Although public meetings are the most frequently used method for obtaining citizen input into public decision-making, there is little systematic evidence comparing attendees with citizens at large. This paper addresses this gap in the literature by analyzing results from a series of public meetings and a random-sample telephone survey. The public meetings and telephone survey were conducted in Hillsborough County, Florida to obtain citizen input for the purpose of establishing spending priorities for more than $39 million in federal block grant funds. Findings include representation at public meetings on a number of factors, including race, Hispanic ethnicity, and low-income status. Attendees favor redistributive activities more often than citizens at large; however, both attendees and the general public agree on the importance of funding activities serving certain vulnerable populations, including seniors, persons with disabilities, and victims of domestic violence.  相似文献

Objectives. In this article we explore how the geographic location of a proposed public good on the ballot in a local referendum influences voting turnout. We argue that voters who live farther away from the good, and are thus likely to bear the cost of the good but have no access to it, would be more motivated to turn out in the election. Drawing on the cost‐orientation hypothesis, or negativity effect, “that people are more strongly motivated to avoid losses than to approach gains,” we expect these voters to derive higher expressive benefits from the act of voting relative to those of voters located closer to the good. Methods. We examine voting turnout in the 2002 referendum in the City of Seattle on the proposed construction of a monorail. We conduct our study at the precinct level using spatial tools of analysis. We evaluate the effect of accessibility on turnout by means of a curvilinear model that incorporates demographic and political variables. Results. We find that voting turnout is determined partly by accessibility. Turnout is higher in precincts located farther away from the monorail line than in precincts located relatively closer to the line. Partisanship conditions this effect. Conclusions. This study provides tentative support for linking voter turnout to the negativity effect via expressive benefits. Voters' location in relation to a public good may affect directly their political behavior by means of their perceived net gains or losses from the good.  相似文献

Guidance has been produced for land use planners and decision-makers on how tsunami inundation modelling can be included into land use planning. The process of developing the guideline included exploring the difficulties in integrating physical science models into land use planning with a focus on tsunami. These difficulties included addressing uncertainty and reconciling planners' needs with the capability of the modellers. The guidance was based on two key questions. (1) How can tsunami modelling be incorporated into land use planning? (2) What information do planners need from modellers to improve planning and policy for tsunami? The purpose of this paper is to provide a brief overview of the guideline, with the aim of assisting others in producing similar guidance for implementing tsunami modelling into land use planning. The guideline includes tsunami basics, a decision tree for including tsunami risk into land use planning, which forms the basis of the guideline.  相似文献

Increasingly, organizational work is conducted by virtual teams interacting across boundaries of space and time. Despite advances in collaborative technologies, members of virtual teams often find the experience challenging and a far cry from physically “being there.” In response, immersive and interactive three‐dimensional collaborative virtual environments (3D CVEs) are emerging and purported to address the shortcoming of earlier technologies. How teams will interact and ultimately perform in a 3D environment remains to be seen. In this study, drawing from group and communication theories, we explore the link between collaborative behaviors and the performance of virtual teams working in a 3D CVE. We report on the results of a controlled experiment consisting of 39 virtual teams of 91 individuals. Through cluster analysis, we identify distinct patterns of collaborative behaviors associated with differential levels of performance. Our findings provide a deeper understanding of how the unique spatial and visual characteristics of 3D CVEs may transform virtual work.  相似文献

Part-time work is an international phenomenon. Many western countries show similar patterns to Australia, with a significant increase in part-time work in the last twenty to twenty-five years. In Australia, part-time work has developed some unique features, particularly as it often involves lower wages and poor conditions. Part-time employees in Australia are often excluded from human resource development (HRD) activities such as training and career tracks provided to full-time workers. The experience of particular Australian organizations illustrates possible avenues for quality part-time work. This paper examines practical examples of quality part-time work in eight Australian organizations across five industries (nursing, hospitality, retail, local government and the legal profession). Using case study research, the paper discusses the dimensions of quality part-time work in different industry and occupational contexts from an HRD perspective.  相似文献

The aim of this study was, first, to identify long-term patterns of effort-reward imbalance (ERI) and over-commitment (OVC), and, second, to examine how occupational well-being (burnout, work engagement) and recovery experiences (psychological detachment, relaxation, mastery and control) differ in these patterns. The study was based on follow-up data with three measurement points (2006, 2008, 2010) collected from Finnish managers (N=298). Latent Profile Analysis resulted in five long-term ERI-OVC patterns: a high-risk pattern (high ERI, high OVC), found in 20% of the participants; a low-risk pattern (low ERI, low OVC), found in 24% of participants; a relatively low-risk pattern (low ERI, moderate OVC), found in 47% of participants; a favourable change pattern (decreasing ERI and OVC), in 7%; and an unfavourable change pattern (high ERI with increasing linear trend, OVC with curvilinear trend) in 2%. The results showed, in line with the ERI model, that managers in the high-risk pattern showed higher burnout scores and poorer recovery experiences compared to those in the low-risk patterns. However, no differences were found in work engagement between the high and low-risk patterns. Thus, the ERI model seemed better to explain stress-related indicators of occupational well-being than motivational indicators.  相似文献

ABSTRACT

Talking about work during leisure time is an important part of employees’ daily life and represents a behavioural pathway connecting work and home. However, past research has not paid much attention to this phenomenon of sharing work experiences during after-work hours, its possible antecedents and consequences. In the present study, we examine how interpersonal work experiences (i.e. social conflicts and perceived prosocial impact) are associated with work-related conversations during after-work hours, and how work-related conversations, in turn, are associated with affect at bedtime and in the next morning. A daily diary study with three measurement occasions per day over five consecutive workdays (N?=?144 employees) showed that negative work-related conversations during after-work hours were directly related to negative affect at bedtime and indirectly related to negative affect in the next morning. Positive work-related conversations were directly related to positive affect in the next morning. Moreover, perceived prosocial impact and positive work-related conversations during after work hours were negatively related to negative affect at bedtime. Our results suggest that employees actively shape their work-home boundaries by talking about work during after-work hours which show both beneficial and harmful associations with subsequent affective states.  相似文献

Cross‐border acquisitions are growing in volume and global economic importance, yet a considerable number end in failure. Many of these failures may be linked to people management‐related issues. We extend this stream of research by investigating the impact of the acquirer's aggregate human resource management (HRM) quality on cross‐border acquisition divestment. Our empirical analysis uses a panel database of 4128 cross‐border acquisition/year observations and an event history design. The findings confirm a curvilinear relationship and suggest that acquisition failures are not merely associated with poor HRM quality, but also with very high levels of HRM quality, that is, with both extremes. Moreover, our results show that financial slack has a significant moderating effect on the curvilinear relationship between HRM quality and the likelihood of acquisition divestment. Overall, our study reveals boundary conditions for the widely demonstrated positive relationship between HRM quality and organizational performance in an acquisition context.  相似文献
