or dysfunctional overconcern about body image and self-esteem, usually with day-to-day stress and intermittent depression. The women who fit this pattern also presented developmental issues of perfectionism, conflictual relationships with parents, and struggles for independence; and they tended to be ambivalent about seeking services. Implications for practice, including the need to develop a framework for eating disorder responses on campus that includes preventive programs and developmental interventions to target emerging and moderate concerns are discussed; limitations and the preliminary nature of the findings are explicated.

A long way from home: On black identity in Britain

This article sets out to challenge much of the current literature on the self‐identity of blacks in British society. By looking at the long‐term historical background, the colonial heritage of cultural, political and economic oppression, a series of more subtle analyses emerges. Among the stereotypes challenged is that of the generational gap; evidence is cited to indicate a far greater common awareness and identity of aims and attitudes than previous writers have suggested. Hie conclusion examines some strategies for fighting racism within British society.
