The U.S. Nuclear Regulatory Commission (NRC) staff has developed a performance assessment capability to address three programmatic areas in nuclear waste management: high-level waste, low-level waste, and decommissioning of licensed facilities (license termination). The NRC capability consists of: (1) methodologies for performance assessment; (2) models and computer codes for estimating system performance; (3) regulatory guidance in various forms, such as regulations, Branch Technical Positions, and Standard Review Plans; and (4) a technical staff experienced in executing and evaluating performance assessments for a variety of waste systems. Although the tools and techniques are refined for each programmatic area, general approaches and similar issues are encountered in all areas.  相似文献

Despite regulatory efforts to promote gender diversity on boards, women are still severely underrepresented in board leadership in the UK, beyond FTSE 100 companies. Evidence suggests that women, when poorly represented in the workplace, are more likely to suffer discrimination. In this study, we report the first-hand experiences of gender discrimination suffered by female directors and present the process of how they build resilience through developing coping strategies. Such resilience-building processes seem to vary with the length of board experience of female directors. At the outset of their board journey, they adopt avoidant coping strategies of denial and disengagement. However, with experience in boards, they gain the confidence to pursue the active coping strategy of seeking and extending support. This qualitative study is based on 42 elite interviews of board directors and is guided by the resilience theory, in the context of top FTSE boards. The article also discusses the contribution of the study to theory, praxis, and policy.  相似文献

Cocoa Pod Borer (Conopomorpha cramerella Snellen) (CPB) is an important pest of cocoa. Following its emergence as a pest in East New Britain, Papua New Guinea, in 2006, it was considered relevant to assess its potential spread to other cocoa growing regions. Its likelihood of introduction to the islands of Bougainville and New Ireland from East New Britain Province, Papua New Guinea, was modeled using Monte Carlo simulation. This dispersal model was based around different scenarios, identifying trends rather than explicitly attempting to encapsulate true values. The model suggested that CPB is far more likely to establish on New Ireland than on Bougainville. More important, incertitude resulting from incomplete knowledge of the amount and frequency of cocoa transported between islands had a significant effect on model outputs. Quarantine and agriculture officials will be able to refine these parameter values, and then use the relevant scenarios from those presented here as a guide to develop quarantine procedures. In addition, a contingency model was employed to estimate the optimal sampling effort to use following an incursion of CPB into Bougainville or New Ireland and the seemingly successful implementation of an initial eradication program. The model suggests that at a 1% infestation level, sampling should continue for 2.5–2.7 years (90% CI) after claiming eradication, and this estimate changed little for higher infestation levels. Through modeling variations in sampling intensity, the model also suggested that determining the full spread of CPB is more important than increased sampling within one region.  相似文献

Scientists, activists, industry, and governments have raised concerns about health and environmental risks of nanoscale materials. The Society for Risk Analysis convened experts in September 2008 in Washington, DC to deliberate on issues relating to the unique attributes of nanoscale materials that raise novel concerns about health risks. This article reports on the overall themes and findings of the workshop, uncovering the underlying issues for each of these topics that become recurring themes. The attributes of nanoscale particles and other nanomaterials that present novel issues for risk analysis are evaluated in a risk analysis framework, identifying challenges and opportunities for risk analysts and others seeking to assess and manage the risks from emerging nanoscale materials and nanotechnologies. Workshop deliberations and recommendations for advancing the risk analysis and management of nanotechnologies are presented.  相似文献

Since the terrorist attacks of September 11, 2001, and the subsequent establishment of the U.S. Department of Homeland Security (DHS), considerable efforts have been made to estimate the risks of terrorism and the cost effectiveness of security policies to reduce these risks. DHS, industry, and the academic risk analysis communities have all invested heavily in the development of tools and approaches that can assist decisionmakers in effectively allocating limited resources across the vast array of potential investments that could mitigate risks from terrorism and other threats to the homeland. Decisionmakers demand models, analyses, and decision support that are useful for this task and based on the state of the art. Since terrorism risk analysis is new, no single method is likely to meet this challenge. In this article we explore a number of existing and potential approaches for terrorism risk analysis, focusing particularly on recent discussions regarding the applicability of probabilistic and decision analytic approaches to bioterrorism risks and the Bioterrorism Risk Assessment methodology used by the DHS and criticized by the National Academies and others.  相似文献

In this paper we examine the institutionalization of a new organizational practice around third stream activities in UK higher education from 1994 to 2008. Employing a longitudinal research design, involving archival, survey and contemporary interview data, we show how a new organizational practice diffused through the use of discourse and metrics around commercialization but over time was threatened on pure economic criteria. In response to the threat we explore how actors worked to institutionalize the new practice, reshaping both discourse and metrics to ensure that they were robust so that they could align with the interests and values of major stakeholders. In addition, actors worked to align discourse and metrics, as any misalignment between the two would have undermined the institutionalization of the new organizational practice.  相似文献

Climate is an essential component in site suitability for agriculture in general, and specifically in viticulture. With the recent increase in vineyards on the East Coast, an important climactic consideration in site suitability is extreme winter temperature. Often, maps of annual minimum temperatures are used to determine cold hardiness. However, cold hardiness of grapes is a more complicated process, since the temperature that grapes are able to withstand without damage is not constant. Rather, recent temperature cause acclimation or deacclimation and hence, have a large influence on cold hardiness. By combining National Oceanic and Atmospheric Administration (NOAA) weather station data and leveraging recently created cold hardiness models for grapes, we develop a dynamic spatio-temporal model to determine the risk of winter damage due to extreme cold for several grape varieties commonly grown in the eastern United States. This analysis provides maps of winter damage risk to three grape varieties, Chardonnay, Cabernet Sauvignon, and Concord.  相似文献

Drug development is not the only industrial‐scientific enterprise subject to government regulations. In some fields of ecology and environmental sciences, the application of statistical methods is also regulated by ordinance. Over the past 20years, ecologists and environmental scientists have argued against an unthinking application of null hypothesis significance tests. More recently, Canadian ecologists have suggested a new approach to significance testing, taking account of the costs of both type I and type II errors. In this paper, we investigate the implications of this for testing in drug development and demonstrate that its adoption leads directly to the likelihood principle and Bayesian approaches. This paper uses a realistic structural lifecycle model of consumption and housing decisions to understand how data might distinguish different mechanisms that explain the correlation between house prices and consumption. The model includes price and earnings shocks estimated from data (the latter including aggregate and idiosyncratic components), and incorporates realistic features of the UK mortgage market. We simulate the model using more than 30 years of realized shocks and under counterfactual scenarios. Our results confirm the intuition of earlier studies: house price shocks should have a larger effect on the consumption of older households and earnings shocks on young households.  相似文献
