In this article, the authors discuss the recent horror film A Serbian Film (2010 A Serbian Film (2010). Dir. S. Spasojevic, Invincible Pictures, Serbia.  [Google Scholar]) as a representation of the catastrophic nature of Serbian society in the Milosevic era. The authors start their analysis by talking about the construction of the Serbian ethno-nation under Milosevic, arguing that it emerged as a kind of reaction-formation to the collapse of Soviet-led communism in the Eastern bloc in the late 1980s/early 1990s. Their argument is that Milosevic constructed a new idea of Serbia based on a utopian theory of the ethnically homogenous nation to try to oppose the social, political and economic chaos produced by the end of communism and the related collapse of the ethnically mixed Yugoslav state. Following this work, the authors analyse the detail of Milosevic’s state and, in particular, the criminalization of Serbian society in the 1990s, and attempt to show how A Serbian Film dramatizes these conditions in a horror story about sexual violence and state-sponsored sadism. Throughout the article, the authors employ Freudian–Lacanian theory to argue that what A Serbian Film illustrates is the horror of the Serbian real and the terrible consequences of the state-sponsored collapse of normal civilization into an ultraviolent, hypersexualized, criminalized state of nature. In this respect, the authors suggest that the message of A Serbian Film has relevance beyond the case of Serbia, because even though the social and political context of Milosevic’s Serbia is essential to understanding its historical significance, the authors’ view is that it also speaks about the universal human condition of the death drive explored by Freud in his Beyond the Pleasure Principle (1920) and Civilization and Its Discontents (1930), and the potential contained in every society to descend into barbarity and sadistic violence.  相似文献

This article uses the concept of ‘the social investmentstate’ to understand key aspects of New Labour’spolicies in relation to welfare reform. It argues that ‘investingin children’ and creating ‘responsible parents’are vital features of many of the policies and service initiativeswhich have emerged since 1997. Such features have considerableimplications for policies and practices in the arena of familysupport. The article goes on to outline aspects of an importantcritique of the social investment state which has emerged fromthose engaged in research and policy analysis who argue fora ‘political ethics of care’. It argues that thisperspective offers important possibilities to family supportadvocates not only for critique, but also for articulating muchneeded policy alternatives to those currently being promotedby New Labour. It also signposts the importance of conductingongoing research into the meanings which are being attachedby individuals to complex and contested terms such as ‘family’and ‘support’.  相似文献

This article is a commentary on the Green Paper for children’sservices in England: Every Child Matters. The focus of the discussionis the lack of gender analysis in the document. The articlehighlights the gendered character of contemporary parenting,and the failure of some of the proposals in the Green Paperto address this. There is also discussion of the need to appreciatethe gendered character of childhood, and the implications ofthis for children’s services. The authors also argue theimportance of using a gendered perspective to engage adequatelywith the causes and consequences of child maltreatment. This article explores the findings of a study on the role of the social worker in adoption with a focus on ethics, concentrating on the perspectives of adopted people, birth parents, and adoptive parents. Their reflections challenge policy attempts that are framed around “new beginnings” for children. The focus on hope in such policy projects fails to understand that hope inevitably coexists with anger and loss. The concept of ethical trespass, with its recognition of the inevitability of harm, is explored in terms of its possibilities for recognizing the lived realities for multiple stakeholders. The mitigation of ethical trespass requires social work practices that are characterized by humility, honesty, and reflexivity.  相似文献

This paper reflects on the findings of an ethnographic study of interprofessional communication and social relations in an integrated child health service, during and after the relocation of different parts of the service to a single site. In the context of the governmental emphasis on restructuring services in order to facilitate better communication between different disciplines, its findings are of considerable pertinence. The study found that co‐location did not straightforwardly lead to better communication. This paper urges that greater attention be paid to the kinds of professional narratives that maintain ritualized ways of working and reinforce professional boundaries. It urges the creation of conditions where everyday practices are open to scrutiny and challenge, and aligns itself with those who call for the development of a ‘communication mindset’ among professionals.  相似文献

It reviews the practice oriented research which has emerged in the UK as engaging fathers has become part of the agenda for many child welfare agencies. It identifies an important theme promoted by the administration—fathersare actual or potential resources for their children. It thengoes on to look at how fathers appear to be constructed withinchild protection social work where notions of threat appearmore dominant as a theme in relation to men generally. In this paper I compare the works of Paul Virilio and Georges Bataille through a discussion of their theories of vision, the image, and destruction. The first section of the paper is a consideration of Virilio's philosophy of speed (dromology) that turns off an interpretation of Theodore Géricault's 1819 work, The Raft of Medusa, moves through a discussion of the Greek mythology of the Gorgon, and ends with an analysis of contemporary military technology. In the second part of the paper I explore Bataille's critique of ocularcentrism through an examination of his famous novel Story of the Eye and a consideration of his concepts of the pineal eye, the limit experience, and the labyrinth. The final section of the paper contrasts the theories of Virilio and Bataille through an examination of the political implications of their ideas about vision, the image, and destruction.  相似文献

The role that area deprivation, family poverty, and austerity policies play in the demand for and supply of children's services has been a contested issue in England in recent years. These relationships have begun to be explored through the concept of inequalities in child welfare, in parallel to the established fields of inequalities in education and health. This article focuses on the relationship between economic inequality and out‐of‐home care and child protection interventions. The work scales up a pilot study in the West Midlands to an all‐England sample, representative of English regions and different levels of deprivation at a local authority (LA) level. The analysis evidences a strong relationship between deprivation and intervention rates and large inequalities between ethnic categories. There is further evidence of the inverse intervention law (Bywaters et al., 2015): For any given level of neighbourhood deprivation, higher rates of child welfare interventions are found in LAs that are less deprived overall. These patterns are taking place in the context of cuts in spending on English children's services between 2010–2011 and 2014–2015 that have been greatest in more deprived LAs. Implications for policy and practice to reduce such inequalities are suggested.  相似文献

This paper explores the potential for the formation of political solidarities across the spatial divisions being intensified by dominant responses to the European crisis. In doing so, it takes inspiration from Doreen Massey’s thinking around the contested terms on which space and politics are articulated and her engagement with the 2008 crisis through projects such as the Kilburn manifesto. We argue that her book World city powerfully articulates a way of thinking about the spatial politics of a particular conjuncture. The paper traces the ways in which various political interventions in post-crisis politics have been shaped by distinctive ‘nationed’ geographical imaginaries. In particular, we explore how left-wing nationed narratives impact on the discursive horizon and unpack their implications for the articulation of solidarities and emancipatory politics in the context of the ‘European Crisis’. Building on this, we reflect on how trans-local solidarities and alliances might be articulated across socio-spatial divisions and contest the decidedly uneven, racialized, gendered and classed impacts of dominant European politics. We argue that such solidarities and alliances can form a crucial intervention in challenging the dominant spatial politics of crisis and articulating left political strategies on different terms.  相似文献
